SEPTEMBER 11, 2001
The Costa Mesa Sanitary District Recycling Committee met at 9:30 a.m. in conference
room 5A at the Civic Center, 77 Fair Drive, Costa Mesa.

STANDARDIZED CONTAINER PROGRAM
PROGRESS REPORT
® Mr. Fauth provided a matrix on the status of container orders to Roto Industries and
reported the container distribution process is working well. As of August 31, 2001,
containers have been ordered and invoiced as follows:

Press Releases have been issued to the newspapers noting the streets that will be
serviced with the new containers during the month of September.
LARGE ITEM COLLECTION PROGRAM
Ms. Revak reported the 2001 Large Item Collection Program ran from June 18 to August
24, and the program, as always, is very well received by the residents. A total of 529 tons
were collected and taken to the landfill at a cost of $11,634.00. The District received a
credit for 110.14 tons of white goods in the amount of $2,519.66, resulting in a total
® program cost of $9,114.34. The 2001 program showed a decrease of 19.06 percent in
white goods tonnage over last year's program.

MINI TELEPHONE BOOK RECYCLING PROGRAM
Ms. Revak reported on the final totals from the Mini Telephone Book Recycling Program,
which ran from July 16 through August 27, 2001, with collection bins placed in front of
City Hall and at the Orange Coast College (OCC) Recycling Center. A total of 4,500(9.00
tons) yellow page directories were collected which compares with 2,870 books (5.72 tons)
collected in last year's program. The bulk of the collected directories were deposited at
the OCC Recycling Center.
UPDATE ON OTHER MATERIALS — CRT's, DIAPERS AND JAPANESE
HOME GREASE PREVENTION PRODUCTS
Mr. Hamers reported Staff is continuing to determine a solution for the disposal of
CRT's. Ms. Revak will be attending a Household Hazardous Waste Information
Meeting on September 19, and one of the agenda items is CRT disposal.
Staff is also working on the translation of information on the Japanese home grease
prevention products.

President Schafer invited comments from anyone wishing to speak.
Mr. Martin Millard, 2973 Harbor, Costa Mesa, Publisher of the Costa Mesa Press,
made several inquiries as to the trash containers and the process by which they
were chosen.
President Schafer directed Mr. Millard to speak with Mr. Hamers after the
meeting for further clarification and to answer any questions.
Mr. Tom Egan inquired as to an item in the August Minutes regarding Mr. Burns'
interview with the Daily Pilot. Mr. Egan did not see the Daily Pilot article and
requested further information.

DISTRICT ORDINANCE ENFORCEMENT OFFICER REPORT
Mr. Harriers presented the ordinance enforcement summary report for the
five -week period beginning June 23, 2001 and ending August 26, 2001.
Mr. Shef reported over 30 flyers were distributed to residents in the District
relating to ordinance enforcement. Grease Control Guides were distributed
and the large item collection was monitored. Mr. Shef monitored the
distribution of new containers and reported most residents were not leaving
additional bags and /or boxes alongside the new containers.
Director Ferryman inquired whether there have been a lot of residents
requesting a change of container size. Mr. Fauth described the delivery
process and reported some seniors have expressed concern regarding their
ability to maneuver the containers. The District is offering the smaller
containers or allowing the seniors to continue to place bags at the curb for
collection.

FALL 2001 NEWSLETTER DEDICATED TO SEWER INFORMATION
Mr. Hamers reported the Fall 2001 Newsletter has been written and an
initial copy produced. The Fall Newsletter will be coming to all Board
Members for review and comment.
CIRCLE OF SERVICE AWARD FOR NATE READE
A request has been submitted and Staff is awaiting word from the City.
PROCLAMATION - KARL KEMP, GENERAL MANAGER, MCWD
Mr. Karl Kemp, General Manager, MCWD is retiring and a dinner in his
honor will be held October 12, 2001. Vice President Woodside will attend
on behalf of the District and present the Proclamation
PROCLAMATION - RAY BARELA, ENGINEERING STAFF, MCWD
Mr. Hamers reported Mr. Ray Barela, Engineering Staff, MCWD, recently
retired.
Secretary Perry motioned to direct Staff to prepare two Proclamations in
the form of Resolutions, one for Mr. Karl Kemp and one for Mr. Ray
Barela. Vice President Woodside seconded. Motion carried unanimously.
ITEM 5.1 - OFFICE STAFFING /RESOURCES
Mr. Fauth reported Staff held seven interviews with the best qualified of
the thirty applicants for the permit processing specialist position. Three
applicants were asked to return for further interviews. Two of those
second interviews have been held and the third will be conducted on
September 17.

