Subject: Receive and File Waste Composition Studies #4 from Michael Balliet Consulting
Summary
On November 15, 2022, Michael Balliet Consulting (MBC) performed two waste composition studies to determine the amount of organic
waste contamination in mixed-waste collection routes. This report, along with the attachments, describes MBC findings. Two studies were
performed because District staff had requested the review of three loads and CR&R staff only had one load prepared. MBC had to wait
until later in the day to sort through the remaining loads resulting in part two of study #4.
Recommendation
That the Citizens Advisory Committee provide comments regarding the results of the Solid Waste Characterization Studies conducted on
November 15, 2022.
Analysis
The focus area for the first study included a mixed waste route collecting in East 19th and East 15th Streets to the North and South, and
Orange Avenue and Irvine Ave to the West and East. The material was transported to CR&R's transfer station in Stanton and dumped
onto a clean sorting area in order for the material to be sorted. A total of 216.20 pounds of mixed waste was sorted into six material type
categories, the categories and their respective weights are included below:

Under SB 1383, Green Waste and Food Waste are considered "prohibited container contaminants" and it is what CMSD and CR&R will
be looking for starting in July 2023. The presence of these contaminants could result in fines to residents if the behavior is not corrected
after receiving notice from CMSD/CR&R. These waste characterization studies will result in education and outreach from CMSD staff to
help minimize contamination before SB 1383 notices and fines are officially issued in 2023. Based upon the November 15, 2022
sampling, in the first study, 10.18% of the load was prohibited materials, and 14.41% in the second. The contaminant level from the
previous three studies were as follows:
24.26% Santa Ana Heights neighborhood (Completed on 12/8/2021)
14.31% Killybrook neighborhood (Completed on 5/19/2022)
19.88% Wilson and Santa Isabel St neighborhood (Completed on 7/13/2022)
The acceptable contaminant level under SB 1383 is 10%. Residents along the route in part two of the study will be receiving education
material from CMSD in the coming weeks.

Summary
As per the Citizens Advisory Committee approved FY 2022-23 Work Plan, this item was scheduled to be discussed tonight, but a roll out
plan is pending on Board approval to the proposed First Amendment of CR&R's 2018 Agreement with CMSD. It is anticipated the Board
will consider approving the First Amendment at their January 23, 2023 regular meeting.
Recommendation
That the Citizens Advisory Committee table this item to the Committee's March 8, 2023 meeting
Analysis
If the Board approves the First Amendment, it is anticipated that one blue recycling cart will begin arriving to CMSD customers in the fall
of 2024. The exact date has not been determined, but staff is is in the process of creating a roll out plan that will be presented to the
Committee on March 8, 2023.

Discussing a roll-out plan for a 3-cart solid waste collection system is an administrative matter, and administrative matters are exempt

Financial Review
There are no financial impacts to the District for creating a roll-out plan. However, costs will be associated with implementation of the

Subject: Provide Comments and Suggestions Regarding Methods for Engaging Traditionally Hard to Reach Populations
Summary
One of the biggest challenges to engaging with community members is making sure that we are engaging with everyone in our
community. Hard-to-reach populations is the term to describe all of those populations we know can be difficult to engage with such as
people who are younger, older, of color, have language barriers or have a lower socioeconomic status, and more.
Recommendation
That the Citizens Advisory Committee provide direction to staff.
Analysis
The first step is to try to identify the population in CMSD that's considered the hardest to reach and then develop an outreach plan that
uses a combination of common practices and new methods for engagement. According to the 2020 U.S. Census, the median income in
Census Tract 636.05 is 47% below Costa Mesa's median income of $90,370. Tract 636.05, which is located on the westside between W
19th to 16th Streets and Placentia Avenue to Newport Blvd, is also predominately Hispanic. This population may have limited access to
the internet and/or speaks Spanish as their first language. According to the Census, only 40.5% of the housing units in Costa Mesa were
occupied by their owners, which mean most of the population in Tract 636.05 are renters.
Adjacent to Tract 636.05 is Tract 636.04 and 637.01. The median income for these two tracts are 39% and 36% below Costa Mesa
median income of $90,370. Tract 636.04 is located between W 19th to 16th Streets and Placentia Avenue to end of city limits near
Huntington Beach. Trach 637.01 is located between W 19th Street to Victoria Street and Placentia Avenue to Meyer Place and from
Meyer/Hamilton to Harbor Blvd. The race/ethnicity to both tracts are predominately White and it's assumed most of the population are
renters. According to the Census, the most common racial or ethic group living below the poverty line in Costa Mesa is White, followed
by Hispanic, so there is a good chance most of Costa Mesa's poverty population is located in Tracts 636.04, 636.05 and 637.01.
In November 2022, a waste composition study was performed in neighborhoods that included the tracts mentioned above. 14.41% of the
waste stream had prohibited materials, which is close to the acceptable contamination level of 10% under SB 1383. Using data from
waste composition studies is a good tool to identify hard to reach populations. On December 8, 2021 a study was performed in Census
Tract 631.01 (Santa Ana Heights) where the contaminant level was 24.26%. In addition, on July 13, 2022 another study was performed in
Tracts 639.06 and 632.01 (Wilson and Santa Isabel neighborhood) that had 19.88% contamination level. Special engagement methods
can be focused in populations with high contamination levels.
Staff is seeking comments and suggestions from Committee members regarding best practices and/or innovative methods for engaging
with hard to reach populations.

