Jim Herberg Letter 7-11-16 July 11, 2016 Jim Herberg, General Manager Orange County Sanitation District 10844 Ellis Avenue Fountain Valley, CA 92708 RE: Project No. 6-19 Southwest Costa Mesa Trunk Sewer / Project #101 Westside Pump Station Abandonment Dear Jim: On behalf of the Costa Mesa Sanitary District (CMSD) I want to thank you for your cooperation on this project. We believe this project would benefit the environment and the public’s health and safety by greatly reducing the chance of sanitary sewer overflows from occurring as well as reducing greenhouse gas emissions from the energy required at pump stations. As you know, this project has been in discussion between our two agencies for nearly thirty years. In fact, CMSD commitment to this project began in 1991 when it constructed two new gravity sewer lines through Canyon Park. Approximately 3,368 feet of 12 to 15 inch VCP pipe was put in place along with 13 new manholes. The total cost in 1991, including design, inspection and construction management was $250,000. We estimate the total costs in today’s dollars would be $666,000. If the Orange County Sanitation District (OCSD) is considering not proceeding with this project, CMSD would like to find a mutually agreed upon resolution where CMSD is compensated for the 1991 infrastructure that was constructed for this project, but will never be used for the betterment of the environment and the public.
