A. OPENING ITEMS Procedural: 1. Roll Call - (If absences occur, consider whether to deem those absences excused based on facts presented for the absence - such determination shall be the permission required by law.) President Scheafer called the meeting to order at 8:05 A.M. District Clerk and Public Information Officer, Noelani Middenway, noted that President Scheafer, Vice President Schafer, Secretary Perry, and Director Eckles were present while Vice Secretary Ooten was not present at this time. Ceremonial Matters and Presentations — Proclamation Establishing Code Enforcement Officer Appreciation Week Presented to Code Enforcement Officer David Griffin President Scheafer presented the item and recognized Code Enforcement Officer, David Griffin, for his dedication to the District. The Board took a photo with Mr. Griffin. There was no further discussion. B. PUBLIC COMMENTS Procedural: 1. Public Comments President Scheafer opened public comments. Hearing none, he closed public comments. C. ITEMS OF STUDY Receive and File:1. Receive and File Code Enforcement Officer Report — August and September 2024 Recommendation: That the Board of Directors receives and files this report. Mr. Griffin presented report details. He discussed trash carts in public view and scavenging for the month of August. Vice Secretary Ooten entered the meeting at 8:11 a.m. Vice President Schafer inquired about scavenging activity. Mr. Griffin stated that scavenging is a citywide issue. He discussed trash carts in public view and scavenging for the month of September. He shared that he encountered multiple first-time scavenging offenders. Vice Secretary Ooten asked where the scavengers take their redeemable items. Mr. Griffin discussed trash container enforcement. There was no further discussion, and the report was received. Action: 2. Three -Cart Rollout Update — Oral Report Recommendation: That the Board of Directors receive and file this report. General Manager, Scott Carroll, introduced the item. CR&R Representative, Mike Carey, provided an update on the three -cart rollout. He shared that CR&R's daily delivery rate is 630 properties. Discussion followed regarding CR&R's cart delivery schedule and logistics. Director Eckles requested for the Board to receive weekly written updates on the three -cart rollout and any customer service issues. Discussion followed regarding recycling collection. President Scheafer commented on the District's October three -cart town hall meetings. Secretary Perry inquired about residents with dumpster service. Mr. Carroll shared that staff has noticed an increase in residents requesting to switch from dumpster to cart service. President Scheafer commended staff on their performance at the three -cart town hall meetings. Mr. Carroll shared that the town hall meetings had a total of 165 attendees with 24 people who livestreamed the August meetings. He also noted that the town hall meeting videos have received 165 views on YouTube. Receive and File Legislative Report Recommendation: That the Board of Directors receive and file this report. Mr. Carroll presented report details. He discussed House of Representatives (H.R.) 7525 which recognizes special districts as local governments. Discussion followed regarding Assembly Bill (AB) 805. Mr. Carroll shared that the District has very few septic tanks within its service area. He noted that AB 805 was opposed by the California Special Districts Association (CSDA), the Association of California Water Agencies (ACWA), and the California Association of Sanitation Agencies (CASA). There was no further discussion, and the report was received. D. CLOSING ITEMS Procedural: 1.Oral Communications and Director Comments Vice Secretary Ooten requested for staff to review their frequently asked questions (FAQs) that are posted on its three -cart collection system webpage.
