SUBJECT: Wet Weather Issues and OCSD Assistance
Orange County Sanitation District (OCSD) needs to continue to minimize the potential for
"clearwater" from entering the sanitary sewer system during rain events. We have worked
with our member agencies in the past on this subject and want to thank you for your

Uncapped cleanouts are usually discovered by field inspection. Smoke testing can be used
by city or agency staff or contractors to identify these areas. Solutions include capping them
with water-tight, screw-type covers. Local education programs to residents are also helpful
and should be an element in your Sewer System Management Plan as indicated.
Information on Prohibitions and Regulations
OCSD Ordinance No. OCSD-39, Section 203, specifically prohibits the discharge of ground
water, surface runoff or subsurface drainage directly or indirectly into OCSD`s sewerage
facilities unless the discharger has obtained a Dry Weather Urban Runoff Permit or Special
Purpose Discharge Permit. Such practices also violate the statewide Waste Discharge
Requirements (WDR) Order 2006-0003-DWQ that applies to all cities and agencies enrolled
in the statewide WDR program.

Private Sanitary Sewer Overflow 1212111
Dear Beth:
Thank you for the conversation on 1215111 regarding the sanitary sewer overflow
(SSO) occurring on 1212111 at 690 Hamilton Street, Costa Mesa.
The sewer overflow occurred due to a blockage in the private sewer lateral serving the
apartment complex and resulted in a release of wastewater onto the lawn and into the
street where it flowed into a storm drain catch basin and towards the Pacific Ocean.
Sanitary Sewer Overflows (SSOs) are a violation of both the United States
Environmental Protection Agency's (EPA) Clean Water Act and the State of California
Waste Discharge Requirements Order No. 2006-0003, and the SSO subjects the
apartment owner to possible fines. Additiionally, sewer spills cause beach closures
that prevent water sports and swimming for both residents and vistors and negatively
impacts tourism.
In accordance with District Operations Code Section 6.02.060, the District may recover
the cost of emergency response in responding to a sewer spill. District forces
responded to the spill, arranged with CSR Drains (a local plumber) to clear your sewer
lateral, the District blocked the entrance to the storm drain, vacuumed up the
watewater, washed the street, vacuumed up the wash water, and protected the public
from the dangers of coming into contact with untreated wastewater. In that regard,
enclosed please find an invoice for $561.78 for the District's activities. Please pay this
invoice immediately, and you are also responsible for paying the CSR Drains invoice
for their services.
In accordance with District Operations Code Section 6.03.020(d), because this
property sustained a sewer spill, you are required to perform a television inspection
(CCTV) of the interior to the sewer lateral and repair any deficiencies. A copy of the
initial video must be furnsihed to the District for review.

Fortunately, the District has a Residential Sewer Lateral Financial Assistance Program
that will fund 50% of the root removal and other related costs up to the District paying
$1,800. Please read the enclosed program materials, submit your application, and
have the roots removed or other problem rectified by January 25, 2012.

With respect to maintenance of the private sewer to prevent future occurrences, it is
recommended your sewer lateral be cleaned at least once per year and that a camera
inspection of the pipeline interior be performed to identify root intrusions, grease
buildup, sags, and other locations requiring frequent cleaning.
Please pay strict attention to the recommended maintenance measures suggested
above as repeat violators are looked upon harshly by the above mentioned regulartory
agencies. Please also remember the Costa Mesa Sanitary District is a resource of
sewer system professionals willing to assist you in your sewer system management.
The District also has an array of education/outreach materials, copies of which are
free, and which may assist in maintaining free flowing sewers in the complex.

RESIDENTIAL SEWER LATERAL AND CLEAN OUT
FINANCIAL ASSISTANCE PROGRAM
Purpose: To assist and encourage residents to regularly clean and maintain their
sewer lateral. Homeowners are responsible for the entire sewer lateral from
the building to the point of connection (including the connection) with the
District main line.
Why: To prevent sewer backups and spills. Sewer spills cause very expensive
damage to the interior of a house and the environment, particularly the
beaches.
What causes sewer spills: Laterals that are not regularly maintained become
inoperable because tree roots enter the line and block
the flow or misalign the pipe joints. Without regular
maintenance, the damage becomes severe and
excavation of the lateral is necessary. Regular
maintenance will also remove other blockages including
debris, rocks and grease.
Contribution by the CMSD: The CMSD will contribute 50% of the resident's costs up
to a maximum of $1,800 total per residential parcel as
follows:
• Up to 50% of televising the lateral interior
• Up to 50% of cleaning the lateral
• Up to 50% of the cost of installing a clean out
• Up to 50% of lateral reconstruction costs
Effective Date of Program: Residents of the District performing work after
July 15, 2007 are eligible for the program. The program
is only available for residential property, not for
commercial or industrial property.

