III. Drug -Free Workplace Act of 1990 - (Subrecipient Handbook, Section 2152)
The State of California requires that every person or organization subawarded a grant or
contract shall certify it will provide a drug -free workplace.
IV. California Environmental Quality Act (CEQA) - (Subrecipient Handbook, Section 2153)
The California Environmental Quality Act (CEQA) (Public Resources Code, Section 21000
et seq.) requires all Cal OES funded projects to certify compliance with CEQA. Projects
receiving funding must coordinate with their city or county planning agency to ensure
that the project is compliance with CEQA requirements.
V. Lobbying - (Subrecipient Handbook Section 2154)
Cal OES grant funds, grant property, or grant funded positions shall not be used for any
lobbying activities, including, but not limited to, being paid by or on behalf of the
undersigned, to any person for influencing or attempting to influence an officer or
employee of any agency, a Member of Congress, an officer or employee of Congress,
or an employee of a Member of Congress in connection with the making of any federal

Cal OES-funded projects must certify that it and its principals are not presently debarred,

VII. Proof of Authority from City Council/Governing Board - (Subrecipient Handbook Section
1350)
The above -named organization (Applicant) accepts responsibility for and will comply
with the requirement to obtain a signed resolution from the city council/governing
board in support of this program. The applicant agrees to provide all matching funds
required for said project (including any amendment thereof) under the Program and
the funding terms and conditions of Cal OES, and that any cash match will be
appropriated as required. It is agreed that any liability arising out of the performance of
this Subaward, including civil court actions for damages, shall be the responsibility of the
grant Subrecipient and the authorizing agency. The State of California and Cal OES
disclaim responsibility of any such liability. Furthermore, it is also agreed that grant funds
received from Cal OES shall not be used to supplant expenditures controlled by the city
council/governing board.

Budget Narrative
A. PERSONNEL
Request - S5,000 Total: 5 000
Labor for drafting RFP, reviewing proposals, drafting contracts, accounts
payable and program management for the feasibility study and for designing,
procuring and installing of backup batteries for the solar photovoltaic system
on the rooftop of District Headquarters. The District's Emergency Operations
Center and computer servers are located at Headquarters. Labor includes
fringe benefits at 35% of labor costs.
B. CONTRACTUAL
Request - S200.000 Total: $200,000
Phase 1 will consist of hiring a professional energy consultant to prepare a
feasibility study for procuring and installing backup batteries for the solar
photovoltaic system on the rooftop of District headquarters. The consultant will
determine the best location for the batteries, estimate costs for procurement,
and installation, recommended manufacturer and identify maintenance
costs. Phase 2 will consist of hiring a professional energy contractor that's
skilled and experienced in procuring and installing backup batteries for solar
photovoltaic systems. In addition, the contractor will prepare electrical
designs for approval consideration at Southern California Edison and the City
of Costa Mesa and the contractor will submit as -built plans to the District at the
conclusion of this project.

Project Narrative
The Costa Mesa Sanitary District (CMSD) provides essential services to the public
by collecting and properly disposing of wastewater and solid waste to over
116,000 residents and to nearly one thousand businesses in the City of Costa
Mesa and portions of the City of Newport Beach and unincorporated County of
Orange. CMSD is a diverse community consisting 30% of the population are
Spanish speaking residents. CMSD's total annual operating and capital
improvement budget is $12 million. In addition to the budget, the District has $5
million dedicated for disasters that will allow CMSD to perform infrastructure
improvements to the District's wastewater facilities damaged by a disaster
event; however, there are no disaster reserve funds for solid waste infrastructure.
On September 8, 2020 CMSD Headquarters (HQ) spent 20 hours and 33 minutes
in a power outage. On September 22, 2020, HQ spent less than one hour in a
power outage. In March 2019, CMSD installed a solar photovoltaic system on the
rooftop of HQ that will help combat greenhouse gas emissions and reduce the
District's collective dependence on fossil fuel, while at the same time reducing
energy costs at HQ.
CMSD HQ has the capability to accept alternative power when power outages
occur by mobilizing a portable diesel generator from the District Yard to HQ. It
can take up to one hour to transport, connect and energize the mobile
generator to the EOC and computer server ensuring the network in the EOC is

CMSD's proposal is replacing the emission emitting diesel generator and
improving energy recovery times by installing backup batteries for the solar
photovoltaic system on HQ rooftop. The backup batteries will achieve the
following objectives:
1. Instantaneous power after a power outage ensuring the EOC and
computer server is operational.
2. Diesel generators produce emissions of toxic air pollutants, which are
harmful to humans and the environment. Installing solar batteries allows CMSD to
reduce carbon footprint and emissions of toxic air pollutants.
3. Less disruption to CMSD neighbors because solar battery systems do not
create noise pollution.
Grant funds will be used to hire a consultant to conduct a feasibility study to
determine the size of batteries needed and the appropriate location for
installation. The study is estimated at $50,000. Grant funds will also be used to
hire a contractor to design, procure and install the batteries on CMSD HQ
property. The cost for design, procurement and installation of a solar
photovoltaic battery system is $150,000. Staff's experience installing a solar
photovoltaic system on the rooftop of HQ demonstrates CMSD's ability to
successfully install backup batteries for the solar system.

Emergency Plan
CMSD's emergency plan for power outages include the procurement of
secondary power for all twenty sewer lift stations CMSD owns and operates.
Approximately eight lift stations have permanent secondary power (e.g.
generators or by-pass pumps) on site, while the remaining 12 lift stations have
mobile generators dedicated for each station. The mobile generators are
stored at the District Yard. All the lift stations are connected to Supervisory
Control and Data Acquisition (SCADA) and the mobile SCADA server is located
in Colorado, so Power Safety Power Shutdown events or any other power
outages in California will not impact SCADA. SCADA sends text messages and
emails to CMSD staff when a power outage occurs giving staff ample time to
dispatch with mobile generators. In addition, The District Yard has a permanent
generator on site and as mentioned above, HQ can be connected to a mobile
generator during power outages. Recently, CMSD adopted its 2020-25 Strategic
Plan. One of the strategic goals is to review and update CMSD's Emergency
Operations Plan by 2021. This application is an attestation that CMSD's
Emergency Operations Plan will be revised to include Power Safety Power
Shutdown events.

Priority Funding
CMSD installed a solar photovoltaic system on the rooftop of HQ that
will help combat greenhouse gas emissions and reduce the District's collective
dependence on fossil fuel, while at the same time reducing energy costs at HQ.
Like all solar energy systems, CMSD's system is tied to the grid with an automatic
shutoff switch that turns off the solar system during a power outage. By adding
a backup battery, CMSD's solar system and battery will be wired independent
of the grid. The backup battery will provide the following low/no emissions
power solutions.
1. By storing solar electricity during the day or off peak grid electricity,
battery storage can reduce or even eliminate the need to use peak generators
during times of high demand and this can potentially reduce emissions.
2. Replacing a diesel fueled mobile generator with solar backup batteries
will reduce emitted toxins in the atmosphere such as NOx, carbon monoxide
(CO), hydrocarbons, and particulate matter that are substantial contributors to
poor air quality.
