Subject: Discuss Shredding and Cardboard Recycling Events for Consideration FY 2021-2022 and FY 2022-23
Summary
Per direction from the Board of Directors, District staff has researched the feasibility of hosting community shredding and cardboard
recycling events for Costa Mesa Sanitary District trash customers at Orange Coast College. On February 9, 2021, the Board of Directors
discussed hosting the events and directed staff to consider budgeting such events in the FY 2021-22 and FY 2022-23 Budgets. Staff is
seeking comments and suggestions from CAC members and then staff will share CAC comments and suggestions with the Board during
their preliminary budget review process.
Recommendation
That the Citizens Advisory Committee provides comments and/or suggestions regarding proposed shredding and cardboard events.
Analysis
Per direction from the Board of Directors, District staff has researched the feasibility of hosting community shredding and cardboard
recycling events for Costa Mesa Sanitary District trash customers. Implementing one-day events takes collaboration with other agencies
because the District does not have the resources or the facility to host events. In the past, community events like the compost giveaway
and textile donations have taken place at the Orange Coast College Recycling Center parking lot. Both of the events discussed below
need a larger space to operate which might be feasible in one of the other parking lots at the College but the availability or cost for the
space is unknown.
Community Shredding Event
District staff worked with CR&R Environmental Services (CR&R) for vendor and logistic information for the shredding event hosted on
January 23, in Newport Beach. A shredding event in Costa Mesa would be executed similarly to the Newport Beach event and use the
same vendor, Southern California Shredding. This company completes the shredding on-site at a cost of $100 per hour, per shredding
truck. Additionally, the company only provides staff to load the shredder, CMSD would need to provide all other event staffing.
District staff recommends a four-hour event (8:00 A.M. to noon), which is similar to previous District held community events like the
Compost Giveaway and Goodwill Drive. The event would need four shredding vehicles to be able to accommodate the length of the
event. Southern California Shredding would need to be paid for 6 hours (event time plus set-up and clean-up time) per vehicle at an
approximate cost of $2,400. Additional costs identified for the event would be renting a dumpster for the cardboard left behind by
residents, as the shredding company will not remove it. The District will also need to find a location large enough for the event, the
location and cost are unknown.
An event like this would need an additional 20 event workers aside from the District's Management Analyst I and CR&R's Senior
Sustainability Coordinator. The event staffing allocation would be as follows:
6 workers for unloading vehicles (2 per shredding truck)
4 workers for dealing with cardboard left behind (the shredding company will not take the cardboard)
1 worker to dispose of cardboard in dumpster
2 workers checking resident eligibility
5 workers for traffic control
4 workers rotating for breaks, moving traffic cones & easy ups

Unfortunately, CMSD does not have the staff available to host this event. The Newport Beach event held on January 23 was fully staffed
by the City's maintenance staff. The District will need to budget for the cost of 20 additional event workers.
Cardboard Recycling Event
Per direction from the Board of Directors, CMSD staff has also researched the feasibility of hosting a cardboard recycling event. District
staff also recommends a four-hour event and would need to rent two 40 yard roll-off bins for the collection of cardboard plus a 3-yard
dumpster for collection of other material that customers might leave behind. The estimated cost for all three is $1,500. Hosting an event
like this will require an estimated 17 additional workers aside from the District's Management Analyst I. The District does not have the
staff available to work this event, we will need to budget for labor cost. The event staffing allocation would be as follows:
6 workers for unloading vehicles (3 per 40-yard bin)
2 workers for dealing with trash left behind (All non-cardboard will need to be placed in a separate bin)
2 workers checking resident eligibility
5 workers for traffic control
3 workers rotating for breaks, moving traffic cones & easy ups
An at-home solution for disposing of cardboard is available for District trash customers because they can discard their cardboard by
placing the material in their mixed waste carts. District staff encourages residents to breakdown their cardboard to make room for other
materials in their mixed waste carts. By placing it in the cart, the material is still in the District's waste stream and CMSD gets diversion
credit for it. The District has a Strategic Plan goal to reduce contamination in our curbside program. It would be best if we could allocate
resources towards the education of the two-cart system and of breaking down their cardboard and not placing it in the Organics Cart
rather than hosting a one-day collection event.
Staff recommends conducting outreach to the community about discarding cardboard in mixed waste containers and how to breakdown
cardboard. However, if the public does not want to discard their cardboard in mixed waste containers they do have some options, such
as:
1. Schedule a large item collection with CR&R. CMSD residents receive three (3) complimentary pickups per year with ten (10)
items collected during each pickup, or collections can be combined for a pickup of up to 30 items. Residents can bundle their cardboard
and schedule a large item collection.
2. Drop-off at OCC Recycling Center. The Recycling Center accepts unwanted cardboard as a donation. Unfortunately, the Recycling
Center continues to be closed to the public due to COVID-19.
3. OC Recycling. OC Recycling, located at 1601 E Edinger Avenue in Santa Ana, is open to the public and does accept unwanted
cardboard. OC Recycling is accepting cardboard as a donation as well, which means residents will not receive monetary compensation
for their discarded cardboard.