ACTION BY CITY OF LAGUNA BEACH AND CITY OF LOS ANGELES
Laguna Beach gave restaurant owners and other food establishments an
18 -month deadline to install grease control technology to combat sewer
spills.
Los Angeles has enacted a law forbidding the City's restaurants from
pouring grease, oil, or other waste down the drain.
COMMENTS AT LIAISON COMMITTEE AT CITY OF COSTA MESA
Mr. Hamers reported the Committee members inquired as to the status of
the Coalition Meeting at Orange County Sanitation District regarding
reduction of grease in sewer lines.
Mr. Hamers reported the Regional Water Quality Control Board and the
Orange County Sanitation District and all satellite collection system
owners are meeting and discussing the Water Quality Board's proposed
regulations which are CMOM regulations combined with regulations the
San Diego Water Quality Control Board adopted.
Mr. Hamers reported the Orange County Board of Supervisors is in the
process of preparing their own countywide grease ordinance.
Staff recommended the District wait a few weeks before making a decision
as to whether to draft a grease ordinance independently until after
attending the Regional Water Quality Control Board meeting to determine
what they want the District to implement. The recommended procedures
may have grease control regulations in it.
OCCURRENCE REPORT SUMMARY FOR 2000 AND 2001
Mr. Hamers reported Staff prepared an Occurrence Report Summary for
the years 2000 and 2001. Director Ferryman noted grease is clearly the
cause of the bulk of sewer spills.

Mr. Fauth reported the UCi Intern will be, finalizing the report and he will
present it to the Board upon completion.

ENGINEER'S REPORTS
EMERGENCY WORK
VICTORIA STREET PUMP STATION
ELDEN PUMP STATION
Mr. Hamers reported the Victoria Station pump bases need to be
replaced. The pump bases are in stock and will be coordinated to be
installed at the same time as repairs made on the leak at Elden pump
station.
INDEPENDENT ENGINEER'S REVIEW OF CAPITAL IMPROVEMENT PROGRAM,
REPORT BY NORRIS REPKE
Mr. Hamers presented the Independent Engineer's Review of Capital
Improvement Program, by Norris Repke. The report is on a project -by-
project basis and provides an analysis of the project, commenting on the
cost and the overall adequacy of the program.
Secretary Perry motioned to accept the report and the findings. Director
Ferryman seconded.
Discussion was held.
Motion carried 4 -0. Mr. Puckett and Staff will bring back
recommendations and comments on incorporating the Norris - Repke
recommendations to the Board.
21ST STREET PUMPING STATION MAJOR EMERGENCY RESPONSE PLAN
Mr. Hamers presented a detailed report on the Major Emergency
Response Plan for the 21St Street pumping station. Mr. Hamers and Staff

Mr. Burns presented the final settlement agreement with the Cornwell
Group. SDRMA will pay $13,750 in a favorable settlement for the District.
Director Ferryman motioned to approve the settlement agreement. Vice
President Woodside seconded. Motion carried unanimously.
CLAIM — 363, 365, 369 FLOWER
PAYMENT OF $500.00 DEDUCTIBLE TO SDRMA
Mr. Hamers presented a claim for property damage to 363, 365, and 369
Flower. There was a backup due to roots in the line. The total claim was
for $3,139.28. The deductible to SDRMA is $500. Secretary Perry
motioned to approve the payment of the $500 deductible to SDRMA.

President Schafer reported she attended the Liaison Meeting with the City
of Costa Mesa and Mesa Consolidated Water District with Mr. Hamers.
The group discussed the possibility of joint ventures, sharing databases,
and coordinating projects.

