Subject: Receive and File July 2023 Code Enforcement Officer Report
Summary
This report summarizes major points for three ordinance enforcement topics covering scavenging, graffiti on trash carts, and trash container
enforcement. For the month of July 2023, the CMSD Code Enforcement Officer (CEO) focused his efforts on patrols in various parts of the
community. The goal is to identify and deter instances of scavenging and residential trash carts left within the public view.
Recommendation
That the Board of Directors receives and files this report.
Analysis
In the month of July, Officer Griffin observed 7 individuals searching in trash carts. 6 of the 7 individuals were advised of the district's scavenging
law and given verbal warnings before they went on their way. One individual was a repeat offender and was issued a citation for violating CMSD
Ordinance Section 7.01.030, Rubbish Removal - Scavenging Prohibited. The fine is $75. More information about the incident is described on
Page 9 of the attachment.
In the month of July, Officer Griffin issued 107 first warnings notices (yellow tag) to residential properties for having their trash carts in public
view.
Officer Griffin did not observe graffiti on trash carts in the month of July.
To address resident concerns, Officer Griffin is patrolling streets by 6:30 a.m.

Code enforcement activities and reporting are not a disturbance of the environment similar to grading or construction and do not constitute a
project under CEQA or the District's CEQA Guidelines.
Financial Review
Officer Griffins' activities are funded in the adopted budget.

Summary
Many common household products are hazardous and can pose a threat to the health of humans, animals, and the environment if they are
handled or disposed of incorrectly. Costa Mesa Sanitary District's Door-to-Door Household Hazardous Waste (HHW) Collection Program allows
customers to dispose of hazardous items safely and conveniently. Since July 1, 2018, 3,055 pickup requests have been completed and 251,220
pounds of HHW have been collected under this program.
Recommendation
That the Board of Directors receive and file this report.
Analysis
On August 21, 2012, CMSD established a Door-to-Door HHW Collection Program for senior, immobile, and disabled customers. Beginning in
2015, customers who were ineligible for the door-to-door program could take fluorescent light tubes and household batteries to Orange Coast
College (OCC) Recycling Center via a District sponsored program. In addition, other HHW could be taken to one of Orange County Waste &
Recycling's permanent HHW collection centers. Common HHW includes electronic waste, household batteries, fluorescent lights, aerosol cans,
household cleaners, antifreeze, motor oil, paint, pool chemicals, pesticides, and sharps.
Beginning July 1, 2018, CMSD expanded the Door-to-Door HHW Collection Program to all CMSD solid waste customers. Through this program,
customers may request up to three (3) HHW pickups per calendar year, with up to 25 gallons or 125 pounds of HHW allowed per pickup.
The quantity of fluorescent tubes and batteries collected at OCC Recycling Center decreased by approximately 40% from FY 2018-19 to FY
2019-20, suggesting that customers may have been transitioning to the Door-to-Door Program for fluorescent tube and battery disposal. The
District sponsored program at OCC Recycling Center ceased on June 30, 2021. At the time, the District was contracted with Mercury Disposal
Systems, Inc. for collection and disposal services in an amount not to exceed $20,000 per year. By terminating this program, the District was
able to focus HHW efforts on the Door-to-Door Program and save up to $20,000 annually.
The charts below illustrate pickup requests and pounds collected for each fiscal year since the Door-to-Door Program was expanded to all
CMSD solid waste customers on July 1, 2018.
Pounds collected in FY 2018-19 was likely higher than the following year due to customers disposing of a larger amount of accumulated HHW in
the first year of the program. The increase in requests and collections from FY 2019-20 to FY 2020-21 can likely be attributed to customers
cleaning out their homes during the Covid pandemic. Requests and collections returned to pre-pandemic levels in FY 2021-2022.
The District launched a comprehensive HHW campaign, including social media posts, an informational postcard, PSA video, emails, and
quarterly newsletter articles, in the fall of 2020. This campaign, partially funded by CalRecycle's Household Hazardous Waste Grant Program
(HD33), continued through the fall of 2022. The HHW PSA video debuted in August 2022, and may have partially attributed to the increased
requests and collections in FY 2022-23.
Staff will continue to monitor requests and collections to identify program patterns.

Subject: Public Education and Outreach Presentation - Tripepi Smith
Summary
The Board of Directors adopted the following Community Outreach & Communications objective in the FY 2020-25 Strategic Plan:
"Engage with the community through clear, information and accessible communication and learning opportunities."
Several Community Outreach & Communications goals were also adopted in the plan, which include Goal #5.4, Track and report
communications metrics. Attached are such metrics for the past three and half years.
Recommendation
That the Board of Directors receive and file this report.
Analysis
Costa Mesa Sanitary District has partnered with Tripepi Smith for public education and outreach surrounding its three cart rollout. In this brief
presentation, Tripepi Smith will share a summary of outreach goals and tactics used to engage stakeholders. At the conclusion, the Board will
have an opportunity to ask questions and participate in discussion.

Environmental Review
Subject activity is exempt from the requirements of the California Environmental Quality Act (CEQA) (Public Resources Code Section 21000 et.
seq.). Section 15300.4 of CEQA allows an agency while establishing its own procedures to list those specific activities which fall within each
of the exempt classes, and the District has adopted CEQA Guidelines and Implementing Procedures that state on page
6 Projects does not include . C. Continuing administrative or maintenance activities.
Financial Review
The District has budgeted $75,000 for the FY 2023-24 contract with Tripepi Smith, and the stated scope of work is within budget.
