Subject: Consider Approving 2021-22 Goals and Objective Schedule
Summary
According to Section III.D of the Citizens Advisory Committee (CAC) Handbook, each year the CAC Chair will meet
and consult with the Board President and General Manager to determine the District's goals and objectives for the
following year and convey those needs to the CAC. On June 25, 2021, a virtual meeting between Chairwoman Elodi
Katz, President Bob Ooten and General Manager Scott Carroll occurred to discuss a list of goals and objectives for
upcoming year.
Recommendation
That the Citizen Advisory Committee approve the 2021-22 Goals and Objective Schedule.
Analysis
On June 25, 2021, a virtual meeting between Chairwoman Elodi Katz, President Bob Ooten and General Manager
Scott Carroll occurred to discuss a list of goals and objectives for upcoming year. Attached is the schedule being
proposed for CAC approval consideration at tonight's meeting. Most of the topics on the schedule conform to the
District's FY 2020-25 Strategic Plan. On July 13, 2021, the Board of Directors reviewed and commented on the
schedule. Staff will share Board comments at tonight's meeting.

Selecting topics to discuss at future CAC meetings and identifying goals and objectives for the coming year is
an administrative matter that will not result in direct or indirect physical changes in the environment and is not

Subject: CMSD Fats Oil Grease (FOG) Annual Assessment
Summary
The District's Fats, Oils and Grease (FOG) control program was developed to comply with the State of California’s
2006 General Waste Discharge Requirements for Sanitary Sewer Systems (WDR). The program seeks to minimize
the discharge of FOG into the District's sewer system and avoid sanitary sewer overflows (SSOs), which are deemed
a potential health hazard to the public.
To avoid these health risks, the District uses an extensive outreach program to inform residents, businesses and
others that do work in the District of the potential for SSOs if FOG is allowed to accumulate in sewer lines.
Recommendation
That the Citizens Advisory Committee receives presentation from Joe Jenkins, of EEC Environmental, about the
District's FOG Program and provide input to staff.
Analysis
FOG regulations are codified within the District's Operation Code Title 6 Chapter 6.07 Any person(s) in violation of this
or any other ordinance is subject to enforcement as specified within the Operations Code. Significant
FOG contributors within the District are restaurants or Food Service Establishments (FSE). FSE's established after
2006 are required to install grease interceptors or grease traps, which are plumbing devices designed to intercept
grease and solids before they enter the sewer system. FSE's are required to keep accurate maintenance records of
their grease collection device and perform Best Management Practices (BMP) for preventing FOG from entering the
sewer system. The District retained EEC Environmental to enforce the District's FOG Control Program by periodically
visiting FSE's to inspect their maintenance records and BMPs. Violators are given written warning from the
District and if violations persist the FSE could face fines and/or have their sewer service discontinued. The District
decided FSE's established before 2006 were not required to install grease interceptors or grease traps at their
establishments and were issued conditional waiver permits. However, terms of the conditional waiver permits require
FSE's to practice BMPs and if FOG related SSOs are occurring at an FSE, the conditional waiver could be revoked
and the District can mandate the installation of a grease interceptor or grease trap. Joe Jenkins, of EEC
Environmental, will give a presentation to the CAC about the District's FOG Control Program and their enforcement
activities of FSEs from the past years.
Enforcing the FOG Control Program on residents is challenging because it is difficult to determine the source,
especially from multi-family units. The District encourages residents to pour their used grease in compostable bags,
which can then be disposed of in their organics cart. Another option for residents is to drop off their grease at Orange
Coast College Recycling Center where the grease is collected by a vendor and recycled into reusable products such

as candles. This option has proven to be very convenient after the holidays when many people use fryers to cook
turkeys. In 2019, OCC Recycling Center collected 340 gallons of cooking grease after the holiday seasons
(Thanksgiving and Christmas).

