CITY/DISTRICTS LIAISON COMMITTEE MEETING MINUTES

1. Emergency Operations Center (EOC)
Mr. Roeder reviewed the City's EOC and presented a typical tabletop exercise for the Liaison
Committee members to complete in order for the members to better understand the type of situations
encountered in an emergency.
2. Westside Revitalization Oversight Committee
Mr. Roeder updated the committee on the progress of the plans for revitalizing the west side of
Costa Mesa. Mr. Roeder requested MCWD and CMSD voice support for the revitalization since both
agencies have headquarters on the west side of Costa Mesa. Mr. Roeder will provide MCWD and the
CMSD with maps showing the proposed land uses for each agency to comment on the effect on their
respective systems.
3. Update on Coordination of Agency Projects
Ms. Leach gave an overview of the proposed CCM/MCWD agreement that details how the staffs
of each agency will work together to minimize inconveniences to construction operations and the public
during Water District projects.

4. CCM, MCWD and CMSD Working Together in 2005
Mr. Hamers requested Mr. Roeder consider that the current City approval process of plans and
the issuance of building permits precludes approval by the Water District and the Sanitary District. Mr.
Roeder will attempt to reinstitute the CMSD into the approval process and will also attempt to add in the
MCWD.
5. Update on Fully Automated Trash Collection
Mr. Hamers and Mr. Fauth gave an update on the conversion to fully automated trash
collection service including how street sweeping by the City is being coordinated. The District
will consider special circumstances such as the incidence of limited parking or on-street bicycle
paths.
6. Tour of CMSD Building
Mr. Fauth gave a tour of the new District headquarters at 628 W. 19th Street, Costa
Mesa.
