The meeting was called to order at 7330p.m. by President Meyers.
Minutes Upon motion of Director Norman,, seconded by Director Nelson and unanimously
carried the minutes of December 7., were approved as mailed,
Oral Communications
Mrs. Johnson et al Mrs. Johnson,, et.aL, property owners in the area of Pacific,, Canyon Drive.,
Pacific., Canyon Dr. Victoria, and Wilson were present requesting annexation to the .Costa Mesa
etc, Annex. Sanitary District. The attorney informed them that two ways were possibles
one, to,have an election,, and two to petition the property owners. As this
area is small it was his recommendation that they petition their area. He
informed them that he would have the necessary papers for Mrs. Johnson to
pick up in his office. They were further advised that after the petitions
have been signed and this area is officially a, part of the District it would
be from 3 to 6 months before they would have sewers.
Santa Ana Hts. Representatives of the Santa Ana Heights area were present requesting infor-
— fxation mation on annexing to the Sanitary District. They were informed by the at-
1 torney that since this is a large area it would be advisable for them to
hold an election. The first step would be to petition the property owners
in that area to request the Sanitary District to hold and election.
Director Nelson left the meeting at this point,
Written Communications
Florence C. and A communication was read from Florence C. and John R. Riley of 420 E. 23rd St.
John R, Riley asking to be annexed to the district inasmuch as they have granted an ease-

moved by Director Porter, seconded by Director Hollister,, and unanimously
carried that the letter be referred to the Attorney and Engineer to draw up
a map of the area that should. be included in this annexation., and that this
be forwarded to Mr. and Mrs. Riley,, along with an outline as to what has
to be done to annex this area,
Annexation #37 The attorney informed the board that he had written a letter to the City of
Newport Beach requesting an official notice of their wish for Tract 3086 to
come into the Sanitary District as they requested. A communication has been
received approving this tract to come into the Sanitary District. There-
upon it was moved by Director Hollister,, seconded by Director Norman and
unanimously carried that public hearing for Annexation 07 be held on
Thursday, February 7, 1957 at 7330 p.m.,, with the required notices to be
published.

mously carried that the Financial Statement for the month of December be
approved as presented by the Director of Finance.
California Sani. A communication was read from the City Manager ;on his recommendation as to
tary District joining the California Sanitary District Association. The board will wait
a decision after the City Manager has received an answer to the survey from
other districts in this area.

and unanimously carried that the board finds it necessary for maintenance
that the lines be cleaned and that pursuant to the contract with the city
that this work be done.

Mr. Luth Tmas present asking the board whether or not they wished to sell

decision be made but that it--be discussed again on February 7,
Sewer line
The engineer informed the board that the tract developer for Tr. 2052 on

Tustin and 21st St, had agreed to put in 706 ft. of sewer line and three

man hobs as part of his subdivision., therefore in the plans this had been
marked as existing sewer lines. However the tract has not been developed
and therefore this should be included in the construction, Thereupon
Director Hollister moved, Director Norman seconded and unanimously carried
that the engineer be authorized to request the contractor to include it in
the bid for the 139 15,, and 17 sewer system.
Change of pump The engineer reported that the Chicago Pump Co. had changed the size of
structure their pnp,, which would be used at Elden and Mesa Drive,, thereby causing
Elden & Mesa Dr. the size of the structure to be changed from 9 M. to 12 ft or an increase
of 3 ft, A bid has been received from the contractor on the addition to
the structure of .11866,00. Upon the r6&6iriendation of the engineer it
was moved by Director Porter,, seconded by,pirector Hollister,, and unanimously
carried that the board accept the contract, to modify the structure.
Lowering of pres- The engineer reported that he had received notification from the State High -
sure line on New- way commission that they are planning a freeway on Newport Blvd. where the
port Blvd,, at sever main has to cross. They will give the Sanitary District a temporary
Fair Drive, permit at the level now requested but the District trill have to assume'all
cost in lowering the line when and if the'ditch goes through.,. The engineer
received a bid from the contractor of ',>3500 for placing the line down 25 ft.
to 30 ft, deep now instead of having to move it at a late° date.,,. This
line crosses Newport Blvd. at Fair Drive. After further discussion it was
moved by Director Norman., seconded by Director Porter and unanimously car-
ried that the Presaure Line on Newport Blvd. and Fair Drive be lowered now
for the bid of $3500.
Engineer South® Inasmuch as Engineer Southworth had done the work as requested by the County
worth bill for Sanitary District No. 6, it was moved by Director Hollister,, seconded by
District #6 Director Porter and unanimously carried that the Board accept the work of
D, SoutInTorth, for the outlining of the preliminary plan for trunk sewer
serving the area - Harbor west to S. Main to Sunflower at a line westerly
from Palisades Road to Newport Blvdo,, and approving the payment of said
work for 11,%ih.61 and instructing the S=retary to 'bill the County Sanita-
tion Distr=ict No. 6 for reinbursement.

einbursement The sewer installation by Scoville and Saffell for 791-31 ft, of line three

up for refund. After discussion it was moved by Director Norman seconded
;`2393421 0 by Director Porter and unanimously carried to pay the sum of �2393.21 to
Jefferson Scoville and Hudson Saffell,, trustees., pursuant to the agreement
signed March 16, 1.956 and upon presentation of bid by the said trustees
which is lower than the bid received by the District.
