• 1.0 INTRODUCTION
The focus of this proposal is to present a cost-effective solution for the completion of the
Telemetry SCADA System Maintenance Project. The proposal is based on NDI's conversation
with Tom Fauth of the Costa Mesa Sanitary District. In order to maintain optimum system
performance, various maintenance type tests and adjustments should be performed on each
telemetry unit on a periodic basis. This is necessary because the operating environment changes
slowly over time for the following type reasons:
1) Thermal cycles may loosen electrical joints
2) Water corrosion may occur at antenna and grounding joints
3) New building construction may alter the radio frequency (RF) path, which may be heavily
dependant on frequency scattering and fringing effects.
4) Vegetation growth may alter the RF absorption neat the antenna
5) Antennas may become mis-adjusted due to wind, other maintenance activities
6) Partial lightning strikes may degrade the radio s transmitter/receiver section. Nearby
lightning strikes may also elevate the local ground potential by several hundred volts,
damaging power supply components.
With the above goals and objectives in mind, the basic components of the this project will be the
following tests, checks would be performed at each telemetry site, the Corporate Yard Site and
• the City;Hall Site. Data would be recorded and a final report generated.
1 Physical checks:
a. Check all radio connectors and mounting
b. Check all antenna feed line joints
c. Check polyphaser(antenna lightning protector)
2. Electrical checks
a. Check 12v power supply charging voltage and voltage while radio is transmitting
b. Perform a loop back test on the antenna feed line
c. Check and record forward and reverse RF power readings
d. Test ground impedance
3 Radio Frequency checks
a. Test and record the RF received signal strength from each FlU at each pump
station
b. Test and record the RF received signal strength from each pump station at the City
repeater.
c. Test and record the RF received signal strength from the City repeater at each FIU
location.
• d. Adjust the internal squelch level of each radio

• 2.0 PRICING
1 Three days to perform all of the tests above for 22 pump station sites and two FIU
sites. Testing would require one NDI egineer, one NDI technician and one district
employee as an escort.
• 24 Hours @ $95/hr = $2,280
• 24 Hours @ $68/hr= $1,632
2. Six (6) hours office-engineering for data analysis and report genertation
• 6 Hours @$95/hr= $ 570
Total for above work = $4,482