INDEPENDENT SPECIAL DISTRICTS OF ORANGE COUNT ( ISDOC)
QUARTERLY MEETING OF AUGUST 24, 2001
President Schafer reported she, Directors Woodside, Perry and
Worthington and Ms. Revak attended the August 24`h Quarterly ISDOC
meeting. Paul Jones, General Manager of the Irvine Ranch Water District
was the guest speaker and gave a presentation on "Special Districts and
Reserves ".
President Schafer attended the September 4, 2001, Executive meeting
where the Committee members evaluated the Quarterly meeting.
President Schafer reported the next Quarterly meeting will be held
October 25, 2001. Rancho Santa Margarita representatives will talk about
their water district and Mr. Hamers will be in attendance to discuss the
Sanitary District and present the District video.

LOCAL AGENCY FORMATION COMMISSION ( LAFCO)
LAFCO COSTS IN THE AMOUNT OF $11,243.85 FOR FY 2001 -2002 PURSUANT
To AB 2838, GOVERNMENT CODE SECTION 56381
President Schafer inquired as to why the LAFCO bill had not yet been
paid. Ms. Revak reported the bill was date - stamped into the Finance
department on July 5 and the CMSD did not receive it for approval until
September 4. Mr. Puckett was unaware as to a reason for the delay.
Director Ferryman motioned to approve the payment to LAFCO of
$11,243.85 for FY 2001 -2001 pursuant to AB 2838, Government Code
Section 56381, based on the ISDOC formula. Secretary Perry seconded.
Motion carried unanimously.
President Schafer passed the LAFCO agenda around for the Board's
perusal.
ORANGE COUNTY SANITATION DISTRICT
REGULAR MEETING — AUGUST 22, 2001
President Schafer attended the meeting and provided a copy of a book
received at the meeting. President Schafer distributed the agenda for the
Board's perusal.
Director Ferryman distributed an informational packet to Board members
and reported he had some delivered to City Council as well. Director
Ferryman reported 5 million dollars was approved to perform a study on
the outfall plume.
MONTHLY BOARD LETTER UPDATE
The Monthly Board Letter was provided in the Board packets.
WATER ADVISORY COMMITTEE OF ORANGE COUNTY (WACO)
President Schafer attended the August 3 d WACO meeting and reported
the Committee discussed water bills and supporting various other bills.

President Schafer attended the September 10th WACO meeting and
reported the Committee discussed the "nuts and bolts" of running a water
facility, CMOM, and various legislation items.
ORANGE COUNTY COUNCIL OF GOVERNMENTS ( OCCOG)
President Schafer attended the August 23rd OCCOG meeting and
reported they are studying the rate at which Orange County is growing.
President Schafer distributed materials for the Board's perusal. Mr. Allan
Roeder spoke at the meeting. A summit meeting will be held in January in
Carlsbad.
CSDA
President Schafer reported she will attend the CSDA Annual conference in
Sacramento, September 18 -21, 2001.
APPOINTMENT OF PRESIDENT SCHAFER AS DIRECTOR FOR DISTRICT 6
President Schafer ran unopposed for the seat representing District 6 and
was appointed to another three -year term on the CSDA Board.
Trudy Ohlig -Hall, President, Board of Directors, Mesa Consolidated Water
District sent a congratulatory letter to President Schafer.
RECOGNITION OF NOMINATION FOR "GENERAL MANAGER OF THE YEAR -
LARGE DISTRICT"
President Schafer presented Mr. Hamers with a certificate of nomination in
recognition of the Costa Mesa Sanitary District's submittal for CSDA's
General Manager of the Year.

There was no old business to discuss.
NEW BUSINESS
President Schafer reported Vice President Woodside will not be able to attend
the October 11 regular meeting. The meeting was changed to Monday, October
15, at noon.
President Schafer initiated discussion on the photographs of Directors for display
in the new office facilities. Staff is researching the cost with local photographers

and Ms. Revak will investigate the source used by the City for the Council

Director Ferryman suggested contacting a teacher at the high school to take the
photographs. Secretary Perry stated he can have the film processed and
suggested Staff purchase frames. Ms. Revak reported the hallway walls are
going to be re- wallpapered soon so there is time to make a determination on the
photographs.
Mr. Puckett reported the paychecks for Board Members contain an adjustment
for social security withholding retroactive to January 1, 2001. There is not a
retroactive adjustment for Federal withholding. Board Members can request
additional monies be withheld by instructing the Finance department to do so.

