1 RESOLUTION NO. 72-251
2 A RESOLUTION OF THE BOARD OF DIRECTORS OF
THE COSTA MESA SANITARY DISTRICT, ADOPTING
3 STANDARDS ENTITLED COSTA MESA SANITARY
DISTRICT STANDARD PLAN 1, 2, 3, 4 AND 5,
4 AND PROVIDING FOR THE FILING THEREOF.
5 THE BOARD OF DIRECTORS OF THE COSTA MESA SANITARY
6 DISTRICT DOES HEREBY RESOLVE AS FOLLOWS:
7 THAT, WHEREAS, on or about the 3rd day of February,
8 1971 the Board adopted Ordinance No. 8, providing for the
9 maintenance of certain facilities and establishing the responsi-
10 bility therefor; and
11 WHEREAS, pursuant thereto the Board finds and declares
12 that it is necessary to adopt standards for the maintenance of
13 sewer laterals, as provided for in Ordinance No. 8; and
14 WHEREAS, attached hereto marked Exhibit "A" and by this
15 specific reference made a part hereof, is a document consisting
16 of five (5) sheets entitled, Costa Mesa Sanitary District Standard
17 Plan 1, 2, 3, 4 and 5.
18 NOW, THEREFORE BE IT RESOLVED, that the aforementioned
19 Standard Plan 1, 2, 3, 4 and 5 are hereby adopted by the Board of
20 Directors of the Costa Mesa Sanitary District, and are made
21 effective from the date of this Resolution until hereafter
22 amended, repealed or otherwise dealt with.
23 BE IT FURTHER RESOLVED, that said Standard Plan shall
24 be known as Costa Mesa Sanitary District Standard Plan 1, 2, 3, 4
25 and 5 consisting of five (5) sheets.
26 BE IT FURTHER RESOLVED, that said standards shall be
27 kept on file in the office of the Manager of the Costa Mesa
28 Sanitary District at 77 Fair Drive, Costa Mesa, California, to be
29 made available to any person or entity requesting access thereto.
30 BE IT FINALLY RESOLVED, that a copy of this Resolution

Costa Mesa, with the request from this Board that said standards
2 be brought to the attention of any person or entity making
3 application for a building permit involving sanitary facilities.
4 PASSED AND ADOPTED by the Board of Directors of the
5 Costa Mesa Sanitary District, at a regular meeting held on the
6 3rd day of May , 1972.

VITRIFIED CLAY PIPE: Vitrified clay pipe shall be of the type known as extra strength clay pipe
manufactured in accordance with -A0S.T.M. Designation C200-64T or the latest
revisions thereof or amendment thereto.
PiPE JOINTS: It is the intent of these specifications to permit the contractor at his
option, to use one of several jointing compounds or methods. The following,
among others, will be approved.
I. Hot Poured Joint Compounds -
a. Clay pipe joint compound "CP-2" as manufactured by Koppers Co. together with
their "Bitumastic 50" primer.
b. Clay pipe joint compound "JC-6O" as manufactured by Atlas Mineral Products Co.
together with their "Atlas No. 60" primer.
c. Any hot poured jointing material which in the opinion of the District
Engineer is equal to or better than the two above mentioned products.
d. Pouring of joints shall conform to the recommendations of the manufacturer
of the compound used for jointing.
2. Mechanical Compression Joints -
a. The contractor may at his option use an approved type of interlocking,
resilient, mechanical compression joint, made in the factory for bell and
spigot pipe.
b. Joints shall be factory made to provide cast polyurethane elastanen bell and
spigot with the joint seal being formed by the compression of the bead
portion of the bell with the spigot casting when the joint is assembled.
The joint shall conform in all respects to AOS.T.M. Designation 0-425 Type I.
An approved lubricant shall be used in assembling the pipe and no further
sealing element will be required. Mechanical compression joints shall be
"Wedge-Lock" as manufactured by Pacific Clay Products, or "Speed-Seal
Mainline" as manufactured by Gladding, McKean & Co., or approved equal.
c. In no case will jointing material using neat portland cement, mortar, or
grout be permitted.
