Scavenging: In the month of February, there were no calls to the District HQ to report scavenging activity. However, there were incidents I observed directly; the scavenging incidents listed below were not individuals who are trying to make a business from recycling materials. There were no citations issued for the month of February. On March 8, 2012, at approximately 6:50a, I observed' an individual scavenging in the alley behind the 2900 black of Peppertree Lane. After several minutes of directly observing this individual place materials (cans, scrap metal, etc.), in his truck, proceeded to stop and cite the offender. There were six "16t Notices" that were previously issued in this area. They were all found in compliance so there was no need for any further action. October 11,2011: Faxed an informational flier to 65 schools in the City of Costa Mesa and Huntington Beach regarding the composting education program. It was designed to stimulate interest in the free composting workshops and bins that are available to schools. 4. October 24, 2011: Ordered 20,500 ins" to include in the Mesa Consolidated Water bill. This insert announced the Residential FOG Collection Event at Orange Coast College from November 21, 2011 - January 6,2012. The insert was mailed to residents in November and December. Additional flyers were on display at Huntington Beach and Costa Mesa City Halls. 5. November 2, 2011: Ordered 125 residential FOG funnels as a giveaway item to promote the Residential FOG Collection Event at Orange Coast College Recycling Center from November 21, 2011 - January 6, 2012. 6. November 16, 2011: Press release sent to local newspapers announcing the arrival of Ms. Gayle King, KTLA Morning News Anchor to Costa Mesa to cover the Residential FOG Collection Event. 7. November 18, 2011: Ordered a aft x 8ft banner, "Recycling Your Cooking Oil Here!"The purpose of the banner was to make residents aware of a new residential FOG collection program at the Orange Coast College Recycling Center. Also ordered was 20"x 24"picture of a sewer lateral pipe that is completely obstructed by FOG. The image will be displayed at community events to educate the public on the importance of proper FOG disposal. 8. November 21, 2011: Ms, Gayle Anderson, KTLA Channel 5 Morning News anchor did a live "Gayle on the Go!"broadcast from 7-10:00 a.m. to kick off the Residential FOG Collection Event at Orange Coast College Recycling Center. It was a very exciting day as CMSD General Manager, Mr. Scott Carroll, deep-fried a turkey and highlighted items made from recycled cooking oil. Mr, Mike Carey, Orange Coast College Sustainability Director, spoke about the significant impact of FOG in the waste stream and Mr. Mike Henry from Triple A Pumping and Jetting Service provided a demonstration of a pumping truck extracting FOG from two 50 gallon drums. The"Green Team" from Sonora Elementary School made a special appearance with approximately 25-30 kids holding up FOG posters, cheering and greeting the public as they arrived at the Recycling Center. 9. November 23, 2011: OC Register published a story about the Residential FOG Collection Event It discussed the success of the first week and encouraged participation from all Orange County residents, 11. December 1, 2011: Published two articles in the December edition of the Costa Mesa Sanitary District newsletter: one to promote the Residential FOG Collection Event and the other promotes the upcoming 2012 composting workshops. 13. December 1, 2011: OC Register published another story regarding the success of the Residential FOG Collection Program at OCC., 14. December 2, 2011: The Daily Pilot published a story regarding the importance of recycling residential FOG. 15. December 3, 2011: The L.A. Times published a bldg post in the LA Now local section highlighting the Residential FOG Program at OCC. 16. December 12, 2011: Dr. Francene Kaplan delivered a composting workshop to Coast High School in Huntington Beach. There were 11 people in attendance Project/Program Units of Measurement (please report on any delivered units of measurement, whether it is pounds diverted, containers purchased, outreach mailers, banners etc.): 1. During this period (October 1, 2011 through December 31, 2011), a total of 20 VermiPro Model 14 Vermi Composting Bins were purchased for distribution to residents and schools. 2. During this period (October 1, 2011 through Der-ember 31, 2011), a total of 125 FOG funnels were purchased to assist residents with proper disposal of residential FOG, 3. During this period (October 1, 2011 through December 31, 2011), a total of 59 composters, 59 kitchen collectors, and 10 venni bins were sold to Costa Mesa and Huntington Beach residents. 4, During this period (October 1, 2011 through December 31, 2011) a total of 2 composting bins and 2 vermi bins were delivered to schools or community gardens. 5. During this period (October 1, 2011 through December 31, 2011), the Residential FOG Collection Event at Orange Coast College collected 500 gallons of fats, oils, and grease. 6. Estimated diversion: The composting and vermi-composting program diverted approximately 47.12 tons from OC landfills this quarter. 7, Delivered 3 presentations exposing 70 students in Costa Mesa and Huntington Beach to composting and vermicomposting. 8. The KTLA News broadcast at Orange Coast College Recycling Center generated an enormous amount of interest from the public regarding residential FOG. The Recycling Center received over 30 phone calls and 15 emails inquiring about the program from people living throughout Southern California in Santa Barbara to San Clemente. 9. The "Recycle Your Cooking Oil Here!"banner hangs on the fence at the Orange Coast College Recycling Center. It is viewed by over 200 cars that utilize the Recycling Center each day and is clearly visible to all drivers who travel Eastbound on Adams Avenue. 10, Public outreach for newspaper publications: The target audience for the Orange County Register includes 141,000 readers per day. The Daily Pilot has an average of 83,000 readers per day. The LA Times reaches 572,998 subscribers for both daily and digital print per day. 11. The CMSD newsletter and the Mesa Consolidated Water insert advertising the Residential FOG program was delivered to 42,000 homes in Costa Mesa. 12. Performance Measurement asks: • I's progress being made toward desired goals? • Are appropriate activities being undertaken to promote achieving those goals? • Are there problem areas that need attention? • Successful efforts that can serve as a model for others? To answer these questions, I believe a performance measurement program must have meaningful outcomes. Measuring the number of households recycling or the number of composting bins sold is good information to know, but it does not give us results, The first thing that should be approved is the goals. I am assuming the goals will be developed during the creation of the District Zero Waste plan, but for discussion at today's meeting, below are some sample performance measurements that the Committee can consider when the Zero Waste Plan is being developed. 1. Reduce CMSD's landfill refuse tonnage to less than 17,000 tons by 2017. 2. Increase CMSD green waste tonnage listed in the Recycling Report by 5% 3. Partner with the City of Costa Mesa in achieving state mandate for annual per capita disposal rate 4. Divert: 100,000 pounds of junk mail from the landfill by December 2013. 5. Increase white goods collected from large item collection program in 2011 by 50%. 6. Increase door-to-door household hazardous waste collections for senior citizens and disabled residents by 25% from total collections in 2011. To qualify for an Environmental Excellence Award, any person or organization may submit an award nomination form. Nominations must meet at least two of the criteria below to be considered: 1. (Recycling Activity: Active effort demonstrated to implement recycling programs throughout the organization. 2. Diversion Percentage: Recycling diversion percentage through cubic yard or tonnage evaluation. (Validated through hauler service records.) 3. Waste Reduction Efforts: Demonstration of effort to buy recycled content and/or promote waste reduction in the organization. Every year, the Friends of the Costa Mesa Libraries collect over 80..000 books„ Instead of throwing the books in the trash where eventuall the discarded books will end up at the landfill the friend of the Library recycle the books back into the community by donating them to schools and +Gran e Coast College 4CC and they will sell a ortion of the books collected back to the community.
