A Memorandum of Minutes of a Public Meeting
held under direction of COSTA MESA SANITARY
DISTRICT at Main School Auditorium April"
21ST, 1954:
Present for Sanitary District:
Directors: TeWinkle, Nelson, Lord, Norman, Meyers.
Engineers: Warren Messing, Robert Bulot,
Robinson.
Attorney: Leroy P. Anderson
Secretary: F. B. Owen
Supervisor.: Heinz Kaiser
Number of people present about 250.
President TeWinkle asked the audience to move
down front. Introduced District personel and stated
• purpose of meeting to have presented as information and
for consideration question of annexation of certain
areas,in this case , principally those North of 21st
Street and East of Newport Boulevard, within and
adjacent to City of Costa Mesa, to the Costa Mesa
Sanitary District for the purpose of developing Sanitary
sewer. facilities.
President TeWinkle then presented Mr. Claire M. Nelson,
a Director of the Costa Mesa Sanitary District,, Mr.Nelson,
welcomed those in attendance.
Engineer Robinson presented map of area 21st Street to
Mesa Drive and East of Newport Boulevard, together with
figures of approximate cost of sewers, some 720 acres,-
involved at estimated cost of $600.00 per acre.Hydraulics
and Engineering features also described in general way.
Manner and method of circulating Petitions outlined.
Necessary Petitions will be prepared and provided by
Sanitary'District covering area decided upon by District
to be included in each Petition,,
Areas North of the Mesa Drive also mentioned for con-
sideration.
�r After a Question and Answer period and general discussion
it was suggested by Mr. Clark that an expression of wishes
of those present with respect to development of sewer sysTm
I_
might be desirable whereupon the Chairman called for a
"Show of Hands" favoring such proposition. The response
was apparently enthusiastic and unanimous.
In response to query as to those willing to circulate
petitions, it appeared that about one -half of those
present signified such willingness by show of hands®
By way of comment it appeared to interested observers
that this meeting showed genuine interest in the subject
of sewers and annexation in order to obtain same and
was so conducted and attended as to improve its importance
on all concerned.