once every five years. The District Manager has
discretion over all decisions. Residents must cooperate
by adhering to the Program Requirements shown on the

2. Video of the sewer lateral interior MUST have the date shown on the screen and
a footage counter. The video must include the entire lateral line (house to main
in the middle of the street). The camera must be moved through the line at a
uniform rate but in no case at a speed greater than 30 feet per minute. The
camera should be stopped for a minimum of 5 seconds at broken sections, root
intrusion, misaligned joints or other defects. The District reserves the right to
request a re-video of any video not sufficiently clear enough to determine need
for lateral repair.
3. Cleanouts shall be installed just inside the private property line at the right-of-
way, unless another location is approved by the District.
4. Inspection of the work by the District is required. Call (949) 645-8400 at least
two (2) hours in advance to schedule inspections. Work must be completed
within six months.
5. If it is determined from television inspection that the homeowner's lateral line is
defective, it is recommended the owner solicit bids from at least three licensed
plumbing contractors to ensure a fair competitive bid (C-42 or A for work in public
right of way or C-36 for work on private property).
6. District Staff will review lateral inspection tapes within five (5) working days of
receipt. Videos will be held at the District office for fifteen (15) days after
reimbursement for pick up by property owner, Tapes not claimed will be
destroyed.
As the owner of the above listed property, I agree to indemnify, defend and hold the
Costa Mesa Sanitary District and its officers employees and agents harmless from
any and all claims or liability arising out of the, work performed and actions taken in

State Water F<eonuroeo Control Board (State Water Board) staff prepared draft revisions to the

March 24. 2011. The public comment period ended on May 13. 2011. A total uf176comment
letters were received containing approximately 2,500 comments on the proposed revisions to
the SSSVVDRo.

PART 1 DESCRIPTION
This Sewer Collection System Pre-inspection Questionnaire (Questionnaire)includes mandatory questions specific to the requirements in
the Sanitary Sewer System Waste Discharge Requirements Water Quality Order No.2006-0003-DWQ(hereafter SSSWDR),and its
accompanying Amended Monitoring Plan Order No.2008-0002-EXEC(hereafter Amended MRP).
All of the questions in this Questionnaire must be answered by the Enrollee(one Questionnaire for each collection system only)to
demonstrate how the agency is complying with the SSSWDR and the Amended MRP. All responses provided in the Questionnaire along
with the documentation required to be submitted by each Enrollee (see Part 4,Section 1)will be used by the Water Boards to prioritize
inspection and enforcement activities statewide for the SSSWDR.

OCSD Position on Disposal of Food Waste
The Orange County Sanitation District agrees that food waste should be diverted from landfills for
beneficial reuse purposes, however, the agency strongly opposes any proposal that uses a food
grinder or pulper as a means to direct this wastestream to the sewer collection system. As of 2005,
our agency has been under a state order to have a sewer system maintenance plan that includes as
one of the plan's elements, a Fats, Oils, and Grease (FOG) control program. One of the most basic
elements of most FOG control programs is the requirement to not put FOG, in any form, down the
drain. My agency along with many others, have waged a 7-year long campaign to educate the Food
Service Establishments to not put FOG or solid food waste down the drain. Our Wastewater
Discharge Regulations for Food Service Establishments actually prohibits the installation of food
grinders in new facilities, and requires the removal of grinders in existing establishments. The
reasoning behind this regulation is that fats, oils, and grease stick to food. if you are putting solid food
waste into a food grinder, you're putting FOG down the drain as well. Your proposal which suggests
that food waste should be discharged to the sewer system is contrary to the most basic premise of
the majority of FOG control programs across the country.
While one can argue that food waste may supplement methane production in the anaerobic digestion
process used by POTWs to treat residential sanitary wastestreams, there are many problems
associated with handling additional loading through the collection system. Solids loading from a food
grinder can quite easily contribute to flow restrictions or blockages that could lead to a sewer system
overflow. Since sewer system overflows are such a critical public health matter they are naturally one
of our agency's main environmental concerns. The State of California now requires all sewer
agencies to report every sewer overflow that occurs in their system. Due to these concerns, the
Orange County Sanitation District requests that you modify the Green Plumbing and Mechanical
Code Supplement to better reflect the concerns of the 1500 POTWs across the United States which
would have to deal with the consequences.
The Orange County Sanitation District suggests the modification of 55-PCl Article 307.1 as follows:

