A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
COSTA MESA SANITARY DISTRICT ESTABLISHING
CHARGES AND FEES AND CITING AUTHORITY
THEREFOR.
THE BOARD OF DIRECTORS OF THE COSTA MESA SANITARY DISTRICT DOES
HEREBY RESOLVE AS FOLLOWS:
THAT, WHEREAS, Ordinance No. 20 was adopted on the 9th day of March, 1989,
establishing inspection and administrative fees, annexation fees, and other miscellaneous fees and
charges; and
WHEREAS,
said
Ordinance provides in Article 8 that all
fees established by said
Ordinance may be
from
time to time modified by resolution duly
adopted by the Board of
Directors of the DISTRICT; and
WHEREAS, after careful analysis of the fees being charged and the impact upon
DISTRICT funds and reserves, it is found necessary to establish a new fee schedule;
NOW, THEREFORE, BE IT RESOLVED that the following fee schedule be adopted:
Article 6. Section (a) and (b)
Fees are:
Case I - Existing 6" V.C.P. sewer lateral or construction of a new 6" V.C.P. sewer
lateral.
Plan Check 4 hrs. @ $59.00/hr. = $236.00
Inspection 2 hrs. @ $42.00/hr. = 84.00

Case II - Construction of new manhole and 8" V.C.P. sewer main to property line (in
lieu of sewer lateral). _

BE IT FURTHER RESOLVED that in addition to the fees provided for herein, DISTRICT
will assess and collect such other fees relating to sanitary sewer as shall be legally required by
other governmental agencies.

BE IT FURTHER RESOLVED that this Resolution shall be effective July 15, 1994, and
shall supersede all prior resolutions establishing fees and charges authorized by Ordinance 20.
BE IT FINALLY RESOLVED that a copy of this Resolution be kept on file in the
DISTRICT office and that a copy of the Resolution be provided to any of the City or DISTRICT
staff having a responsibility for the collection of fees.
PASSED AND ADOPTED by the Board of Directors of the COSTA MESA SANITARY
DISTRICT at a regular meeting held on the 14th day of July, 1994.

At your request at the last agenda meeting, updates to two items on the current
fee schedule have been prepared. An analysis of the processing procedures
involved have indicated that inspection and engineering charges are no longer
justified for the permit fee which is currently being charged at $191. We recom-
mend that this fee be reduced to $55. We also recommend that the current
annexation fee of $1585 remain the same.
The attached worksheet reflects the present salaries, hourly rates, fringe benefit
percentage, overhead percentage and time spent in the calculation of these
fees. Based on your direction we can prepare the appropriate staff report and
resolution for approval at the District's July 1994 board meeting.
