MESA, CALIFORNIA - February 7. 19,57 Directors Present.: Norman, Hollister, Nelson, Porter, Meyers Directors Absents None Officials Presents Street Foreman Heller, Engineer Southworthg Attorney Dungan,, Finance Director Hartzler, The meeting was called to order at 7930 p•m• by President Meyers Minutes Upon motion of Director Norman' seconded by Director Porter and unanimously carried that the minutes of January 3 be approved as written and mailed. Public Hearing The Secretary notified the Sanitary Board that this was the time and Annex. #37 place fixed for the hearing on' the petition for Annexation #37n Tract 3066 to the Sanitary District, The secretary reported that said petition, together with a notice of the time and place of hearing had been published in the Costa Mesa Globe Herald for the time and in the manner and form required b <r law. The Secretary reported that no •,.rritten objections had been received, The President then announced that this was the time and place set for the hearing of protests© There being no protests or objections from the floor it was moved by Director Nelson, seconded by Director Hollister and unani- mously carried that the hearing be closed. Re-- lution #13-A Upon motion of Director Nelson, seconded by Director Porter resolution #13-., being a resolution to "ANNEX SAID TERRITORY TO THE COSTA MESA SANIc, TARY DISTRICT AND ORDER THE PETITION TO 13E PRESENTED TO THE BOARD OF SUPFB- \� 7 was adopted by the following roll call votes AYES& Directors Nelson Norman Hollister Porter Meyers NOES: Directors ® None ABSENT: Directors ® None Oral Communications Mr, A. J. Nelson was present requesting information when his rental refund would be due,, stating that February 14 would be the end of the year and A.. J. Nelson thus he would have to pay an additionaL$,O. The engineer stated that it 1941 Pomona would be approximately three months before the protest hearing in this area. :Annex. 21, 22) Thereupon the policy as stated in the minutes of November:, was read. The board informed Mr. Nelson that no refund could be made him until after the Protest Hearing and he would receive notification of the time and place of hearing. Ax. Haun Mr. Haun and Mr. Williams were present requesting information on the fee Mr. Williams for annexing to the Sanitary District in the area of Pacific and Canyon Pacific Annexation Drive. After discussion it was agreed to leave it to the people circu- lating the petition how to raise the money to pay the fee. Upon motion of.Director Porter, seconded by Director Hollister, and unanimously carried the charge for the annexation of Pacific and Canyon Drive would be $100, flat fee. Written Communica- A communication was -read from Holmes and Sorenson requesting annexation tions to the Sanitary District for Lot 17., B1o& B., Berry Tract. It was moved by Director Hollister., seconded by Director Norman,, and unanimously carried hoes & Sorenson to refer the application to the Boundary Commission and public hearing Annexation #39 be set for March 7 at 7$30 p.m. with the required notices published. A. A. McCrea A communication was read from A. A. McCrea requesting annexation for Annexation #40 property located south of Harbor and West of College. It was moved by Director Nelson, seconded by Director Hollister and unanimously carried to refer the application to the Boundary Commission and set the hearing for April 48 at 7230 P,m, with the required notices published, Anton H. Segestrom A communication was read from Anton H. Segestrom requesting annexation Annex ^tion #41 to the Sanitary District for the property West of Harbor., South of Adams. It was moved by Director Norman., seconded by Director Porter,, and unani- mously carried to refer the application to the Boundary Commission and public hearing to be set for April 4 at 7 :30 p.m. with the required notices published, Kenneth Price A communication was read from Kenneth C,, Price requesting an addition House Count of 61 units to the house count. Upon motion of Director Nelson., seconded by Director Porter and unanimously carried 61 units were added to the house count as of February 18 1957 making a total of 78830 units, Mr. Price was present and requested suggestions from the Board regarding complaints from the householders on Sunset Drive, which is a private street, Mr. Price stated that during wet weather it was impossible to turn the truck around in the vacant lot at the end of the street., which is very narrow,, and therefore it would necessitate the backing of the truck down the street. After discussion the board asked Mr. Heller to secure the names and addresses of all people living on.this street and the ivterney would write a letter to each of them stating exactly what the Board9s position is in the matter, The board informed Mr, Price to pick up trash and garbage at all times unless the road was impassable, The district would request the property owners to supply a turn -a -round if at all pos- sible. Mr. Price also inquired as whether or not he was expected to collect trash and garbage on the roads that were being torn up by the sewer contractor. The board after discussion stated that probably only one to two pick ups would be missed and if his trucks could not pick up he was to notify the City Hall so that they would.be able to tell the people when they call the reason for no pickup, Mr, Price informed the board that a new aluminum,, enclosed., garbage truck would go into service approxiwOl5ely March ]s, Edna-R, Crouch A communication was read from Edna R. Crouch requesting sewer assessment on 24512 Eiden Ave, 24511 Elden, Upon motion of Director Nelson., seconded by Director Porter and unanimously carried the letter was ordered filedo Financial Report Upon motion of Director Norman, seconded by Director Hollister and unani -' ,4 ry mously carried that the Financial Report as prepared by the Director of Or Finance be accepted for January. /I �3® TA=13 Upon motion of Director Norman seconded by Director Hollister% Warrant Resolution #13 for payment of 49025,73 from the Running Expense Fund and $76,781,58 from the Sewer Construction Fund was ordered paid by the following roll call votes AYES: Directors Nelson., Normans Porters Hollister, Meyers NOES: Directors - None ABSENT% Directors - None G, E. Kerns Co. After discussion it was moved by Director Nelson, seconded by Director Porter and unanimously carried that a letter be written commending the G, E, Kern Construction Co, on the care that they had exercised in keeping the streets in a useable condition and making every effort to satisfy the citizens. City Manager report A communication recommending the board not to join the California Sanitary California Sanitary District was read from the City Manager, Upon motion of Director Hollister., District seconded by Director Norman and unanimously carried that the board ac- cept the city managers recommendation, Alarm Circuit A communication was read from the Pacific Telephone and Telegraph Co, stating the alarm circuit would cost $15,00 monthly, and $25, ^o to install, Merrill P1, Engineer Southworth informed the board that since Merrill Place was not Annex, 138 159 17 a street in the city it had not been included in the plans for Annex. 138 15, 17, it was his suggestion that this now be included since it had been made a public street. After discussion it was moved by Director Hollister, seconded by Director Porters and unanimously carried that the engineer authorize installation of sewers by G, E. Kerns Construction Co. at the per unit cost at Merrill Pl, Bristol Street Engineer Southworth presented preliminary plans for the Bristol Street sewer Jjme. After discussion it was moved by Director Norman, seconded by Director Hollister and unanimously carried that the engineer and attorney take the necessary action to sw-.�v'r the proceedings for the 1911 Act for the Bristol Street Annexation, Adjournment Upon motion of Director Normans seconded by Director Hollister and unani- mously carried the meeting was adjourned at 9 :20 pm, to February 28 at 7830 p,m, for Public Protest Hearing on Annexation #27, ATTEST% Secretary El Fe- s I en
