Members of the public will have the opportunity to address the Board of Directors about all other items on this agenda at the time those items are considered. ITEMS OF STUDY To: Board of Directors Via: Scott Carroll, General Manager From: David Griffin, Code Enforcement Officer Date: February 11, 2025 Subject: Receive and File January 2025 Code Enforcement Officer Report Summary This report summarizes major points for three ordinance enforcement topics covering scavenging, graffiti on trash carts, and trash container enforcement. For the month of January 2025, the CMSD Code Enforcement Officer (CEO) focused his efforts on patrols in various parts of the community. The goal is to identify and deter instances of scavenging and residential trash carts left within the public view. Recommendation That the Board of Directors receives and files this report. Analysis In the month of January, Officer Griffin observed 8 individuals searching in carts on Wallace, Center, Wilson, Pacific, Orange, Center, Mesa, and Baker. All individuals were advised of the District's scavenging law and given verbal warnings before they went on their way. In the month of January, Officer Griffin issued 104 first warnings notices (yellow tag) to residential properties for having their trash carts in public view. Officer Griffin did not observe graffiti on trash carts in the months of January. To address resident concerns, Officer Griffin is patrolling streets by 6:30 a.m. Legal Review Not applicable. Environmental Review Code enforcement activities and reporting are not a disturbance of the environment similar to grading or construction and do not constitute a project under CEQA or the District’s CEQA Guidelines. Financial Review Officer Griffins' activities are funded in the adopted budget. ITEMS OF STUDY To: Board of Directors Via: Scott Carroll, General Manager From: Angela Colunga, Management Analyst Date: February 11, 2025 Subject: 2024 Year in Review Summary Every year, staff creates a year-in-review report to showcase to the Board and the public the significant accomplishments that were achieved during the past year. Staff is pleased to present the District's highlights and accomplishments for 2024. Recommendation That the Board of Directors receives and files this report. Analysis Some of the accomplishments found in the report include: Celebrated 80 years of outstanding public service Hosted 6 community events: Shredding & Compost Event, Eco Expo, and 4 Town Hall Meetings Received 4 awards for financial excellence and 1 award for public outreach Partnered with 9 different agencies for events and programs 80% increase in District email audience 83% employees participated in one or more Wellness Program challenges Responded to 8 public records requests with documents within an average of 3 days (California law gives agencies 10 days to respond without documents) Issued 358 sewer permits and 15 sewer inspection rebates Recycled and diverted 14,198.2 tons of solid waste materials Delivered approximately 23,000 Recycling Carts and implemented the Three-Cart System Only 1 sanitary sewer overflow for the entire with 0% of sewage gallons spilled reaching surface waters Wastewater Department completed 397 hours of safety training Completed several capital improvement and maintenance projects including calcium removal, HQ drought tolerant landscaping, Westbluff Pump Station improvements, Elden Pump Station bypass improvements, demolition of Hitchcrafter building at Rob Hamers Yard, sewer grade 5 repairs and replacements, and repaired sinkholes at Gisler Park and Newport Golf Course Legal Review Not applicable. Receive and File the Costa Mesa Sanitary District 2024 Year in Review Meeting Feb 11, 2025 - Board of Directors Study Session Access Public Type Receive and File The 2024 Year in Review report is an administrative matter and is exempt from the requirements of the California Environmental Quality Act (CEQA) (Public Resources Code Section 21000 et. seq.). Section 15300.4 of CEQA allows an agency while establishing its own procedures “to list those specific activities which fall within each of the exempt classes”, and the District has adopted “CEQA Guidelines and Implementing Procedures” that state on page 6 ”Projects” does not include …. C. Continuing administrative or maintenance activities.” Financial Review The 2024 Year in Review was prepared internally by staff, so there are not financial impacts to the District for preparing the report.
