This Addendum is hereby made a part of the contract documents which consists of responses to
questions received from the bidders, an addition of 20 manholes to be repaired, and a revision of the Bid
Opening Date. Attached to this Addendum is a revised Bid Proposal Form. The revised Project Plans are
available at the District Website an via the link listed below. Receipt of this Addendum shall be noted on
the Bid Proposal Form.
The following questions were received from the bidders by 5:00 PM Friday August 25, 2025:
Question 1:
Can equipment be staged and left overnight (securely and Protected) on streets that are being
worked on?
Answer:
The City of Costa Mesa typically does not allow equipment to be left on the streets overnight. The
contractor will have to contact the City to make any such arrangements, and they should be addressed in
the Encroachment Permit issued by the City.
Question 2:
Will a message board be required for this project?
Answer:
No. Due to the spread-out nature of the project work site, the District will not be requiring a message
board on this project.
Question 3:
Bid Item 3 - needs to be clarified, regarding the following conflicting statements.
" Traffic Control shall include engineered traffic control plans" ...but it further refers to the
WATCH Manual as the source for traffic control standards, which one is it?
1. Full Traffic Engineered plans per location
2. Or, Use the WATCH manual at every location
Answer:
Traffic Control requirements are the purview of the City of Costa Mesa. As part of the application for an
Encroachment Permit, the city will want to see the Traffic Control Measures that will be employed at
each location. Typically, there are two different options the City Engineer accepts. One for minor streets
wherein the city will accept a typical detail from the W.A.T.C.H. Manual for the traffic control plan.
The second is for larger streets in which the city will require engineered Traffic Control Plans prepared

by a licensed Engineer with details specific to that location. We have discussed this with the city staff
and have tried to designate which of these two options would apply to each location.
The following changes, additions, clarifications or modifications shall be made to the contract
documents and all other conditions remain the same.
a) The BID OPENING DATE has been changed.
Bids will be received by the Costa Mesa Sanitary District office at 290 Paularino Avenue, Costa
Mesa, California until the hour of 10:00 a.m. on Tuesday September 9, 2025, at which time they will
be opened publicly and read aloud in the Board Conference Room.
b) The Bid Proposal Form has been revised to reflect the additional 20 manholes included in the
project. Please use the Revised Bid Proposal Form for your bids.
c) The project plans have been revised to show the additional 20 manholes included in the project.

There are no other changes to the bid documents at this time. This Addendum, the Revised Bid Proposal
Form, and the revised plans will be posted on the District website.
