Solid Waste Ad Hoc Committee Meeting To: Solid Waste Ad Hoc Committee Via: Scott Carroll, General Manager From: Nabila Guzman, Management Analyst I Date: September 9, 2020 Subject: CMSD - CR&R Truck Fleet Update Summary During Fiscal Year 2018-2019, CR&R experienced an increase in truck breakdowns that caused multiple route delays. During the annual CR&R Performance Review in December 2019, CMSD raised the question of the fleet age and cause of the breakdowns. During our meeting, CR&R committed to adding more mixed waste daily routes to accommodate the increase in population as well as to replace some older trucks in the fleet. Staff will be providing an update on this item. Staff Recommendation That the Solid Waste Ad Hoc Committee receives and file this report. Analysis Since the December 2019 meeting with CR&R's Vice President Dean Ruffridge, CR&R has updated the fleet of vehicles servicing the residential routes within Costa Mesa. All the vehicles, including the spares, are CNG powered and have also recently been painted. In FY 2018-2019, the CMSD/CR&R fleet had 10 regular service trucks and four of them were nine years old. The fleet also included three spare vehicles that were Diesel fuel and over thirteen years old. Recently, CR&R removed the three spare vehicles and a 2010 mixed waste truck from the fleet and added three newer trucks to CMSD's service area. CMSD/CR&R's fleet now has ten regular service trucks with the oldest one being ten years old and two spare trucks instead of three. These newer trucks should reduce the number of breakdowns that are experienced in our service area and cause delays in service. CMSD's second concern during the FY 2018-19 review period was route efficiency to reduce missed pickups. CMSD made the observation that adding one more mixed waste truck to the daily route would improve route times and reduce missed pickup complaints. The CR&R Operations team has carefully analyzed the mixed waste and organics routes and don't believe that an additional route is justified at this time. Based on the data gathered, CR&R believed that the average loads of mixed waste and organics fall below 10 tons each. CR&R and CMSD will continue to monitor tonnages and route efficiencies to determine if an additional route is necessary in the future. Subject 2. Solid Waste Ad Hoc Committee Meeting To: Solid Waste Ad Hoc Committee Via: Scott Carroll, General Manager From: Nabila Guzman, Management Analyst I Date: September 9, 2020 Subject: Current Diversion Rates Summary On March 19, 2020, CR&R emailed a notice to CMSD that due to the COVID-19 pandemic CR&R was temporarily suspending all recycling processing operations at their Material Recovery Facilities (MRF). This change had an impact on CR&R's ability to divert waste from the landfills and all material collected in the mixed waste truck would be temporarily transported directly to landfills for disposal. Staff Recommendation That the Solid Waste Ad Hoc Committee receives and file this report. Analysis Since the notice in March 2020 from CR&R, all material collected in the mixed waste truck has been directly taken to the landfill for disposal and there has been no recovery of recyclable material. CR&R had hoped to resume operations in July, but with the increase in COVID-19 positive cases in Orange County, these efforts were put on hold. On July 10, 2020, CMSD received a second notice from CR&R, stating that their MRF operations continued to be paused and it is anticipated that they will be fully operational in late September. I would like to clarify that operations are paused for mixed waste processing only, as their AD Facility has remained fully operational during this time. Across the sector, most dirty and clean MRF's have paused operations due to the COVID-19 pandemic and material is being discarded at the landfills. Additionally, since the March notice, CR&R has reduced the number of customer service representatives due to the six feet distancing guideline. As a result, the wait times for the CR&R customer service lines have increase and the call volumes to CMSD HQ have also increased. To help mitigate the wait times CR&R rolled out a new feature that allows customers to choose the option of allowing customer service to call them back if they do not wish to wait for the next available representative. The new feature was made available on Wednesday, August 26th. Since the mixed waste material is being landfilled, the District's diversion rate has been affected. CMSD tracks its monthly diversion rate based on CR&R recycling reports but this diversion rate is not reported to a State Agency. CMSD is a special district and the diversion and program reporting is only completed by Cities on a calendar year basis. Every summer, Management Analyst I is contacted by the City of Newport Beach and City of Costa Mesa's solid waste consultants to report previous calendar year tonnage collected, recycled, landfill and program information available. Due to this reporting schedule, 2020 COVID-19 data will not be reported to CalRecycle until August 2021. In late April, CalRecycle released a statement on COVID-19 and diversion requirements for jurisdictions. Per their letter, CalRecycle has the authority to take into consideration the impacts of COVID-19 when determining whether a jurisdiction is compliant with diversion and recycling laws. CalRecycle will examine a City's "good faith effort" to determine overall jurisdiction compliance. Next year, CMSD will continue to work with Newport Beach and Costa Mesa's solid waste consultants to report CMSD data as it's applicable to each jurisdiction. Based on CalRecycle's April notice, CMSD is not concerned with not meeting recycling mandates. This calendar year, we have collected 27,679.41 tons of trash through the curbside program and recycled 9,798.96 tons for a diversion rate of 35%. Since April, all that has been recycled is the organic material collected in the organics recycling cart. Attached to this staff report is the 2020 calendar diversion report.
