At the beginning of the year, CMSD had 94 hot spot locations in which the goal is to reduce these locations to less than 40. Staff Recommendation That the Sewer System Committee recommends to the Board of Directors that they approve authorizing staff to proceed on repairing the hot spot locations identified in this report. Analysis High frequency cleaning locations or "hot spots", are locations that requires more than once a year cleaning to avoid potential SSOs. Staff, along with the assistance from EEC, identified 94 hot spot locations, which are typically segments of the line that have structural defects, grease, roots, and/or debris. As of June 3, 2011, staff was successful in eliminating 19 hot spot locations, which were put on an annual cleaning (once a year) frequency. Some of these locations were removed after staff performed repairs, used different maintenance equipment (e.g. warthog for cutting roots), had grease interceptors installed, etc. There are now 75 hot spot locations. In February 2011, staff performed a pilot program on Golf Course Drive to analyze other methods for abating root intrusion. The methods included top hat and short lining. After six months we viewed the top hats and short liners installed on Golf Course Drive and noticed no roots were intruding from the laterals into the District's mainline. The methods included regular maintenance (keeping the locations on the hot spot list), removing trees, top hat & short liners, CIPP and the traditional remove and replace. Attached is a spreadsheet of our analysis. Staff estimates we are spending over $10,000 a year to maintain the 18 hot spot locations. Over the next 50 years, staff estimates the District will be spending close to $1 million maintaining these 18 locations. Staff identified 13 locations can be resolved by removing trees, installing top hats and short liners and one location determined that CIPP is more cost effective. The total cost to perform these repairs is $80,625. The warranty for the top hat, short liner and CIPP is 50 years:, so staff believes it will be much more cost effective to perform these repairs rather than continual maintenance. After performing these repairs, the 13 locations will be removed from the hot spot list and scheduled for regular maintenance. The total number of locations will be reduced to 62, which is a 34% decrease from the original list when the goal was first established at the beginning of the year, Strategic Element & Goal This item supports achieving Strategic Element No. 1.0, Sewer Infrastructure, and Strategic Goal No. 1.3, Not Spot Abatement Program. Legal Review Not applicable Financial Review The cost to perform these repairs is estimated at $801,625. The cost may be reduced through normal bidding procedures because of the quantity number of top hats and short liners. There is approximately $280,000 in the Sewer Contingency Budget to perform these repairs. Public Notice Process Copies of this report are on file and will be included with the entire agenda packet for the September 13, 2011 Sewer System Committee regular meeting at District Headquarters and on the District's website. Alternative Actions 1 . Do not approve the repairs and direct staff to continue with the hot spot cleaning frequencies. Box 2968 Costa Mesa, CA 92628 NOTICE OF VIOLATION _ DISCHARGE OF SEWAGE TO SANTA ANA DELHI CHANNEL Gear Mr. Sparks: On June 18, 2011, a sanitary sewer overflow (SSO) from the privately operated system serving the Brookview condominium complex resulted in a discharge of an estimated! 25,000 — 50,000 gallons of sewage to the Santa Ana Delhi Channel. The Santa.Ana Delhi Channel confluences with Upper Newport Bay, and, therefore, is considered a water of the United States. Brookview Homeowners Association (BHOA) manager, Doris Dope, was notified by a resident late Friday afternoon (June 17, 2011) at approximately 4:00 PM of an overflow occurring from a landscape planter. The depth of the overflowing liquid (later identified as sewage) had exceeded' the holding capacity of the planter and was being discharged into the storm drain grated inlet at the base of the curb in the alley (see Exhibits A and BY In response to the notification, Ms. Hope requested Coast View Plumbing investigate and stop the overflow. Coast View Plumbing responded to the reported incident the following morning, Saturday, June 18, 2011 at approximately 9:00 A.M. Unfortunately, they were incapable of stopping the overflowing sewer manhole. According to staff with the Costa Mesa Sanitary District (CMSD), who were eventually requested to respond to the incident and stop the overflow, the SSO was caused by a buildup of roots and grease in the sewer