PROJECT STATUS REPORT
October 2001
Project 1112100 -128 Mesa /Birch Sewer Realignment
Construction is complete. District is awaiting final billing statements from the County of
Orange.
Project 1112100 -129 Bristol Street Pumping Station
The Amendment to the Three Party Agreement has been approved and the
redesign is 90% complete. The Board formalized the position of remaining as
sewer service and trash collection provider for Santa Ana Heights, including
owning the Bristol Street Pumping Station, at the June 14, 2001, regular meeting.
Project 1112100 -135 Reconstructing Force Main for Elden Pumping Station hase II)
Construction is complete. The District and City of Costa Mesa are awaiting
comments from the State on the easement and rights -of -way documents
submitted.
Project 1112100 -147 Update Early Warning System Protecting Pumps
Installation of heat and moisture sensors has been completed in seven pumping
stations. Four other stations will have heat and moisture sensors when new
pumps are installed when the old pumps reach their life expectancy.
Project 1112100 -152 Televising Sewer Lines
The project is continuing.
Project 1112100 -155 Sewer Master Plan Update
The project is continuing.
Project 1112100 -159 Televising Sewer Lines Program Years 98 -99, 99 -2000
Areas around the District with known problems were televised on July 18 -19,
2001.
Project 1112100 -161 Construct Water Service to Pumping Stations
The plans were submitted for 2nd review to the Mesa Consolidated Water District,
the Irvine Ranch Water District, the City of Costa Mesa, the City of Newport
Beach and the County of Orange.
Project 1112100 -162 Pilot Program -Use of Enzymes to Control Grease and
Odors
The first enzyme system, by Ennix, was tested and was successful. Products from
other manufacturers are being tested.
Project 1112100 -165 Rehabilitate Canyon Pumping Station Force Main
The design phase is continuing.

SUBJECT: ORDINANCE ENFORCEMENT SUMMARY REPORT
This report covers a fuur (4) week period beginning August 27, 2001
and ending September 23, 2001.. During this period, the first
two (2) weeks included fairly normal duties with the exception
of the Labor Day (second week) which caused collection to run one
day late all week. The third and fourth week of the period felt
the impact of the east coast tragedy. Because of this the
approach in the field was changed to concentrate mainly on
District scavenging and complaints received from residents rather
than reprimanding residents for container visibility and collec-
tion violations.
Continued monitoring of the standardized container program in
District indicated a large acceptance ano compliance with this new
program. There were a minimum number of complaints received about
extra.bags or boxes not being collected. Follow ups on these
complaints are being investigated.
During this period, a couple in a pick -up style camper was stopped
and questioned about their scavenging in the Mesa Verde area.
Personal license and vehicle data were recorded for further follow -,
up by the District. They were also warned about any further
scavenging in the area and then released.
During the Labor Day week, with collection one day late all week,
courtesy notices to residents were suspended so as to not add
to any confusion for residents.
The few complaints received by District Staff were all investi-
gated with customary follow -up and rechecks. Results were, in
turn, reported back to Staff for documentation.

The enclosed excerpt from the 2001 -2002 Capital Improvement Program report fully
describes the project which is essentially an upgrade to the telemetry system.
Telemetry is the relay of pumping station information from the stations to the
communications headquarters. Problems at the station are detected by electrical
impulses which cause. 800 MHz signals to be sent from the pumping station antennae
to the communications receiver. Personnel at communications will then notify the
field crews of the corresponding problem.
In addition to detecting problems, the telemetry also collects information that is used
in planning and design. However, the telemetry's most important feature is being the
initial warning system for pumping station failure. And pumping station failure,
without a quick response, will always result in a sewer spill. That is because
pumping stations are needed in low lying areas where the effluent has to be pumped
uphill so it can again flow by gravity. Because of the varying land formations in
Costa Mesa, the District has 20 pumping stations.
District Staff has already met with three vendors who can provide the needed upgrade to
the telemetry system.
Also enclosed is the independent engineer's review of the project by Norris Repke.

