Minutes of called meeting 5:40 p.m.
Nov.19,1954, office of Newport Heights
Irrigation District, 116 East 18th Street,
Costa Mesa, California.
Present: President Cherries TeWinkle, Board members
Fred Allen, H. aul Norman, Claire M.Nelson
and Art H. Meyers.
Attorney Leroy P. Anderson ruled that this meeting was
in order..
1. Meyer moved after -some discussion heard by members of
the Costa Mesa City Counsil, that the Costa Mesa
Sanitary District should join with the City, if the
administration were willing, in bring Mandamus action
against County Auditor, Les Eckel, to effect contractural
payment by the District to the City of'Costa Mesa for
services performed in accordance with terms of the City—
Sanitary District Contract for operation of the District's
Sewer system and trash and arbage collection service.
The motion was seconded by Director Norman, and it passed
by unanimous vote, with all Directors voting Aye.
2. Director Norman moved that the Attorney for the Costa Mesa
Sanitary District obtain opinion of the County Counsel as
to legality of the contract for operation of the District's
sewer system and trash and garbage collection service be-
tween the City of Costa Mesa and the Costa Mesa Sanitary
District, this action to be taken jointly with legal
Counsel for the City. The motion by Norman, was seconded
by Director Meyers, and it passed unanimously with all
Birectors of the District voting Aye.
3. The meeting was then adjourned.

Preceding Regular Order of Business, the Board of Directors heard
a delegation headed by Dr Sterling Paris interested in the Annexation
of that portion of the Newport Mesa Tract and Additions thereto, not
already within the boundaries of the Costa Mesa Sanitary District,
and upon such hearing of representations then and there made favoring
such Annexation, the following action was taken,'to wit:
It was moved by Director Nelson and seconded by Director Allen that
Attorney Anderson be directed to prepare a Petition in form covering
the area comprised in that portion of the Newport Mesa Tract and
Additions thereto, not now within the Sanitary District. Motion
carried and so ordered.
Whereupon it was understood that the Secretary would inquire as to
availability of the Auditorium of Main School as a place of meeting
of people of said proposed annexation area, and arrange for general
meeting on such convenient date as the Auditorium might be available
for the purpose of discussing the proposal of annexation.
Note: Subsequent to the above arrangements have been made to hold
such general meeting at the location described on Tuesday
December 7th at 7:30 P M.