Environmental Review
Consideration of new programs is an administrative matter, and administrative matters are exempt under CEQA and the District’s CEQA
Guidelines. The SSMP assists the District in providing comprehensive sewer system management, including protection of the
environment by eliminating sanitary sewer overflows.
Financial Review
Costs for both events will be finalized and included in the fiscal year 2021-22 budget. At this time, the total costs for these events are not
available.

Subject: Discuss Public Outreach and Engagement of Hard-to-Reach Populations
Summary
The Costa Mesa Sanitary District's (CMSD) 2020-2025 Strategic Plan Goal 5.6-4 seeks to "investigate methods of reaching traditionally
hard to reach populations, and identify outreach and engagement gaps and create a plan to address those gaps." In our initial efforts to
address this goal, CMSD has focused primarily on increasing communication and the availability of information to its Spanish-speaking
customers. These efforts are outlined below, along with relevant demographic information describing CMSD’s service area. Tonight,
District staff is requesting that the Citizens Advisory Committee (CAC) provide recommendations to guide CMSD’s efforts toward this
goal.
Recommendation
That the Citizens Advisory Committee makes at least two recommendations to enhance the District's public outreach and engagement of
hard-to-reach segments of the population.
Analysis
Since the adoption of the 2020-2025 Strategic Plan and CMSD’s engagement with Tripepi Smith as its strategic communications
consultant, District staff have completed the following tasks in relation to this goal:
Policy
Development of translation guidelines to determine which documents and communications require translation to Spanish
(vital documents and communications are translated, such as urgent impacts to service, program eligibility information,
notices of rights, and program-specific public outreach communications).
Electronic Communications/Social Media
Translation of all public awareness campaign materials (press releases, videos, and social media posts) to engage with
Spanish-speaking customers
Targeted advertisement of translated public awareness campaigns toward those with “Spanish” selected as their primary
language on Facebook
Monthly bilingual social media posts advertising the Organics Recycling Program and quarterly bilingual social media
posts advertising the Door-to-door Household Hazardous Waste Collection Program
Translation of all solid waste and wastewater program flyers for distribution online and at local community hubs (coffee
shops, laundromats, grocery stores, etc.)
Print
Distribution of bilingual door hangers promoting CMSD’s Organics Recycling Program to neighborhoods with low
participation in the program

Subject: Receive and file Report on Calcium Deposits within the District Sewer System
Summary
The District has calcium deposits within the sewer system that are growing larger. The extent of the calcium trouble spots was determined
when the system was last televised. Calcium formation can cause complete sewer blockage and create the potential for sanitary sewer
overflows. The District has reviewed methods for removing the calcium. This verbal report will provide an update to the progress and
action taken to date and our consideration for addressing this item.
Recommendation
That the Citizens Advisory Committee receives and files this report
Analysis
There are a few methods for addressing calcium buildup within the sewers. These methods consist of replacing pipe segments,
chemically treating the calcium with acid-based products, mechanical removal, and hydraulic removal. Each method has benefits and
drawbacks and there is not one method that fits all scenarios. The District has reviewed chemical treatment and mechanical removal. Our
plan is to review and/or trial hydraulic removal of the calcium deposits. The District appropriated $450,000 in the FY 2020-21 Budget to
begin addressing the worst areas and sewer pipe, but most of the budgeted money was transferred to another capital improvement
project because of an immediate need.
Staff will be providing a power-point presentation regarding this item and is seeking feedback and comments from CAC members.

Financial Review
The District budgeted $450,000 in the FY 2020-21 Budget to remove calcium from sewer pipes. However, on October 26, 2020, the
Board of Directors aprroved transferring $429,000 from Project #327 Calcium Removal Phase I to Project #333 Elden Force Main Air
Release Valve Removal because of immediate necessity to remove the valve and avoid future sanitary sewer overflows. Funding for
Project #327 will be considered again in the FY 2021-22 and 2022-23 Budgets.

Summary
On August 24, 2020, the Board of Directors adopted Administrative Policy No. 70.00, Naming of District Facilities. The policy describes
the procedures and guidelines for the naming and renaming of District facilities owned and operated by CMSD. The District is
recommending the CAC consider naming a CMSD facility after long time and former Board member, James Ferryman.
Recommendation
That the Citizens Advisory Committee recommends that the Board of Directors approve naming a CMSD facility after long time former
Board member, James Ferryman
Analysis
Why name a CMSD facility after James Ferryman?
James (Jim) Ferryman has served the Costa Mesa community as an elected and appointed official and volunteer for more than forty
years. He was elected and served as a member of the Board of Directors for the Costa Mesa Sanitary District from 1988 to 2020 where
he served as President for several terms (’94-’98, '05-'07, '12-'13 and '19-'20). He also has a long history of community involvement,
serving various organizations such as past President of the Newport-Mesa Unified School District (’98), and he is the Past President of
Costa Mesa-Newport Harbor Lions Club where he has been a long time volunteer of the annual Fish Fry and Carnival event that raises
money for club organizations within the community.
He was appointed and served as a member of the Board of Directors for the Orange County Sanitation District from 1989 to 2020 where
he served one term as President (2006-2008). Ferryman was chosen as the Costa Mesa Chamber of Commerce’s “Man of the Year” in
1992, and he was a leader in environmental protection service where he served as Chairman of the National Water Research Institute.
He also served on the Executive Board of the Santa Ana River Flood Protection Agency. Ferryman attended school locally, graduating
from Costa Mesa High School.
In addition to his commitment and dedication to service, Ferryman made the following contributions for the betterment of the community
by approving the programs below as a member of the Board of Directors.
Costa Mesa Sanitary District
Transitioning from a manual trash collection system to an automated system to improve operational efficiencies.
Implementing the Organics Recycling Program that uses anaerobic digestion (AD) technology to convert green waste and food
scraps into Renewable Natural Gas (RNG). CMSD became the first public agency in Southern California to use AD technology to