TELEMETRY SYSTEM UPGRADE
In 1997 the District replaced the old Motorola Intrac 2000 telemetry system with a new Motorola
800 Mhz MOSCAD SCADA system. The telemetry system relays information from the 20
pumping station sites to central computers located in the City Communications building and at the
Corporation Yard. The information includes the conditions whereby an alarm is triggered and an
emergency response is necessary. These conditions include high water alarm, low water alarm,
loss of power, moisture and heat sensing inside the pumps or tampering of the electrical panel. The
telemetry system is the front line defense for preventing sewer spills due to pump station
emergencies.
The District has recently been experiencing problems gathering data from the stations. The
preliminary consensus is that redesigning the software to utilize recent software advancements may
solve the problem, however, there is a belief that the antennae at the outlying stations may need to
be upgraded to more powerful units. Additionally, the computer hardware at the Corporation Yard
is slow performing when compared to new computers.
Step one of the project will be to determine absolutely whether the software or the antennae is the
problem. This investigation will set the stage for the necessary modifications to the system. The
District has already received two proposals for upgrading the software, and each proposal is
approximately $30,000. Additional money is being reserved for antennae replacement, hardware
upgrades, and contingencies.

Dear Rob:
I have completed my review of the Districts 2001 — 2002 Capital Improvement Program
(CIP) that you sent me on June 28, 2001. I have enclosed my independent review report
as you requested. As usual, I found the CIP report to be very complete, containing
adequate information for me to make my review. I appreciated getting the project maps
for the two major construction projects, understanding the project and its intent was made
easier with their use.
I did have several questions /comments that are noted in my independent report, as shown
below:
• Project #149: A question that the reviewer has that may also be asked by others
is, "is interest being accrued to the fund and if so what is the accrued amount ?"
It might be of interest to indicate what the total valve of the fund is on an
annual basis. Also, has a decision been made as to how long funds will be set
aside; is there a dollar amount goal that the District is programming for?
• Project #156: The reviewer has the same question identified in Project #149
above: "is interest being accrued to the fund and if so what is the accrued
amount ?" It might be of interest to indicate what the total value of the fund is
on an annual basis.
• Project #159: The reviewer recognizes that the District Engineer prepares a
report that defines the results of this project; however, it might be beneficial for
future years to provide a very brief summary in the CIP report of the value of

continued deterioration versus actual repairs would provide support for funding
continuation.
However, none of these items caused any concern that would cause me to not recommend
overall approval of the report.
Overall, I found the CIP report to be very concise, well defined, and complete. I applaud
you and the District for continuing the funding for future sewer replacement and for
miscellaneous work.
The District's management and financial ability to provide these services continues to be
an outstanding feature of the Districts overall operation.
How is your study on the use of enzymes for odor and grease control going? I would
hope that you and the District would consider publishing the results of your
investigations. The District continues to be a forward thinking agency (it's varied
involvement in recycling, large item pickup, medical /needle collection, etc.). I believe
the District should receive the accolades that are due to it.
Thank you for sending me the District's CD "Working For You ". It was great, plus I
enjoyed seeing you all in it. Give my best to the Board and to the staff. I appreciate the

♦ Proiect 1112100 -149 / SINKING FUND FOR FUTURE SEWER REPLACEMENT
This is the sixth year (project was initiated in the 1995 -96 fiscal year) that funds have been set aside
for future replacement or reconstruction of sewer lines as they reach life expectancy. Funds were not
set -aside in the 200 -2001 Fiscal Year due to budget constraints. Setting aside funds for future use
now will benefit from the compounding of interest over time. The report indicates that the level of
funding will be reviewed yearly and will depend on the necessity of other District needs. This year's
program will add $125,000 to the fund for a total deposit of $1,145,000 exclusive of interest.
• A question that the reviewer has that may also be asked by others is, "is interest being
accrued to the fund and if so what is the accrued amount ?" It might be of interest to
indicate what the total value of the fund is on an annual basis. Also, has a decision been
made as to how long funds will be set aside; is there a dollar amount goal that the District
is programming for?
♦ Proiect 1112100 -156 / EARTHQUAKE/MAJOR EMERGENCY SEWER
RECONSTRUCTION FUND
This year's allocation continues the funding established in 1997. The District's goal is to set aside
$1,000,000 in the event of an earthquake or other major emergency. The reviewer concurs with the
reasoning behind establishing this fund. As stated in the Fiscal Year 1999 -2000 review, other
sources of f inding/reimbursement may be available (i.e., State, FEMA, etc.); however, these sources
will probably not be timely nor is there a guarantee that full reimbursement will be available. It
appears that the District continues to have the financial resources available, which will allow
continuation of this fund without affecting other District operations nor cause an increase in fees.
This fund, as does Project #149, will continue to benefit from compounding interest over time.
With this year's allocation of $123,000, the total deposit into the Fund equals "$1,000,000. The fund
is now at the Districts goal of $1,000,000.

