A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
COSTA MESA SANITARY DISTRICT AMENDING ITS
POLICY RELATING TO REIMBURSEMENT FOR
CONFERENCES, TRAVEL AND OTHER EXPENSES
WHEREAS, Health and Safety Code Section 6409 establishes the daily and monthly
limits in director fees; and
WHEREAS, Resolution No. 94 -538 previously set forth the District's policy relating to
payment for expenses incurred both inside and outside of the County of Orange; and
WHEREAS, the Board does hereby desire to amend its previous resolution to allow
payment for expenses for events occurring outside Orange County in which prior approval is not
obtained provided there are extenuating circumstances;
NOW, THEREFORE, the Board of Directors of the Costa Mesa Sanitary District does
hereby RESOLVE as follows:
1. THAT any meeting, conference or seminar reasonably related to District business
held within the geographical limits of Orange County, California may be attended by. any Board
member or one or more Board members without prior approval of the Board of Directors.
2. THAT expenses incurred for registration, travel, meals, entertainment and
miscellaneous may be incurred by such member or members and shall be presented for payment
by invoice to the District supported by all receipts for expenses incurred and in a form suitable
for inclusion in the District monthly warrant list.
3. THAT generally no Board member shall incur any expense for registration, meals,
lodging, travel, entertainment or miscellaneous for any meeting, conference or seminar
reasonably related to District business conducted outside the geographical limits of Orange
County, California without obtaining the prior approval of the Board to attend unless there are
extenuating circumstances in which case the Board must thereafter approve of not only the
expense but the extenuating circumstances that excused not obtaining prior approval.
4. THAT any board member or members may attend any meeting, seminar or
conference outside the County of Orange, California at his or her own expense without approval
of the Board.
5. THAT no Staff member may incur any expense or make any expenditure unless pre -
approved by the Board, however the Board may approve recurring or ongoing Staff expenses
incurred for the District up to but not exceeding Board -set limits.
6. THAT the District Secretary shall report, on an annual basis, reimbursements
required by Government Code Section 53065.5 or such successor statute.
7. THAT Resolution No. 94 -538 is hereby superseded.
