CITY/DISTRICTS LIAISON COMMITTEE MEMBERS Committee Members present City of Costa Mesa (City) a a� John Stephens, Mayor Loren Gameros, Council Member Raja Sethuraman, Public Services Director Cecilia Gallardo-Daly, Assistant City Manager Costa Mesa Sanitary District (CMSD) Mike Scheafer, Board President Art Perry, Board Secretary Bob Ooten, Board Vice Secretary Scott Carroll, General Manager Mark Esquer, District Engineer Mesa Water District (MWD) Fred Bockmilller, Board Director Jim Atkinson, Board Director Paul Shoenberger, General Manager Hester "Fritz" Petropoulos, Water Use Efficiency & Education Coordinator Newport -Mesa Unified School District (NMUSD) Krista Weigand, Board Vice President Jeff Trader, Assistant Superintendent NMUSD Director of Transportation, Shelley Humphrey, Assistant Superintendent, Jeff Trader, and Board Vice President, Krista Weigand introduced themselves. CMSD's General Manager, Scott Carroll, Board Vice Secretary, Bob Ooten, Board Secretary, Art Perry, and Board President, Michael Scheafer introduced themselves. 3. Public Comments CMSD Board President Scheafer opened public comments. Hearing none, he closed public comments. C. DISCUSSION ITEMS 1. Project #351 Adams Avenue Sewer Grade 5 Urgent Repair (CMSD) CMSD District Engineer, Mark Esquer, presented project details. He noted that the project will be completed by the end of March 2024. He discussed the project's impacts to traffic and nearby neighborhoods. Mr. Shoenberger shared that Mesa Water District is coordinating with the City of Costa Mesa for their valve replacement project on Adams Ave. Discussion followed regarding perched water and the CMSD's standby generator on a residential property. Ms. Gallardo-Daly asked if the project will cause any service interruptions. Mr. Esquer stated that there will be no interruptions to sewer customers. There was no further discussion. 2. OCC Recycling Center (CMSD) Mr. Carroll introduced the item and invited Dr. Rich Pagel and Ruben Barriga of Orange Coast College (OCC) to share further details. There was no further discussion. S. E-Bike Issues (City) Mr. Sethuraman discussed a -bikes and safety issues. He shared that the Costa Mesa Police Department (CMPD) has been implementing the State of California's new regulations for e-bikes. He added that the City is also implementing an e-bike education campaign. Mayor Stephens provided recommendations regarding e-bike safety. There was no further discussion. 6. Copper Wire Thefts (City) Mr. Sethuraman discussed the City's increase in copper wire thefts. He stated that copper wire is being stolen from the lights on City bike trails. He noted that CMPD is making efforts to minimize future thefts. Mr. Esquer shared that the electrical panel of a pump station on Gisler Ave was vandalized. He noted that the instance was reported to CMPD and the Water Emergency Response Organization of Orange County (WEROC). He recommended consulting with the Orange County Sheriffs Department regarding copper wire thefts. There was no further discussion. 7. School Fields Use (City) Ms. Gallardo-Daly stated that the City has been working with NMUSD to open a few westside schools for field use. She thanked NMUSD for their partnership. There was no further discussion. 8. Open Space Updates (NMUSD) Mr. Trader stated that this item coincides with Item C.7. He thanked the City for their partnership.
