A RESOLUTION OF THE BOARD OF DIRECTORS OF THE COSTA MESA
SANITARY DISTRICT NOMINATING MIKE SCHEAFER AS A CANDIDATE FOR
ELECTION TO THE SPECIAL DISTRICT RISK MANAGEMENT AUTHORITY BOARD
OF DIRECTORS
WHEREAS, the Special District Risk Management Authority (SDRMA) is a Joint Powers
Authority formed under California Government Code, Section 6500 et. seq., for the
purpose of providing risk management and risk financing for California Special Districts
and other local government agencies; and
WHEREAS, the Joint Powers Agreement and Bylaws of SDRMA set forth director
qualifications, terms of office and election requirements; and
WHEREAS, the Board of Directors of SDRMA established procedures and guidelines
for the Director Election process; and
WHEREAS, the SDRMA Board of Directors adopted Board Policy 2024-08, which
includes the following requirements for candidate qualifications:
a. A candidate seeking election, re-election or appointment to SDRMA's Board of
Directors must be a member of the Governing Body or a management employee
(as defined in Section 4.1) of a SDRMA member participating in both the
Property/Liability and Workers' Compensation Programs.
b. Each nominated candidate must submit a properly completed "Statement of
Qualifications" on or before the May 16, 2025 filing deadline in order for the
candidate's name to be placed on the official ballot.
c. Candidates seeking election or re-election must be nominated by action of their
respective Governing Body through a resolution that must be received by the
Authority on or before the May 16, 2025 filing deadline.
NOW THEREFORE, BE IT RESOLVED, the Board of Directors of the Costa Mesa
Sanitary District hereby finds, determines, and resolves as follows:
1. The governing body of the Costa Mesa Sanitary District nominates Mike
Scheafer, its Board President, as a candidate for the Board of Directors of the
Special District Risk Management Authority.
2. The Board of Directors of the Costa Mesa Sanitary District further directs that a
copy of this resolution shall be delivered to SDRMA on or before the May 16,
2025 filing deadline.

Why do you want to serve on the SDRMA Board of Directors? (Response Required)
As an incumbent of the SDRMA Board I wish to continue providing my expertise, decision
making and ability to help Special Districts manage their insurance and risk management
challenges and programs. I have dedicated many hours towards those efforts and feel I continue
being a valuable asset to the member agencies.
I am uniquely qualified to continue serving on the SDRMA Board as I have over 50 years of
experience in the privat-e insurance field.
What Board or committee experience do you have that would help you to be an effective Board
Member? (SDRMA or any other organization) (Response Required)
I have served on the the SDRMA Board since 2014, with 3+ years as Board President. I have
continued to work for policies that provide exceptionoal protection at rates that are reasonable. I
are always mindful that public agencies need to protect their constituents at the most affordable
rates.
I ha-ve been an insurcance professional in my private career for over 50 years. I have been
awarded numerous insurance industry awards and recognitions for se-rvice and dediClation to my
customers.
I currently hold a Community College teaching credential in insurance education. Additionally 1
have provided training course instruction for new insurance professionals,

What special skills, talents, or experience (including volunteer experience) do you have?

I am the current Board President for the Costa Mesa Sanitary District, serving on that Board for
16 years. I am a former City Councillmember for the City of Costa Mesa, a former Parks and
Recreation Commissioner and past President of the Costa Mesa Senior Center.
1 have been a dedicated member of the Lions Club, serving as District Governor ire 1997-1998.
I founded the Costa Mesa Little League, served as President and coached. I served as a Little
League Assistant District Administrator. Served as President ofthe 'local Boys and Girls Club
Boardof Directors.
What is your overall vision for SDRMA? (Response Required)
My vision is to continue helping Special Districts have the very best, most comprehensive risk
protection at the most affordable rates. To continue helping Districts and agencies with
outstanding, innovative, and comprehensive programs that give them peace of mind knowing that
unforseen contingencies will not disrupt or destroy the services they provide.
Insurance can be very difficult, especially now with the state of issues in California. Districts
need the experienced hand that I will continue to provide. I will work to make it less difficult and
more affordable.

certify that I am willing to serve as a director on SDRMA's Board of Directors. I will commit the
