Minutes of hearing on Annexation
Petition_ No.16 (Victoria Street)
held at 2057 (rear) Newport Avenue
7 :30 p.m. June 3rd, 1954:
PRESENT: Directors TeWinkle, Nelson, Lord, Norman,
Meyers.
Attorney Leroy P. Anderson
Engineer Francis H. Bulot
Secretary F. B. Owen
Delegation from affected area.
Secretary presented Petition. President called for protests
or comment.
Cdr. Hatch mentioned possible effect of location of Freeway
on sewer constru,tion.but raised no objection to annexation.
/ Whereupon their being no protest filed ,or in person, it was
/ moved by Director Lord, seconded by'Director Nelson, that
Order of Annexation issue in regular manner and that Attorney
Anderson be directed to prepare same together with Petition
to Board of Supervisors as required by law.`Motion carried.
Hearing declared closed.
Following closing of above hearing the question of method
of financing construction of Sanitary Sewers within annexed
area was presented together with suggestion that the above
annexed area be combined with Annexation N0.12 (School area)
and Annexation No. 13 (20th St.) in a General bond Issue
proposal in an amount sufficient to cover construction costs
of necessary sewer lines within and serving the various areas
affected.
Mr. Bulot explained advantages of General Bond Issue
over 1911 Act Proceedings, as did also Attorney Anderson
and Conaurred in suggestion that all areas now annexed as
above be included in Bond Proposal accordingly.

Mr. Harry Aldrich of Delegation suggested that the
Board adopt General Bond Issue as method of financing ,
concurred in by Messrs. Hatch, McKeehan, Robinson and
others of delegation with no dissenting voice.
It was moved by Director Nelson that proceedings for
General Bond Issue be instituted immediately, seconded
by Director Meyers. Carried, and so ordered.
