establish by ordinance or other rule the time and place for holding regular meetings

WHEREAS, the Board has established its monthly regular meeting day as the
fourth Thursday of the month;
WHEREAS, that day and time conflicts with other public business for which

affect the validity or enforcement of the remaining provisions of this Ordinance that may
stand on their own.