♦ Proiect 1112100 -159 / TELEVISING SEWER LINES
This year's project is part of an ongoing program to insure that the Districts' facilities are functioning
properly. It is noted that with newer technology, the new cameras can rotate in place to view a joint,
a crack or failed area from all angles. This will greatly enhance the decision making process. The
engineering fees are higher than normal projects but since this requires proper selection of locations
to be televised, monitoring the District's cleaning schedule, coupled with reviewing the tapes and

report preparation, they are acceptable. The benefits to the District provide for flexibility, an on -call
contractor, and immediate response capability.
• The reviewer recognizes that the District Engineer prepares a report that defines the
results of this project; however, it might be beneficial for future years to provide a very
brief summary in the CIP report of the value of this type of work. A brief indication of
percentage of pipeline unchanged versus continued deterioration versus actual repairs
would provide support for funding continuation.
♦ Proiect 1112100- 164 / MISCELLANEOUS SEWER WORK AND MANHOLE ADJUSTMENT
This provides the funding for a continuing program to reimburse other agencies (Cities of Costa
Mesa and Newport Beach, County of Orange and/or Orange County Sanitation Districts) for work
that they either do or have done on District facilities. This includes the purchase of manhole rings
and covers and for adjusting District sewer manholes to grade. The program has been expanded to
include pumping station or small sewer line repairs that need to be handled immediately.
Other agencies perform construction activities, which affect District facilities; i.e., raise or lower
manholes to grade. Since it is the responsibility of the District for its own facilities, providing funds
to reimburse other agencies is appropriate. The reviewer understands the benefit of programming to
provide funding for pump station and small sewer line, and manhole repairs /adjustments when the
need is found rather than waiting to include in a larger project. This project is supported by and has
functioned with the efforts of previous Project 159 (Televising Sewer Lines) funding. This year's
funding of $75,000 includes $25,000 for emergency repair work at the Victoria pump station
Based on the data contained in the engineer's report, the funding amount appears reasonable.
♦ Proiect 1112100 -168 / TUSTIN PUMPING STATION REMODEL
The original pump station was located in the intersection of Mesa Drive and Irvine Avenue. In 1983
the station was converted to a submersible operation with the electrical controls installed above
ground behind the northwesterly curb return next to the Back Bay Shopping Center. The reviewer is
very familiar with the original station and the safety concerns that resulted in the initial relocation.
The County of Orange and the City of Newport Beach, based on a traffic study, propose to widen the
Mesa / Irvine intersection to increase the traffic carrying capacity of the intersection. This
intersection widening will require the westerly curb to be relocated and subsequently will affect the
Tustin Pump Station. It is understood that the District requested the County and the City to consider
an alternate design, one that would not affect the station but was unsuccessful.
The District is reviewing the options of constructing a new pump vault behind the new westerly curb
or relocating the station to the southwesterly curb. It appears from the map provided that the
southwesterly location may provide better access. The final alternative will be selected during the
preliminary design phase and would reflect the District's best interest.
The estimated design, survey, geotechnical, construction engineering and construction management
costs are 13% of the estimated construction cost. This is very reasonable, as 20% to 25% would be
considered normal.

Over the years the District has worked to improve it's sewer alarm and reporting system (the
reviewer remembers when each station had to be manually checked seven days a week). In 1997 the
District switched to a Motorola SCADA system. Recently the reporting system has had problems
gathering data and the Corporation Yard computer is very slow compared to present day computers.
Staff is not sure if the problem is related to the software or to the antennas at the outlying pump
stations.
This appropriation will allow for further study to determine if the problem is software or in the
sending/receiving equipment. The appropriation provides appropriate funding, $30,000 for software
upgrades with the remainder to cover antenna replacement costs and for other determined hardware
upgrades.