reduce greenhouse gas emissions and improve the environment.
Constructing the Robin Hamers Yard at 174 W Wilson Street, which became the first constructed facility in Costa Mesa to earn
Platinum LEED (Leadership in Energy and Environmental Design) Certification by the U.S. Green Building Council.
Acquiring permanent and portable secondary power for all twenty sewer lift stations to ensure sanitary sewer overflows do not
occur during power outages.
Purchasing and renovating the building that is currently serving as District Headquarters (290 Paularino Avenue). The HQ facility
has a community room available for public renting and the larger building allowed for more public participation at Board meetings
and special events such as the Citizens Environmental Protection Academy, State of the District, CMSD 75th Anniversary, and
Open House.
Procured and installed a solar photovoltaic system on the rooftop of Headquarters that lowered energy costs by two-thirds and
reduced harmful emissions into the atmosphere.
A community-wide door-to-door Household Hazardous Waste (HHW) Collection program where residents can have their
unwanted HHW collected curbside. They no longer have to drive to Huntington Beach to drop off their unwanted HHW.
Implementing a fundraising program for local schools by having students collect and recycle used telephone books. The program
transitioned to used alkaline batteries after telephone books became obsolete.
Implementing the Citizens Environmental Protection Academy (CEPA) that gave residents an opportunity to experience firsthand
how CMSD operates solid waste and wastewater collection systems.
Successfully expanded Robin Hamers Yard that allowed CMSD to centralize its emergency equipment and improve response
time for emergencies.
Partnership with Orange Coast College Recycling Center that allowed residents to drop off fluorescent light bulbs, alkaline
batteries and used cooking grease.
Creation of a Citizens Advisory Committee to provide citizen involvement and a channel of public communication to the Board.
Shifting from contract wastewater maintenance to in-house wastewater maintenance where CMSD hired field personnel to
maintain the sewer system, which resulted in fewer sanitary sewer overflows.
Stabilized trash rates for fifteen consecutive years and approved one of the lowest wastewater rates in Orange County.
Approved over $13 million of wastewater capital improvement projects in the last ten years.
According to Administrative Policy No. 70.00, "Facility" is defined as buildings or wastewater lift stations. On February 22, 2021, the
Board of Directors expanded the definition to include the naming of rooms inside a facility. Staff believes there are three facilities the CAC
could consider recommending naming in honor of Jim Ferryman. They are:
1. Headquarters
2. Elden Sewer Lift Station
3. Board/Community Room inside Headquarters
Headquarters is the most prominent facility of CMSD because it's where the organization conducts its business. There are several
options where a sign can be placed at HQ such as the front doors, underneath the CMSD signage at the front entrance, the facade of the
building facing Redhill Avenue, or create a new separate sign installed on CMSD right of way on Paularino Avenue.
The Elden Sewer Lift Station, located on Mesa Drive near Elden Avenue, is the largest station within CMSD. The station pumps
3,750 gallons of wastewater per minute, and it has a large by-pass pump on site to serve as backup power and pumping during power
outages. The by-pass pump is housed in a cinder block wall structure that would be ideal for placing a name on it. Exhibit 1 are pictures
of the facility that houses the by-pass pump.
Another option the CAC could consider is naming the Board/Community Room inside Headquarters after James Ferryman. In addition to
having a sign in front and/or inside the room, Board of Directors agendas and special events would indicate the name of the room where
the meetings/events are held.
Attached as Exhibit 2 is a copy of Administrative Policy No. 70.00 and also attached is Exhibit 3, written documentation of approval by Mr.
James Ferryman in accordance to Section VII.3 of said policy.
Legal Review
Not applicable.
Environmental Review
Naming a CMSD facility after a person is an administrative matter and is not a disturbance of the environment similar to grading or
construction and does not constitute a project under CEQA or the District’s CEQA guidelines.
Financial Review
Creating a name sign for James Ferryman will not have a financial impact to the budget unless the sign is a newly constructed and
placed on CMSD Paularino Avenue right of way. A newly constructed sign will have design, manufacturing and installation costs, and it
would require City of Costa Mesa review and approval. Permit fees would apply as well. The cost for such a sign could be as high as
$5,000.
