Subject: Provide Comments on Proposed School Education Programs from EcoHero and Discovery Cube
Summary
The District was awarded $315,341in SB 1383 Local Assistance Grant Program (OWR4) funds, and allocated $30,000 for an
educational services consultant to perform SB 1383 school assemblies and presentations. Staff has identified two SB 1383
school education programs, The EcoHero Show and Discovery Cube's Greener Pathways program. These two programs are
presented in this report and attached scopes of work for the Citizens Advisory Committee's review and comments.
Recommendation
That the Citizens Advisory Committee provide comments on proposed school education programs from The EcoHero Show and
Discovery Cube.
Analysis
SB 1383 requires jurisdictions to provide organics recycling education and outreach to all residents within their jurisdiction. The
District hopes that bringing organics recycling education to schools in the District's service area willpromote organics recycling
and food waste reduction among students in our community. The goal is for students to apply these principles at home and
educate their families, becoming good stewards of the environment. A school education program will also increase the District's
ducation and outreach is anvisibility within the community and further promote partnerships with local schools. Furthermore, e
eligible expenditure under the SB 1383 Local Assistance Grant.
The EcoHero Show
The EcoHero Show promotes organics recycling and food waste reduction to elementary school children via whole school
assemblies (grades K-5) and classroom presentations (grades 1-5) featuring song, dance, and interactive activities. The program
also provides post-presentation classroom curriculum that gives teachers the option to continue the lesson after the presentation,
and an optional comic book featuring the "Methane Ghost." The goals of The EcoHero Show are to reinforce and create a
sustainable culture at schools, educate on proper organics recycling, educate on good waste reduction, promote personal
behavior change to adopt at school and home, and inspire EcoHero leaders for life.
EcoHero works with the sponsoring jurisdiction to identify a list of eligible schools and handles all communication with the
schools, including promotion, scheduling, logistics, and data collection.
EcoHero program costs are included below.
In-Person Whole School Assemblies (Grades K-5): $1,250 per school
Live-Streaming Whole School Assemblies (Grades K-5): $900 per school
VirtualClassroom Presentations (Grades 1-5): $320 per class
Comic Books (Optional): $30 per hardcover, $15 per softcover
With a proposed budget of $30,000, The EcoHero Show could reach up to 33 schools virtually, 24 schools in-person, or 33
classrooms virtually (not including comic books). These numbers are for illustrative purposes, as the program would include a
combination of virtual and in-person school assemblies and virtual classroom presentations, depending on the format requested
by the schools.
Discovery Cube Greener Pathways
Discovery Cube's Greener Pathways program teaches elementary school children (grades 1-6) about SB 1383, organic waste
recycling, and composting through interactive educational activities. Each student receives an educational booklet to accompany
the assembly, and students who participate in the assembly and complete a recycling survey will receive one free child
admission (with purchase of adult admission) to Discovery Cube in Santa Ana. The goal of the Greener Pathways program is to
guide students on an inspiring path and shape them into Earth Guardians, individuals dedicated to protecting our environment,
reducing waste, and promoting sustainable living.
Discovery Cube works with the sponsoring jurisdiction to identify a list of eligible schools and handles all communication with the
schools, including promotion, scheduling, logistics, and data collection.
Green Pathway program costs are included below:
Annual Administrative Fee: $1,850
In-Person Assemblies: $10per student (150 student max per assembly)
Virtual Assemblies: $10 per student (120 student max per assembly)
Educational Booklet: $5 per student
With a proposed budget of $30,000, the Discovery Cube Program could reach up to 1,850 students.
Staff is seeking the CAC's comments and suggestions regarding the two proposed SB 1383 school education programs. CAC
comments and suggestions will be shared with the Board of Directors at the September 23, 2024, Board of Directors Meeting for
their comments and direction.

