Record of a Conference held April 17th at office
of District 2067 (rear) Newport Ave. Costa Mesa,
California at 9 A.M.
Present: President TeWinkle, Director Meyers, Inspector
Carver, Wm. St.Clair,and Contractor H. Van
Diest.
President stated that the purpose of the gathering was to
determine ways and methods that will insure inspection
with a minimum of trips and such practices as will avoid
complaints from the public as to delay in completing work,
filling house connection ditches and generally unsatis-
factory conditions complained of.
After long discussion, individual cases, ordinance re-
quirements of both Sanitary District and cities of Costa
Mesa and Newport Beach, President again stated that what
the Board and himself are concerned about is " What can
we do to speed this thing up so that inspection will not
take more than one trip "etc.".
Attorney Anderson: "Think that is what we are trying
ti get to," etc.
Finally, President TeWinkle again asks: "What can we do
to speed up this inspection and get away from complaints
of people on open ditches ?"
Van Diest -b O.K. I have a suggestion -- you can take
if you want.
Carver has a complete list - if he gives me a list. I will
send men back that same day. _J.
V. D. You give me A list tomorrow or Tuesday morning
as to what is the matter with them.
" I have had 6 men 3 days in a row" —
Carver: " You know what I want and they evidently are
not getting it to me or I would have no trouble'.

The matter of List (understood to be a list of
cases requiring further correction) was repeatedly
mentioned by contractor.
Director Meyers remarked that "A contractor is entitled
to consideration if he needs inspection he should have
i t" .
Other matters — such as examination of "Y" Branch maps
and presence of Inspection cards before contractor
starting a.job were stressed.