Subject: Permanent By-Pass Pumps vs. Permanent Generators
Summary
For several months, staff has been analyzing the feasibility of installing permanent by-
pass pumps or generators at District critical pump stations, which are located at Elden,
23rd Street, Irvine Avenue, and Mendoza. The purpose of installing permanent
equipment at these stations is to ensure minimal downtime and avoid SSOs in the
event of a power outage.
Staff Recommendation
That the Sewer System Committee gives staff direction on the type of permanent
equipment to install at critical pump stations and then recommends the Board of
Directors approves the same.
Analysis
In light of recent events that included the massive power outage in San Diego County
and the extraordinary wind storm in San Gabriel Valley, the District is vulnerable to
experiencing more than one pumping station losing power simultaneously. In fact, this
occurred on December 15t when Iowa, California and Gisler all lost power at the same
moment due to the wind storm. Fortunately, the power was restored within forty-five
minutes, but it was a lesson learned on how vulnerable we are to power outages.
The District recently completed a feasibility study to identify space configuration and
local agency regulations and requirements for installing permanent emergency
generators at several critical pump stations. The consultant that conducted the study,
Pacific Data Electric (PDE), contacted representatives from the Cities of Costa Mesa
and Newport Beach as well as from the County of Orange, Southern California Edison
and South Coast Air Quality Management District to determine their requirements for
installing such equipment.

The good news is that all the agencies understand the purpose of our project and are
willing to cooperate and assist us in achieving our objective. The cities prefer the
generators to be installed in an underground vault, but they understand the generators
will be used only for emergency purposes and testing periods. They also have
concerns with aesthetics and how the generators will look in public view. I do not
recommend constructing an underground vault because they are extremely expensive,
time consuming to construct and they are very disruptive to the public, especially when
you consider the close proximity our pump stations are located to homes.
The consultant was able to determine in their study that there is ample room to install
permanent above ground generators at Elden, 23rd, Mendoza and Irvine pump
stations. A drop over aluminum sound attenuated enclosure would most like be
required by the cities to mitigate noise from the generators. Some minor landscaping
nearby may be required by the cities as well.
During the generator study, staff learned of another solution to keeping our pump
stations operational during power outages. Installing permanent by-pass pumps will
not only provide the alternative power source, but it will also provide the necessary
operations of pumping the sewage upward through our pressurized pipe system. The
benefit to permanent by-pass pumps is that the station will still be in operational if the
electrical panels malfunction, in which case, the permanent generators will be useless
and inoperable. Another benefit to the permanent by-pass pumps is that it will allow
staff to easily perform maintenance and repair work of the wet well because there will
be no temporary hoses in the wet well nor will staff have to transport and connect the
portable by-pass pump. A block wall enclosure will need to be constructed to mitigate
noise from the by-pass pumps when operating and it will improve the aesthetics. The
maintenance staff does prefer installing the permanent by-pass pumps over the
permanent generators.
The cost comparison between the by-pass pumps and generators is significant (over
$100,000) as shown below. Costs below are for installing permanent by-pass
equipment at Elden, 23rd, Mendoza and Victoria Pump Stations. It was determined
that there is not adequate room to install a permanent by-pass pump at Irvine, so
Victoria was picked instead. The costs below for the permanent generators are for
Elden, 23rd, Mendoza and Canyon.

$707,775, which is $133,689 more than four permanent generators ($574,086). Staff
will seek proposals from other vendors for by-pass pumps and generators, so the
original costs may be lower.
This money is not budgeted in the FY2011-12 Budget, so money would have to be
appropriated from the District's Asset Management Fund or budgeted appropriately in
the FY2012-13 Budget.

SCOPE OF WORK
The following is our pricing to perform the design and installation of emergency
generators at the following locations: Elden, Mendoza, 23rd and Canyon.
Demolition
1. Provide labor and equipment to for the removal and disposal of existing
concrete/ or dirt at the existing location for installation.
New Generator Pad
1. Provide the labor, materials and equipment necessary to install generator pads:
included within this scope would be all excavation, rebar, concrete, wall
enclosure material, footings, trenching and bollards.
Electrical and Low Voltage
1. Furnish and install generators w/( sound attenuated enclosure, if required, see
adder), installation to include all power circuits, conduit and wiring, and transfer
switches.
2. Intercept existing utility feed and extend to transfer switch.
3. Furnish and install new ground rods for generator within the new enclosure, if
applicable.
4. Provide Crane for installation of new generator.
5. Provide plan check electrical and structural engineered drawings.

Proposal for Design Phase Services
Dear Scott:
Enclosed please find a proposal to complete the design phase for the above project, which consists
of installing Godwin backup pumping equipment at four sewer pumping stations; Elden, 23`x,
Mendoza, and Victoria pumping stations.
The proposal includes determining the location of the Godwin equipment, designing the suction and
discharge piping, tying in the new piping to the existing piping, adding another valve vault if
necessary, adding the appropriate valves, performing a hydraulic check of the equipment specified
by Godwin, and arranging for electrical engineering services. The scope of work also includes
placing the project out to bid, attending bid opening, and preparing a staff report to the Board
recommending award of the construction contract.
This undersigned is very familiar with the four pumping stations included in the project and
prepared the design drawings for three of the stations as they exist today.
