RECOMMENDED ACTION(S):
1 Find that the subject request is not a project under the provisions of CEQA pursuant to Section
15378(b)(5)of the CEQA Guidelines.
2. Approve License Agreement D11-010 with the Costa Mesa Sanitary District (CMSD) granting access
to and use of the OC Landbase Mapping System effective upon Board approval for a five year period
unless extended by mutual agreement with an annual maintenance fee in the amount of$2,658, which
represents a reduced fee from $0.30 to $0.11 per parcel.
3 Authorize the Chair of the Board to execute License Agreement D11-010.
SUMMARY
Approval of License Agreement D07 131 with the Costa Mesa Sanitary District (CMSD) will provide for
access and use of critical infrastructure data needed to identify and respond to sanitation issues that may
threaten public health and safety

BACKGROUND INFORMATION
On December 4 2007 your Board approved execution of the purchase Agreement for the Landbase
Mapping System from the Southern California Gas Company(SCG) for a one-time payment of$300,000.
SCG relinquished ownership and royalty rights, fees collected by the County for licensing the Landbase
are used to offset a portion of the cost of ongoing maintenance. The Landbase continues to be
administered in accordance with the terms, conditions, and fee schedules contained in Resolution Number
03-293 approved by your Board on September 9 2003 prior to the purchase from SCG.
The Costa Mesa Sanitation District has requested pricing at a an annual rate of$0 11 per parcel for 22,689
parcels, which is less than the fee schedule price amount of $0.30 per parcel for less than 100,000
parcels. Staff recommends approval of the License Agreement and the reduced fee per parcel as the
District needs this critical infrastructure data to address sanitation issues and respond to emergencies that
could threaten the health and safety of Orange County residents.
Approval of this fee reduction for CMSD may result in additional requests for reduced fees from other
governmental agencies and special districts which, if approved, may increase the County's share of the
$712,071 annual cost to administer, support, and maintain the Landbase.
