MINUTES OF RECYCLING COMMITTEE MEETING
SEPTEMBER 3, 2003
The Costa Mesa Sanitary District Recycling Committee met at 9:00 a.m. in
conference room 1 A at the Civic Center, 77 Fair Drive, Costa Mesa.

Staff Present: Rob Hamers, Tom Fauth, Joan Revak, Bobby Young
Director Worthington called the meeting to order at 9:00 a. m.
• STRATEGIC PLANNING 2003 — PUBLIC OUTREACH — CLASSROOM
RECYCLING PROJECTS
Director Worthington reported he is awaiting a determination on classroom
presentations from the Newport-Mesa Unified School District ( NMUSD). It is
anticipated the program will begin in September and presentations will be made
to NMUSD 6t" grade classrooms. Staff is formulating a flyer promoting the
school program.
COSTAMAZING — DISTRICT PARTICIPATION
Director Worthington is in the process of obtaining further information on the
age of the Pepper Trees at Sepulveda Park to be used for the peppercorn
memorabilia for the CostaMazing event on February 7, 2004.
LARGE ITEM COLLECTION PROGRAM - 2003
Ms. Revak presented the final report for the 2003 Large Item Collection. Costa
• Mesa Disposal reported a total of 509.71 tons of large items collected and taken
to the landfill at a cost of $11,205.00. The District received a credit for 307.62

tons of white goods recycled in the amount of $4,462.81 resulting in a net
program cost of $6,742.19. Ms. Revak presented a historical perspective on the
tonnage and cost factors for the past 6 years that indicated white goods
collection up by 214% over last year with the landfill tonnage is about the same.
The program continues to be very successful, generating many appreciative
phone calls from the community.
MINI TELEPHONE BOOK RECYCLING PROGRAM - 2003
Mr. Revak informed the Committee that the Mini - Telephone Book Recycling
Program is continuing and will run through September 19, 2003. Collection bins
are located in front of City Hall and at the Orange Coast College Recycling
Center. To date, 900 books have been collected in the bins. Last year's mini -
program yielded 2,825 books (5.65 tons).
BIODIESEL FUEL FOR TRASH HAULING TRUCKS
Mr. Fauth provided information on a quote from another supplier of Biodiesel
fuel, and presented an article on Biodiesel costs across the United States.

Mr. Hamers presented the ordinance enforcement summary report for the
four -week period beginning July 28, 2003 and ending August 24, 2003.
Mr. Shef's summary report contained the following information:
• No major scavengers noted during daylight hours
• Considerable number of homes put out hazardous materials for
collection during the Large Item Pickup including computer monitors
and TV's indicating residents are not reading the instructions on the
door hangers.

Director Worthington reported the project is temporarily on hold waiting for
the school district to make a determination on future classroom
presentation and distribution of worm containers.
COSTAMAZING — DISTRICT PARTICIPATION
Director Worthington presented a mockup of the peppercorn packet to be
distributed at the District's booth at the Fairview Park on February 7 th

Ms. Revak presented the final report of the Large Item Collection for 2003.
There were 509.71 tons collected and landfilled at a cost of $11,205.00.

BIODIESEL FUEL FOR TRASH HAULING TRUCKS
Director Worthington discussed a newspaper article, previously faxed to
Board members, showing the future choices to be offered at gas station
pumps. One of the choices depicted was biodiesel.
Mr. Fauth reported distributors of biodiesel only distribute preblended fuel
to ensure the accurate mix is used.
The District will continue discussions on the use of Biodiesel fuel in order
to improve air quality.

GENERAL UPDATE
Mr. Burns reported the Legal Committee received prompting from the
WDR Committee to complete work on the model ordinance. Mr. Burns
expects the model ordinance to be available within the next 30 days.
CMSD 2003 -2004 CAPITAL IMPROVEMENT PROGRAM — REVIEW BY
INDEPENDENT ENGINEER
Mr. Hamers presented the Capital Improvement Program Review
prepared by Bruce D. Mattern, PE, TE, Independent Reviewer.
Director Ferryman motioned to approve the report and payment of invoice
of $780.00. Director Perry seconded. Motion carried 4 -0.