Subject:Multi-Jurisdictional Hazard Mitigation Plan (MJHMP)
Summary
A hazard mitigation plan is a long-term strategy that helps local governments reduce the impact of disasters on people, property
and the environment. The plan aims to break the cycle of disaster damage and reconstruction by identifying natural disaster risks
and vulnerabilities, and then developing strategies to protect people and property from similar events. Adopted hazard mitigation
plans are required by the Federal Emergency Management Agency (FEMA) to be eligible to receive federal grant funds from the
agency. Staff will be seeking hazard mitigation grant funds from FEMA to help finance Project No. 341, Elden Pump Station
Forcemain Redundancy Project, but first the district needs an adopted hazard mitigation plan.
Recommendation
That the Citizens Advisory Committee consider completing the MJHMP online survey.
Analysis
The Water Emergency Response of Orange County (WEROC) is coordinating a multi-jurisdiction project that will update the
group'sMulti-Jurisdictional Hazard Mitigation Plan (MJHMP), which will be the strategic plan to assess and reduce the threats
that our communities face from current and future hazard conditions. Based on preliminary discussions, these hazards include:

The overarching goals of the MJHMP include but are not limited to:
Goal 1:Minimize vulnerabilities of critical facilities and infrastructure to minimize damages and loss of life and injury to human life
caused by hazards.
Goal 2:Minimize security risks to water and wastewater infrastructure.
Goal 3:Minimize interruption to water and wastewater utilities.
Goal 4: Improve public outreach, awareness, education, and preparedness for hazards in order to increase the community
resilience.
Goal 5: Eliminate or minimize wastewater/recycled water spills and overflows (wastewater agencies)
Goal 6: Protect water quality and supply, critical aquatic resources and habitat to ensure a safe water supply.
Goal 7: Strengthen emergency response services, workforce training, and education enhancement to ensure preparedness,
response and recovery during any major or multi-hazard event.
The multi-jurisdictions that are participating in the MJHMP include the following:

Guidelines from the Federal Emergency Management Agency (FEMA) require that the agency preparing the plan create
opportunities for members of the public to be involved in developing their MJHMP and that these opportunities are documented.
This process helps ensure the MJHMP reflects community values, concerns, and priorities. On August 26, 2024, the Board of
Directors held a community kick-off meeting that focuses on informing the publicabout the hazard mitigation planning process,
the project schedule, ways to stay engaged with the district, and ways to stay informed about upcoming events and project
documents.
District staff will be engaging with the public through online systems and media outlets. Outreach channels such as the district's
website, social media, online survey, press releases and the district's newsletter will be utilized for public engagement about the
MJHMP. Below is the online survey link members of the public are encouraged to complete.

Subject: Fourth Annual Eco Expo - Update
Summary
CMSD's Fourth Annual Eco Expo will be held on Wednesday, September 18 from 3 - 7pm. Members of the
CAC are invited to attend the event and encourage members of the community to do so as well.
Recommendation
That the CAC receive and file the report.
Analysis
CMSD with hold its fourth annual Eco Expo on Wednesday, September 18 from 3pm - 7pm. The day and time
of the event was set after soliciting the public via a Facebook poll as to what would day of the week and
timeframe would attendees most likely be able to attend the event. Based on the number of school age
attendees present, it seems that the 3pm - 7pm hours were ideal for parents who picked up their children from
school and brought them straight to the Eco Expo.
Along with all members of District staff, representatives from the Citizens Advisory Committee, the City of
Costa Mesa, CR&R, Inside the Outdoors, and OC Coastkeeper, will be present to provide information about
SB 1383 requirements and proper disposal of organics, wastewater do's and don'ts, and other district
programs available to the public.

Subject:Project #355 South Coast Plaza Sewer Emergency Replacement
Summary
An 8" sewer pipe connected to the South Coast Plaza pump station failed due to corrosion. Attempts to reline the pipe also failed
due to excessive ground water table. A by-pass operation is currently in place at the station.
Recommendation
That the Citizens Advisory Committee receive oral report from District Engineer, Mark Esquer, regarding the proposed plans for
Project #355.
Analysis
On August 26, 2024, the Board of Directors adopted Resolution No. 2024-997 confirming Project #355 is an emergency and
ratifying an order of the general manager to replace critical infrastructure of the South Coast Plaza Pump Station.
