A RESOLUTION OF THE COSTA MESA SANITARY DISTRICT BOARD
OF DIRECTORS SUPPORTING PROTECTION OF LOCAL REVENUES
AND RESERVES DEDICATED TO FUNDING AND DEVELOPING
INFRASTRUCTURE
WHEREAS, the Costa Mesa Sanitary District is an independent special district;
and,
WHEREAS, ad valorem taxes are collected from property owners within the Costa
Mesa Sanitary District boundaries and, pursuant to legislation, a portion distributed to the
Costa Mesa Sanitary District; and,
WHEREAS, these ad valorem taxes are needed for future rehabilitation,
reconstruction and replacement of infrastructure; and,
WHEREAS, this Board is opposed to re- allocation or shifting of these revenues and
funds for programs or purposes outside those for which they were approved; and,
WHEREAS, protecting local property taxes and reserves is the key to securing a
sound financial foundation for local infrastructure; and,
WHEREAS, in order to develop and maintain essential services necessary for
public health, this revenue source requires permanent protection, along with the protection
of local reserves;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Costa
Mesa Sanitary District; that this Board firmly supports amendment of the state Constitution
to protect local property taxes and reserves as an essential method of stabilizing local
government revenues and encouraging local, regional, local -State and local - Federal
partnership investments in infrastructure.
PASSED AND ADOPTED by the Board of Directors of the Costa Mesa Sanitary
District this 4th day of May, 2006.