CALTRUST — POSSIBLE LAIF ALTERNATIVE
Mr. Puckett provided a report on CaITRUST, a possible LAIF alternative.
Mr. Puckett determined that due to the number of legal questions and
uncertainties surrounding participation in a joint powers authority for
investment purposes, he did not recommend that the District participate at
this time.
Director Ferryman motioned to accept the report. Director Perry seconded.
Motion carried 4 -0.
SDRMA RENEWAL OPTIONS
Mr. Puckett reported he contacted Jim Townes, Executive Director of SDRMA
to determine if any alternatives existed to potentially lower the cost of
insurance to the District. Mr. Puckett provided information on three possible
options. The Board considered the options and made no changes to he
• policy previously selected.

President Schafer attended the August 28th meeting and discussed
the Vision of Orange County — what it will be like in 2020.
LOCAL AGENCY FORMATION COMMISSION ( LAFCO)
President Schafer will attend the September 10, 2003, LAFCO meeting
and will provide a report to the Board.
CALIFORNIA SPECIAL DISTRICTS ASSOCIATION (CSDA)
President Schafer will attend the CSDA Annual Conference at Squaw
Creek, North Shore Lake Tahoe Resort September 16 to September
18.
OLD BUSINESS
MEETING TIME FOR OCTOBER REGULAR BOARD OF DIRECTORS MEETING
The October meeting will be changed to Wednesday, October 8, 2003
at 6:00 p.m.
NEW BUSINESS
Director Ferryman reported the Orange County Sanitation District is
looking at a GIS system and suggested the District consider a similar
system. A discussion was held regarding sharing of data to reduce
costs. The GIS System will be discussed at a future Special Meeting.

Director Worthington suggested Board members take a trip to Los
Angeles to investigate the public restroom facilities there.
Mr. Fauth reported the Used Tire Roundup is scheduled for the 11th of
October.
President Schafer will be accepting the CSDA Award at the Conference
on behalf of the District on September 17, 2003.

MINUTES OF BOARD OF DIRECTORS SPECIAL MEETING
SEPTEMBER 29, 2003
The Board of Directors of the Costa Mesa Sanitary District attended a duly noticed
Special Meeting on September 29, 2003 at 6:00 p.m., in Conference Room 1A at the
Civic Center, 77 Fair Drive, Costa Mesa.
Directors Present: Arlene Schafer, Greg Woodside, Arthur Perry, James Ferryman
Directors Absent: Dan Worthington
Staff Present: Robin B. Hamers, Manager /District Engineer; Thomas A. Fauth,
Assistant Manager; Joan Revak, Clerk of the District; Alan
Burns, Legal Counsel; Marc Puckett, District Treasurer; Bobby
Young, Accountant
• Others Present: David Fahrion, President, CR &R Solid Waste Division
I. Standardized Trash Container Program
Manager /District Engineer Rob Hamers reported on an upcoming change in the
District's trash collection program. CR &R will be purchasing 50% of the stock of Costa
Mesa Disposal, Inc. (CMD) and will be responsible for running the day -to -day trash
collection operation.
Attorney for the District Alan Burns stated that purchasing 50% of the stock will not
affect the existing District/CMD Agreement and that all the provisions and
responsibilities of Costa Mesa Disposal remain in place. Mr. Fahrion acknowledged his
understanding of Mr. Burns' statements.
Mr. Hamers stated that although there will be no changes to the contract, CR &R
desired to meet with the Board of Directors to present improvements to the program
that will occur immediately upon CR &R managing the day to day operation. CR &R also
wishes to describe their long term plans of fully automating the entire trash collection
operation.
Mr. Fahrion gave a presentation of CR &R and its success in providing fully automated
collection to over 200,000 residences. Mr. Fahrion also stated that CR &R is aware of

the CMSD /CMD Agreement and the addendums thereto and believes there will be a •
successful transition to management by CR &R.
II. Costa Mesa Disposal Franchise Performance Review
Due to the upcoming changes to the day to day management of the trash collection
program, the performance evaluation will be rescheduled when the changes are in
place.
III. Reconsideration of Changes to Trash Collection Regulations
The Board directed to Staff to hold in abeyance the changes to green card regulations
numbers 2 and 5 until the purchase of stock is completed and the management
changes occur.
The Board directed staff to continue monthly meetings with CR &R to keep the Board
apprised of the changes to the program.

Subject: Orange County Residential Trash Collection Survey
The 2003 Orange County Residential Trash Collection Survey is attached. Fifteen
cities reported an increase in their trash collection rate and the cities of Irvine and
Mission Viejo reported decreases. Fourteen cities have a variable rate structure and
the average monthly rate is $13.04.
iPlacentia has the highest residential trash rate at $18.32, a 16% increase over last
year. Huntington Beach is next with a rate of $17.44; CMSD is third highest in the
County at $17.43
