Chairman appoint a Committee for the purpose of compiling the various policies
that have been established by the Board and to submit said compilation
to the Board at its next regular meeting, together with recommendations as
to the establishment of other policies that may be needed. The motion was
seconded by Director Porter and carried unanimously. President Meyers
appointed the following to serve on the Committee: Attorney Dungan,
Engineer Southwo-rth and City Manager Coffey.
Annexation x#27 A communication. from the County Health Department was read recommending that
proceedings be instituted at once for the construction of sanitary sewers
in that portion of the Costa Mesa Sanitary District known as Annexation #27.

minwbes in accordance with Section 2808 of the Streets and Highways Code
of the State of California and that Investigating Proceedings under the
Special Assessment Investigation and Limitation airl Majority Protest Act of

The meeting was called to order by President Meyers at 7:30 P.M.
Minutes
Upon motion by Director Nelson,, seconded by Director Hollister,, and
unanimously carried, the reading of the minutes of December 15, 1955 and
December 19, 1955, was waived and they were approved as corrected.
Correction: Minutes of December 15, 1955, to show adjournment to
December 199 1955, at %dgs Drive In, 2698 Newport Blvd., Costa Mesa.
Annexations
Upon the recommendation of the City 4ttorney and on motion by Director
#30 and #33
Aollistsr, soconded Iyy Director Portev, a-rid unanimously carried, the public
hearing for proposE.;I v ale.ration Ylo. ? ims postponed and re-set for 7:30 P-14.9
February 2, 1956, at hiich time the public hearing was also ordered for
Annexation Teo. 30.
Kenneth Price and. Harvey Durkee tmc-re present and were advised of the
Agreemerr� between the City and the Costa Mesa Sanitary District wherein_ the
City shall take over the entire function of the Sanitary District except
those of the Board.,,
Procedure for the handling; and payment of bills was discussed and it was
agreed that the Board would not have to approve bills prior to the writing
of the warrant if same are included in the budget. The City Manager
requested that an audit be made of the books prior to the City assuming
responsibility of the operations of the Sanitary District.
Director Nelson moved thatkhe City furnish the Board of the Sanitary District
TO th monthly reports of receipts and disbursements. The motion was seconded
by Director Hollister and carried unanimously.
