MINUTES OF THE REGULAR MEETING
BOARD OF DIRECTORS OF THE COSTA MESA SANITARY DISTRICT
- HELD AT 695 tii 19TH STREET
June 5, 1958
Roll Call Present: Directors Nelson, Norman, Meyers,
Absent: Directors Porter, Hollister.
Officials Present: City Manager Unger, Finance Director
Hartzler, Engineer Southworth, Street Foreman Heller.
The meeting was called to order at 7:30 P.M. by President Meyers.
Minutes Upon motion by Director Nelson, seconded by Director Norman,
and unanimously carried the minutes of the May 1 meeting were
approved as written and mailed.
Oral Communi- Mr. August Schwecheimer was present -with the complaint that
cations he had been charged and penalized for two sewer connections
and received neither notification of the payment nor of the
hearings. He stated that the notices had been sent to 2038
Placentia instead of 14allace where he resides. He also stated
that he got no benefit from the connection at the rear of
his property. He was advised by the board that it has no
obligation in this matter. Notices are mailed to everyone
in the district, and it is not the responsibility of the
board to see that these notices reach each person. It was
pcinted out that the addresses come from the county tax office.
Mr. Hollister entered the meeting at this point.
Director Nelson stated that notification in papers is termed
sufficient notification, and in the eyes of the law he has
been notified. Failure to receive notices does not change
liability.
The Board found that adequate and due notice was given in
view of the fact that official notification has been made
through legal notification by, newspaper and by posting. Ac-
cording to law this constitutes official notification.
Therefore, it was moved by Director Nelson, seconded by
Director Hollister and unanimously carried to deny Mr.
Schwecheimer's request.
:louse Count A comniu.nication was read from Kenneth Price'requesting an
addition of 57 units to the house count. It was moved by
Director Hollister, seconded by Director Norman, and un-
animously carried that 57 units be added to the house count
making a total of 9,465 units as of June 1, 1958.
Financial Report Upon motion of Director Norman, seconded by Director Nelson,
and unanimously carried the Financial report for lvlay was ordered,
accepted and filed.

WR#29 Upon motion of Director Norman, seconded by 'Director
Hollister, Warrant Resolution #29 for payment of `x11,623126.00
from the Running Expense Fund was ordered paid by the following
roll call vote:
AYES: Directors Nelson, Norman, Hollister, Meyers,
NOES: Directors -Alone
ABSENT: Director Porter
Court House Bldg. The question of encroachment over an easement by the Orange
Encroachment over County Court House Building was presented. Engineer
Easement. Southworth stated that the matter had been taken care of.
?horse Ave. - The Engineer presented an estimate of cost for Norse Avenue
Sewers sewers. After considerable study and discussion it was moved
by Director Nelson that the district proceed with construction
of the sewer line on Norse Avenue and that the necessary
easement be obtained and that a hook -up charge be made to
each parcel sufficient to represent one -half of the cost of
the line and that this information be rra de a matter of record.
The motion was seconded by Director Norman and unanimously
carried.
The District ?Manager stated that the new liaison officer
should take over the responsibility of contacting these people.
1958 -1959 Budget At this time the 1958 -1959 Budget was presented by the District
} Alanager along with the 1957 -1958 Budget for comparison. After
lengthy discussion it was moved by Director Hollister and
seconded by Director Norman to adopt the City's Contract
Budget for 1958 -1959 as written.
The motion was carried by the following Roll Call Vote:
AYES: Directors Nelson, Norman, Hollister, Meyers.
NOES: Directors -None.
ABSENT: Director Porter.
Adjournment It was moved by Director Norman, seconded by Director Hollister
and unanimously carried to adjourn at 9 :30 P.M.
