MINUTES OF SPECIAL MEETING OF THE BOARD
OF DIRECTORS OF THE COSTA MESA SANITARY
DISTRICT HELD AT 2057 NEWPORT AVENUE (REAR)
COSTA MESA, CALIFORNIA, DECEMBER 16TH 1954

DIRECTOR C. M. NELSON, ACTING PRESIDENT, ANNOUNCED PURPOSE OF
MEETING WAS TO CONSIDER THE TERMS AND CONDITIONS OF CERTAIN CURRENT
AND FUTURE APPLICATIONS FOR ANNEXATION OF UNIMPROVED PARCELS OF
LAND TO THE SANITARY DISTRICT AND TO PROVIDE OPPORTUNITY FOR APPLI-
CANTS TO PARTICIPATE IN SUCH CONSIDERATION-AND DISCUSSION.
AFTER FULL AND FREE DISCUSSION THE FOLLOWING MOTION WAS MADE BY
DIRECTOR ALLEN, AND SECONDED BY DIRECTOR MEYERS:
THAT FOR THE PURPOSE OF APPLICATIONS NOW BEING CONSIDERED A
CHARGE OF $50.00 PER ACRE BE LEVIED.
UPON FURTHER DISCUSSION AND EXPRESSIONS OF VIEWS OF APPLICANTS
PRESENT, DIRECTOR ALLEN, MAKER OF THE ABOVE MOTION, WITH CONSENT OF
DIRECTOR MEYERS, WHO SECONDED SAME, ASKED AND WAS GRANTED PERMISSION
TO WITHDRAW THE MOTION, AND DID ACCORDINGLY WITHDRAW SAME.
THOSE PRESENT, REPRESENTING CERTAIN PROSPECTIVE APPLICANTS FOR
ANNEXATION, WERE THEN GIVEN ASSURANCE THAT A DECISION BY THE BOARD
WOULD BE REACHED AND AVAILABLE TO SUCH APPLICANTS AT NEXT REGULAR
MEETING OF THE BOARD, JANUARY 6TH, 1955, WHEREUPON VISITORS WITHDREW.
IT WAS MOVED BY DIRECTOR ALLEN., SECONDED BY DIRECTOR NORMAN, THAT THE
BOARD REQUEST THE CITY MANAGER OF THE CITY OF COSTA MESA TO ACT FOR A
DAILY CORRECTION OF ROAD HAZARDS CREATED BY'HOUSE SEWER CONNECTIONS.
MOTION CARRIED. SECRETARY WAS INSTRUCTED TO WRITE A LETTER TO THE
CITY MANAGER ACCORDINGLY.
ON THE SUBJECT OF CHARGE PER ACRE FOR ANNEXATION OF UNIMPROVED PAR-
CELS OF LAND AS DISCUSSED EARLIER IN THE MEETING, DIRECTOR ALLEN
MOVED, AND DIRECTOR MEYERS SECONDED, THAT A CHARGE OF $10.00 PER
ACRE BE CHARGED TO ACCOMPANY COMPLETED PETITION FOR ANNEXATION IN
EACH CASE WITH A MINIMUM OF $100.00 TO APPLY IN EACH INSTANCE.
MOTION CARRIED AND SO ORDERED.

THE FOLLOWING SEVERAL ACTIONS WERE AGREED UPON AND AUTHORIZED:
DIRECTOR ALLEN WAS AUTHORIZED BY MUTUAL CONSENT TO CONSULT COUNTY
COUNSEL AS TO THE LEGALITY OF EMPLOYMENT BY SANITARY DISTRICT OF AN
`ATTORNEY WHO ALSO SERVED THE CITY OF COSTA MESA IN A LIKE CAPACITY.
SECRETARY WAS INSTRUCTED TO INFORM CERTAIN APPLICANTS FOR ANNEXATION
AS TO THE BOARD'S ACTION AS ABOVE ON QUESTION OF CHARGE PER ACRE.
SECRETARY WAS INSTRUCTED TO INFORM CERTAIN APPLICANTS FOR ANNEXA-
TION AS TO THE BOARD'S ACTION AS ABOVE ON QUESTION OF CHARGE PER
ACRE.
SECRETARY FURTHER INSTRUCTED TO OBTAIN VIEWS OF CITY ENGINEER PAT -
TERSON ON QUESTION OF CLEAN -OUT AT JUNCTURE OF 4" AND 6" HOUSE AND
STREET CONNECTION AT PROPERTY LINE.
UNDERSTOOD THAT SECRETARY WOULD SEE THAT CONTRACTORS NOW BONDED TO
DISTRICT WERE ASKED TO SUBMIT BID FOR CONSTRUCTION OF 503.90 FEET
OF 8" MAIN ON IRVINE AVENUE BY JANUARY 6TH MEETINGS.