pipe. All sewage discharged to the storm drain grated inlet flowed into the Santa Ana Delhi Channel (see Exhibit C) and was unrecoverable. CMSD staff assisted in whatever cleaning of affected surface areas that could be accomplished. Ms. Hope indicated that there had not been routine cleaning and inspection of the privately operated sewer system that serves the BHOA since the condominium complex had been constructed in the 1970'8. In accordance with CWC Section 13385, such a violation subjects the discharging responsible party to administrative civil liability in an amount not to exceed $10,000 per day for each day the violation occurs, plus not to exceed $10 per gallon multiplied by the number of gallons of process wastewater (i.e. sewage) discharged after the first 1,000 gallons. Considering the reason for blockage in the sewer system was preventable if there had been routine maintenance of the system, we request that BHOA immediately develop and implement a program;, of routine cleaning and inspection of your privately operated sanitary sewer system. Please notify the Regional Board, in writing, no later than September 23, 2011, of your action plan for implementation of the requested maintenance program. The issuance of this Notice of Violation does not preclude further enforcement action. Laboratory examinations showed elevated levels m calcium and magnesium m the effluent and high levels of calcium and magnesium in the solid material,Additional tests were performed on the solid material by R.J, Lee Group of Hayward Calif.,using X-ray diffraction(XRD)and scanning electron microscopy.The results of the Lee Group analysis were forwarded to Dr.Alain Manceau(LGIT, University of Gen*ble, France)for verification o results and interpretation sxno spectra mminerals. m better understand the condition of the consolidated deposits, wCP|arranged for the excavation and replacement of 15 linear feet of the affected pipe.mcp|'a examination m the excavated pipe,affected site conditions and adjacent manholes corroborated Jenkins'initial findings.Jenkins theorized that ingress of groundwater brought additional mineral content into the effluent.Subsequent findings also showed,through onoo`ectmoai analysis and hydrostatic testing,the formation of the material was the result of a plating or evaporative deposition process.The testing further proved that material consolidation could not have been the resu!t of water infiltration through the VCP itself. It was later determined that infiltration was occurring at manholes.All laboratory results and external interpretations were sent to Jenkins for final review and analysis. NCPI is currently working to further study the environmental conditions that contribute to calcium buildup. Update on Phase I Phase 1 of the Grade 5 repairs was awarded to Sancon Engineering, Inc. and will be under construction this week. The contract amount is $455,683 and in accordance with: Operations Code Section 4.04,060(e), the General Manager has authority to award extra work in the total amount of 10% of the contract value, in this case $45,568 (the construction contract is silent with respect to the change order level). Because Sancon's bid prices are so competitive, the District desires to perform additional Grade 5 repairs in the amount of 25% of the contract value ($113,921). In this regard, RBH, Inc. has reviewed 61 additional line segments and has prepared preliminary construction plans for 38 of the line segments, and said preliminary plans have been provided to Sancon to obtain a proposal. Approval of a change order for this work is planned for the September 2011 regular Board, meeting. Additionally, Sancon has submitted a proposal to fully line from manhole to manhole 21 segments instead of installing a partial liner or installing multiple short liners as specified in the contract documents. Sancon's proposal for this work is attached hereto and there is only an incremental cost increase to achieve manhole-to-manhole lining versus the shorter repairs. Engineering staff agrees with Sancon's stated reasoning that full-length lining adds stability to the joints and pipe and will prevent future problems from occurring in the unlined portions. An analysis of Sancon's proposal discloses Sancon is requesting a total of$53,236 to line an additional 4,913 feet of sewer, which equates to a per foot price of$10.84 per foot. This is a very low and very competitive cost (industry rate is closer to $30 per foot) and engineering staff recommends approval of this option. If you desire to move forward with this option, the aforementioned staff report for the 25% extra work can include a recommendation to the Board for this work. ROBIN B.