Receiving a presentation about the District's FOG Control Program is an administrative matter and is not a
disturbance of the environment similar to grading or construction and is not a project under CEQA or the District’s
CEQA Guidelines.
Financial Review
The cost to fund the District's FOG Control Program is $102,980 annually. There is no cost to the District or to OCC
for the FOG Recycling Drop Off Program. The vendor that collects and recycles the grease does so at no cost to both
agencies.

Subject: Review and Comment on Performance Measurement Benchmarks for CR&R Environmental
Services
Summary
On June 8, 2021, the Board of Directors denied CR&R Environmental Services request for an annual rate adjustment
for FY 2021-2023 because of service level concerns raised by staff. However, the Board directed staff to revisit this
item after six months.
Recommendation
That the Citizens Advisory Committee provide comments regarding the Performance Measurement Benchmarks for
CR&R Environmental Services
Analysis
On January 24, 2022, the Board will reconsider granting CR&R's request for a rate adjustment. To help the Board
determine if service levels have improved or not, staff has developed a list of performance measurement benchmarks
to engage on CR&R's level of performance.
The benchmarks correlate with CR&R's letter dated May 26, 2021 that addresses staff concerns regarding past
performance. In addition, Benchmark #2, reducing public complaints by 50% to 174 or less, is from the June 8, 2021
staff report that cites a 55% increase in complaints from the year before (Source: MBC Report dated March 1, 2021).
On June 18, 2021, staff disseminated the proposed benchmarks to CR&R for review and comments. On July 6, staff
confirmed from CR&R they have no edits to the proposed benchmarks.
On July 13, 2021, the Board of Directors reviewed and commented on the proposed benchmarks. Staff will share
Board comments at tonight's meeting.

Subject: Consider Appointing One Citizen Advisory Committee Member to Serve on the Solid Waste Ad

Summary
In 2019, the Board of Directors approved the creation of a temporary solid waste ad hoc committee where President
Ooten and Vice President Scheafer are serving Board members on the Committee. On September 18, 2019, the
CAC appointed Monte Fields and Chair Elodie Katz as CAC representatives of the ad hoc committee. Monte Fields
no longer serves on the CAC, so a new member will have to be appointed to the ad hoc committee.
Recommendation
That the Citizens Advisory Committee appoint one member to serve on the Solid Waste Ad Hoc Committee.
Analysis
It is anticipated that 2021-22 will be a very busy and productive year for the ad hoc committee. The following are
potential topics the ad hoc committee could be discussing and making recommendations to the Board and CAC.
SB 1383 Implementation Plan. The plan will assist the City of Costa Mesa and Newport Beach comply
with new mandates by considering new enforcement procedures and promoting community awareness to
reducing contamination in the curbside recycling and organics programs.
Source separation program (3-cart system). The committee will explore the acceptability and feasibility of
implementing a 3-cart curbside collection program where trash, recycling materials and organics are separated
prior to being collected by CR&R.
Biomass Conversion - Biomass conversion is another method of diverting solid waste away from landfills.
The committee will evaluate the feasibility of a biomass conversion project.
Improve waste stream and recycling reporting. Data needs to be accurate and reliable to determine if the
District is making significant progress towards its diversion goal. The committee will analyze the results of
waste characterization studies
The next Solid Waste Ad Hoc Committee is tentatively scheduled for Thursday, July 22, 2021 (start time is yet to be
determined). Ad Hoc Committee meetings will be open to the public and subject to the Brown Act.

Summary
On July 1, 2021, the District launched its redesigned website. Staff is seeking comments from the Citizens Advisory
Committee regarding the new website.
Recommendation
That the Citizens Advisory Committee provide feedback on the redesigned website.
Analysis
After soliciting proposals from qualified vendors the District entered into a contract with Revize LLC to redesign and
maintain the District's website. In addition to being the lowest cost, Revize LLC provides unique and clean looking
websites. They offer high quality video/animation features, and their websites work well with Google Analytics.
Revize had the best language translator, and their mobile version looked cleanest when compared to other vendors.
Staff will be providing a demonstration of the website and all the features it offers.
