ITEM To: Citizens Advisory Committee From: Scott Carroll, General Manager Date: January 12, 2022 Subject: Results of the 2021 Citizen Survey Summary The District entered into an agreement with True North Research, of Encinitas California, to conduct a community-wide citizen survey for research and analysis. The purpose of the survey is to seek level of satisfaction feedback from District ratepayers and to assess solid waste ratepayers' level of satisfaction with the current two-cart system and to acquire their level of acceptance for replacing the two-cart system with a three-cart system. Recommendation That the Citizens Advisory Committee provide feedback to staff and receive and file this report. Analysis The District solicited a request for proposals from qualified public research firms to conduct a community-wide citizen survey for research and analysis. A contract was awarded to True North Research where the firm is responsible for identifying and interviewing, via cellular, telephone, email and/or text, 1,000 ratepayers within District jurisdiction. True North is ensuring a 95% confidence rating in the survey findings with a five point plus or minus variance. On September 8, 2021, the Citizens Advisory Committee (CAC) received a presentation about the survey methodology and work plan, asked questions and submitted suggested questions for the survey. On November 22, 2021, Dr. Timothy McLarney, President of True North Research, presented his findings and results of the survey to the Board of Directors. Some key findings of survey are follows: 87% of those surveyed had heard of the Costa Mesa Sanitary District prior to taking the survey. Although 30% of customers didn’t have an opinion of the District (favorable/unfavorable), among those that did the percentage with favorable opinions (61%) exceeded those with unfavorable opinions (9%) by a ratio of 6:1. 79% reported that they were satisfied with the District’s efforts to provide sewer and wastewater services to their household, with just 4% dissatisfied and the remainder unsure/NA. 79% reported that they were satisfied with the District’s efforts to provide trash services to their household, with 19% dissatisfied and 2% unsure Although most customers (71%) report being satisfied with the 2-cart system, a majority (58%) support moving to a 3-cart system (31% opposed). A video recording of Dr. McLarney's presentation to the Board of Directors on November 22 will be made available to the CAC and the public at tonight's meeting and then staff will be available to answer questions. ITEM To: Citizens Advisory Committee From: Scott Carroll, General Manager Date: January 12, 2022 Subject: Popular Annual Financial Report (PAFR) for the Year Ended June 30, 2021 Summary Government Finance Officers Association (GFOA) established the Popular Annual Financial Reporting Program (PAFR) to encourage governments to take information from their Annual Comprehensive Financial Report (ACFR) and condense it into a smaller easily understandable document that the general public can read without a background in finance. The GFOA then recognizes governments for their achievement. The District has won this prestigious award for the last six years. The PAFR for the year ending June 30, 2021 has been completed and submitted to the GFOA. It is attached for your review. Recommendation That the Citizens Advisory Committee provide feedback to staff regarding the Popular Annual Financial Report (PAFR) for the Year Ended June 30, 2021. Analysis According to GFOA's website, the GFOA established the Popular Annual Financial Reporting Awards Program (PAFR Program) in 1991 to encourage and assist state and local governments to extract information from their annual comprehensive financial report to produce high quality popular annual financial reports specifically designed to be readily accessible and easily understandable to the general public and other interested parties without a background in public finance and then to recognize individual governments that are successful in achieving that goal. The PAFR is another tool to demonstrate an agency's transparency efforts because it takes a large comprehensive finance report, the ACFR, and condenses it to several pages using graphs and charts so that the public can easily understand the spending trend of their local government. Surprisingly, not many public agencies in California received the PAFR award from GFOA. In 2019, only two municipalities in Orange County received the PAFR award (Huntington Beach and Fullerton), and one other special district in Orange County received the award (Yorba Linda Water District). The County of Orange also received the PAFR award in 2019. 2020 award winners are not available on GFOA's website. Special recognition goes to CMSD's Finance Department (Kaitlin Tran, Lieu Tran and Autumn Alvarez) for creating another outstanding PAFR! Legal Review Not applicable. Environmental Review The preparation of financial statements is an administrative action that is categorically exempt under the California Environmental Quality Act (CEQA) (Public Resources Code Section 21000 et. seq.) ITEM To: Citizens Advisory Committee From: Scott Carroll, General Manager Date: January 12, 2022 Subject: Proposed Drought Tolerant Landscape Preliminary Design for District Headquarters Summary On July 1, 2021, the District solicited proposals from qualified landscape architecture firms to provide general landscape architecture/design services for the development of plans and specifications for the general grounds area of District Headquarters. On August 27, 2021, the District entered into an agreement with a Costa Mesa firm, David Volz Design (DVD) Landscape Architects, Inc for $27,000. Recommendation That the Citizens Advisory Committee provide feedback to staff. Analysis The existing general grounds area of District Headquarters consist of grass turf, shrubs, and a variety of different tree species that include eucalyptus, paper bark, ficus, and queen palm trees. The irrigation system consist of a standard spray system. The District intends to remove the existing condition of the general grounds and replace it with drought tolerant landscape that include a drip irrigation system. Eric Sterling, Senior Landscape Architect for DVD, is assigned to this project and has met with District and City staff seeking comments regarding the preliminary design and proposed plant palette. Mr. Sterling will be presenting the same to the CAC at tonight's meeting seeking comments and feedback from CAC members. Legal Review Not applicable Environmental Review The proposed landscape improvements at District Headquarters is determined to be categorically exempt from the requirements of the California Environmental Quality Act (CEQA) Section 15304 (Minor Alterations to Land) for replacing of existing landscaping with drought tolerant, water-efficient landscaping. Financial Review The cost to provide general landscape architecture/design services for the development of plans and specifications for the general grounds area of District Headquarters is $27,000. The District budgeted $145,000 in the FY 2021-22 Budget for this project.