Subject: Receive and File the Popular Annual Financial Report (PAFR) for the Year Ended June 30, 2022.
Summary
Government Finance Officers Association (GFOA) established the Popular Annual Financial Reporting Program (PAFR) to encourage
governments to take information from their Annual Comprehensive Financial Report (ACFR) and condense it into a smaller easily
understandable document that the general public can read without a background in finance. The GFOA then recognizes governments for
their achievement. The District has won this prestigious award for the last seven years. The PAFR for the year ending June 30, 2022 has
been completed and submitted to the GFOA. It is attached for your review.
Recommendation
That the Citizens Advisory Committee receive and file the Popular Annual Financial Report (PAFR) for the Year Ended June 30, 2022.
Analysis
According to GFOA's website, the GFOA established the Popular Annual Financial Reporting Awards Program (PAFR Program) in 1991
to encourage and assist state and local governments to extract information from their annual comprehensive financial report to produce
high quality popular annual financial reports specifically designed to be readily accessible and easily understandable to the general public
and other interested parties without a background in public finance and then to recognize individual governments that are successful in
achieving that goal. The PAFR is another tool to demonstrate an agency's transparency efforts because it takes a large comprehensive
finance report, the ACFR, and condenses it to several pages using graphs and charts so that the public can easily understand the
spending trend of their local government.
Surprisingly, not many public agencies in California received the PAFR award from GFOA. In 2021, only two municipalities in Orange
County received the PAFR award (County of Orange and Yorba Linda Water District). Special recognition goes to CMSD's Finance
Department (Kaitlin Tran, Lieu Tran and Autumn Alvarez) for completing the audit and creating another outstanding PAFR!

Subject: 2022 Self-Audit of CMSD's Sewer System Management Plan performed by EEC Environmental
Summary
On May 2, 2006, the State Water Regional Control Board (SWRCB) adopted Order No. 2006-0003 (Order), Statewide General Waste
Discharge Requirements (WDR) for Sanitary Sewer Systems. This Order requires that owners of wastewater collection systems with
more than a mile of pipeline have in place a Sewer System Management Program (SSMP) to comply with the terms of this Order, which
is to reduce the number and severity of Sanitary Sewer Overflows (SSOs), to audit the program every two years, and revise the SSMP
every five years.
On December 6, 2022, the State Water Resources Control Board adopted a statewide Sanitary Sewer Systems General Order
reissuance. The reissued General Order becomes effective on June 5, 2023. The reissuance order now requires audits to be performed
every three years and SSMP updates every six years.
Recommendation
That the Citizens Advisory Committee recommends the Board of Directors accept the 2022 Self-Audit of CMSD's Sewer System
Management Plan performed by EEC Environmental
Analysis
Per the Statewide General Waste Discharge Requirements (GWDR) for Sanitary Sewer Systems (State Water Resources Control Board
No. 2006-003-DWQ), the District developed and implemented a comprehensive Sewer System Management Plan (SSMP), with the
primary objective of reducing and preventing Sanitary Sewer Overflows (SSO’s). A key requirement of the SSMP is that every two years
routine internal audits be performed to evaluate the effectiveness of the SSMP as well as the District’s compliance with the SSMP
elements. The last SSMP audit and update was performed in 2020.
In the fall of 2022, CMSD solicited proposals to perform to a self-audit of the District's SSMP. Two proposals were received from qualified
firms. They were:
1. EEC Environmental - $14,500
2. Water Systems Consulting - $48,080
CMSD entered into an agreement with EEC Environmental to perform the 2022 self-audit of the District's SSMP and work commenced on

Staff will address the minor nonconformance issues to ensure full compliance. The next SSMP self-audit will be performed in 2025 and
the next update will be completed in 2026.

Environmental Review
Preparation of a self-audit of the District’s Sewer System Management Plan (SSMP) is an administrative matter, and administrative
matters are exempt under CEQA and the District’s CEQA Guidelines. The SSMP assists the District in providing comprehensive sewer
system management, including protection of the environment by eliminating sanitary sewer overflows.
Financial Review
The cost to perform the SSMP self-audit by EEC Environmental was $14,500. CMSD budgeted $20,000 in the FY 2022-23 budget for the
SSMP self-audit.

Copies of this report are on file and will be included with the complete agenda packet for the January 11, 2023 Citizens Advisory
Committee meeting at District Headquarters and posted on the District’s website at www.cmsdca.gov.
