Board of Directors Special Meeting held January 22, 2005
The Board of Directors of the Costa Mesa Sanitary District attended a duly noticed
Special Meeting on January 22, 2005 at 8:00 a.m., at District Headquarters, 628 W.
19th Street, Costa Mesa.
Directors Present: James Ferryman, Greg Woodside, Art Perry, Arlene Schafer,
Dan Worthington
Staff Present: Robin Hamers, Manager/District Engineer; Tom Fauth,
Assistant Manager; Joan Revak, Board Secretary/Program
Manager; Wendy Davis, Treasurer
Others Present: Robert Rauch, Martin Rauch

The Special Meeting on Strategic Planning was an extension of the sessions held in
previous years with facilitators, Messrs. Robert Rauch and Martin Rauch, assisting
Directors and Staff in addressing key issues confronting the District.
Issues identified were:
1. Need for new long-term financial plan
2. Building exterior and grounds improvements
3. Completion of building interior improvements
4. Manpower demands of grease control program required by Water Quality
Control Board
5. Hours of operation of new building, closing every other Friday provides
better coverage and employee safety
6. Use of new Board room by local non-profit organizations
7. Sponsoring tours and field trips for residents and other officials
8. Education and outreach programs
9. Employee incentive program
10. Human resource management
11. Promoting waterless urinals
12. Update Board on CMSD policies
13. Attendance at conferences by District staff
14. Mileage reimbursement for Directors
15. Forthcoming Administrative Regulations; including basis for new hires,
etc.

The Board directed staff to bring back Year 2005 Strategic Planning action items
reflecting the specific goals and actions set forth in the Strategic Planning meeting.
There were no public comments.
The Special Meeting adjourned at 2:05 p.m.
