Scavenging: In the month November, there were no calls to the District HQ to report scavenging activity. However, there were incidents I observed directly; the scavenging incidents listed below were not individuals who are trying to make a business from recycling materials. No citations were given. Also, on November 22, 2011, 1 contacted Costa Mesa Police Officer Julian Trevino to see if there was a possibility that CMSD and CMPD could team-up and work together by patrolling areas that are frequently targeted by scavengers and attempt crack down on offenders. I am pleased to say that Ofc. Trevino was more than willing to assist CMSD. The next step will be for the both of us to sit dawn and layout areas and times that we can patrol. On November 17, 1 made a site visit and tagged 8 addresses that had their t/b in p/s with a "first notice". I will be going back to the area to ensure compliance and to see if any further action is required. The conference will provide the latest information on zero waste initiatives and practical advice on how communities can utilize these concepts in municipal solid waste management plans.. Staff Recommendation That the Recycling Committee recommends the Board of Directors approves sending at least one CMSD official to attend the Zero Waste Conference in Austin, Texas on February 9, 2012. Analysis Attached is the program for the Zero Waste Conference. I don't believe the first two days of the conference would be beneficial to CMSD because it includes topics that this committee has discussed and focused on for some time now. However, the last day of the conference, February Stn does include interesting topics that I believe would be worthwhile to attend and bring back useful information as CMSD moves forward to achieving zero waste goals. FVOX 0: In addition to the ban on plastic bags, the ordinance will promote reusable bags by requiring retailers to charge a 5-cent fee on each paper bag to consumers who don't use reusable bags. Retailers would keep the nickel as a means of recovering costs of switching to paper bags. E If adopted, Seattle would join Bellingham and Edmonds in Washington in banning single-use plastic bags. "We all remember the beached gray whale found dead in West Seattle last year with 20 plastic bags in its %,,, f% stomach," said Councilman Mike O'Brien, the prime sponsor of the ordinance. "'The problem plastics pose for the Sound and ocean is pervasive and alarming. "These bags provide minutes of use for us as consumers, but because they are not biodegradable, are with us in the environment for hundreds of years," he said. Councilman Nick Licata said this ordinance addresses concerns raised by Seattle voters when they voted down a similar ordinance in 2008. "It addresses concerns about taxes by allowing grocers and retailers to keep the fee on paper bags to cover costs, and addresses concerns about impacts on low-income people by exempting those on assistance programs," Licata said.
