Receipt of this Addendum shall be noted on the Bid Proposal Form. The District is currently working with the City of Costa Mesa (City) on various aspects of the project. During a recent project collaboration meeting, the City requested scope changes that will require modifications to the plans, specifications and bidding documents. The scope and bidding document changes will require the bid date be extended so that the bidding documents may be revised and updated. A second Addendum will be issued when the project bidding documents have been revised and are available. The following changes, additions, clarifications, or modifications shall be made to the contract documents and construction drawings; and all other conditions remain the same. General Requirements 1. Revised Bid Dates: a. Wednesday, May10, 2023: Addendum #2 Issued (Tentative Date) b.Wednesday, May 24, 2023: Question Deadline at Noon c.Tuesday, May 31: Questions Addressed (Addendum #3, if required) d.Wednesday, June 21, 2022: Bids Due at Noon 2.Bids are extended to Noon on Wednesday, June 21, 2023. During the Pre-Bid Meeting, prospective bidders and the District discussed the overview or summary of the Project 342 HQ Drought Tolerant Landscape Renovation. In addition, the following topic summaries, clarifications, and additional information is being provided: 290 Paularino Ave, Costa Mesa, CA 92626 • (949) 645-8400 • fax: (714) 540-1392 “Protecting public health and the environment for current and future generations.” 3. The overall project timeframe may take 6 to 8 months to complete including weekends, holidays, and weather delays. Contractor Request for Information and/or Change Orders may also extend the Contract period. Contractors must note that the Contract requires the project be completed within 75 working days. The contract time will start with Notice to Proceed, see Sample Contract and Project Specifications for additional requirements. 4. District will provide a 16-foot wide, 1,580 square foot temporary storage, laydown, and Contractor parking area (storage area) adjacent to the chain-link fence in the north northerly area of the existing parking area. This temporary laydown area may be used for the Contractor vehicle parking, Contractor employee parking, temporary storage of construction equipment, and/or temporary storage of material and supplies. Except for the District-provided temporary storage area, the contractor shall not use the remaining portion of the parking lot and must immediately remove or reposition construction items into the temporary storage area. The Contractor shall protect the existing pavement from damage, equipment scuffs, and typical construction wear or tear. The Contractor shall restore the temporary storage area to pre-construction conditions. Should the Contractor require more temporary storage space than provided by the District, the Contractor shall secure off-site, temporary storage and/or make arrangements to shuttle contractor employees to the construction site. The cost for off-site temporary storage and/or Contractor employee parking shall be included in the Contractor bid(s). 5. There are no pre-qualification requirements, except that Contractors must have participated in the mandatory pre-bid meeting and that Contractors be current with the required State Contractor licenses. 6. The District parking lot must always be accessible for District customers and the general public. The Contractor shall maintain, at least, one lane for access or egress. While access or egress is limited to one lane, the contractor shall provide labor to safely direct customers and the general public into or out of the parking lot, between the hours of Monday through Friday, 7:30AM to 4:30PM. 7. A City encroachment permit is required for work within Public Right of Way. Unless the water meter must be replaced or relocated to perform the Contractor work, it is not expected that a Mesa Water District permit will be required. It is expected that the Contractor shall protect the existing meter in-place. 9.The deadline for questions is listed above.
