This Addendum is hereby made a part of the contract documents which consists of answers to the
contractor’s questions and corrections to the Bid Documents. Receipt of this Addendum shall be noted on
the Bid Proposal Form.
The following questions were received from bidders at the pre-bid meeting and by email:
1. Will contractor spend their budget for traffic control?
Answer: CMSD has had a traffic control plan prepared and has submitted it to the City for
use with the encroachment permit. A copy of the traffic control plan is attached. The
contractor will be responsible for implementing the traffic control measures at the site. The
contractor shall furnish all labor and materials necessary to implement the plan.
2. Backfill condition?
Answer: Contractor is responsible for backfilling the excavation per City of Costa Mesa
requirements. Contractor shall install permanent pavement to the satisfaction of the City
Inspector to match existing pavement grade. Manhole shall be plated and left 6” below top of
pavement grade. City pavement contractor shall raise to grade.
3. Where should contractor put their staging area?
Answer: The contractor can store pipe and manhole shaft in the pump station yard at the end
of the alley. It is the contractor’s responsibility to arrange for any other staging or storage
areas needed.
4. After bypassing and hooking the newer force main to the new manhole, what should we do with
the force main portion between the new manhole to the existing manhole on Mendoza Dr?
Answer: The contractor shall plug the ends of the abandoned force main with brick and
mortar and fill it with 1-sack sand cement slurry.
5. How much time does contractor need for Encroachment permit?
Answer: CMSD has started the encroachment permit application but the City will not approve
it until the Contractor’s license and insurance information has been submitted and approved.
It is up to the contractor to provide the required information as expeditiously as possible.
6. Our understanding is the work must be completed by July 25, 2025 or we will need to pay
$1,000 in liquidated damages each day of work that goes over. It is not clear how much time we
will have to complete this contract. When can we anticipate receiving NTP? Is there a minimum
number of working days we can expect to have to complete the work?

Answer: Per the Bid Documents, the Contractor acknowledges and agrees to return the signed and
executed contract to the district, together with the contract bonds and required proof of insurance
within 5 WORKING days after receipt of written notice of award of contract. The notice to proceed will
be issued after the bonds and insurance as been reviewed and accepted. The review usually takes two
or three working days. The July 25th date has been set by the City. If the project is not completed by
then, the District will incur expenses for delaying the City pavement project.
The following changes, additions, clarifications or modifications shall be made to the contract documents
and all other conditions remain the same.
Bid Items 3 and 5 have been revised. CMSD will be providing the PVC pipe and precast 60” manhole
shaft and cone. The revised Bid Proposal Form is attached and shall be used by the bidders.
There are no other changes to the bid documents at this time.
