A RESOLUTION OF THE BOARD OF DIRECTORS OF THE COSTA MESA
SANITARY DISTRICT ESTABLISHING DISTRICT SAFETY PROCEDURES;
ESTABLISHING A DISTRICT SAFETY COMMITTEE; ADOPTING THE
SPECIAL DISTRICTS RISK MANAGEMENT AUTHORITY'S SAFETY MANUAL
AND REVISIONS AND STATING THE REASONS THEREFOR.
THE BOARD OF DIRECTORS OF THE COSTA MESA SANITARY DISTRICT DOES HEREBY RE-
SOLVE AS FOLLOWS: That
WHEREAS, as District is participating in a joint powers authority with other
like districts entitled Special Districts Risk Management Authority (SDRMA) which
provides the District with insurance protection for property loss, general liability
and employees' errors and omissions, boiler and machinery and public officials'
bond; and
WHEREAS, the Board finds that prudent planning and risk management require
the creation of a safety committee and the adoption of a safety manual for the use
of District personnel in conducting District business; and
WHEREAS, the Board finds that certain publications should be adopted by the
Board and ordered included in construction specifications;
NOW, 'WHEREFORE, BE IT RESOLVED:
THAT there is hereby created a Safety Committee of the District which shall
consist of the District Manager /Engineer and such other members as he shall desig-
nate which shall meet in frequency established by the District Manager /Engineer but
no less often than quarterly and which shall keep and maintain minutes which will be
periodically filed with the Board as informational reports;
THAT the following publications and procedural manuals are hereby adopted by
the Board as they are presently published and may from time to time be amended or
published in subsequent editions and which will be made a part of the Standard
Construction Specifications of the District:
A. The Work Area Traffic Control Handbook (WATCH)
B. The Manual of Warning Signs, Lights and Devices for Use in Performance
of Work upon Highways
C. State Labor Code Sections 6704`, 6706 and 6707
D. The Construction Safety Orders (CAL /OSHA)
E. The General Industry Safety Orders (CAL /OSHA)
F. Standard Specifications for Public Works Construction (The Green
Book);
THAT a safety manual has been prepared by SDRMA and is hereby adopted as the
Safety Manual of the District as the same is now constituted and may be amended from
time to time and as may be augmented or supplemented by District Staff;
THAT a certified copy of this Resolution be forwarded to the offices of SDRMA
in compliance with any policy requirement by SDRMA.
