of the Costa Mesa Sanitary District held at
2057 (rear) Newport Boulevard, CostaMesa,
California, April 12th, 1954.

Meeting called to order at 7 :30 P.M. by President TeWinkle.
President TeWinkle announced as a subject for attention the
requirements and practices with respect to filling of cess-
pools by Contractors when final house "Hookup 1' is made.
Director Nelson raised the question with Mr.Izzi as to whether
bill for final "Hook --up" should be presented before cess
pool is actually filled as provided for in original Izzi
contracts.
Full discussion of the subject brought out the effect of
"Emergency Hook—ups" as recently ergaged in upon the cost of
such final connections and filling of cess -pools in such cases.
Mr. Izzi stated he had some 160 contracts in his name and for
wklich he had retained responsibility to complete.
Tentative understanding was reached that in Emergency cases the
charge for r1hal Hook—lip of $10.00 would stand and if owner
desired cess pool filled an additional $5,00 would be charged,
while in hand - running operation the charge for final Hookup
would be $5.00 if cess pool is not filled. Expressions of
confidence in Mr.Izzi to dry the right thing in this matter
were voiced by President and Director Meyers and these views
not dissented from.,

A t this point Messrs. Da vis and Wade from immediate
North side of 21at Street - stated their desire to present
a petition for annexation of a certain parcel bordering on
21st Street for the purpose of obtaining sewer service
from the 21st street main.
The proposed general meeting and its purpose was explained
and they well asked to defer presentation of their individual
petition until the result of this meeting -- and action
thereon by'the Sanitary District.Board had been had.
Note. President TeWinkle: I would not be opposed to
letting you in on lease basis until such time
as it is found out what the disposition of 21st
Street North is.
Attorney Anderson: But not guaranteeing you anything now.
Messrs. Davis and Wade excused.
Mr. Fred Allen, accompanied by Mr. Carlton Smith, inquired
as to status of proceedings to provide Sewer line on 20th
Street — Tustin to Irvine, to sewer recently annexed area
No.16.
Engineer Bulot explained procedure under 1911 Act and stated
that Engineers and Attorney were working on plans for such
procedure in this case.
Messrs. Allen and Smith retired.
Question of record of "Y" Branch locations in mains,
conditions and resting place of records and as -built tracings,
It was decided that such tracings including all detail data to
March 15th when City took over issuance of Permits, should be
brought to office of District and made available to contract-
ors who in turn were to be instructed to consult such "Y"
location records before starting work on a new house connection,
Question of Grease and /or Sand traps and provision of District
and City ordinance controlling same.
Inspector Carver stated that there appears to be two ordinances
and " I don't know which to follow " -- "What Code are we going
by?"
Mr. Bingham, inspector for the City stated his opinion that
there is no conflict between City of Costa Mesa and Sanitary
District Ordinances in this respect.

Engineer Bulot: rWe have drawings of grease traps and
sand traps. We will bring these up. Agreed.
Further discussion relative to these devices and resp®nsi-
bility for installation of same, as between owner and
contractor.
Inspector Carver displaying City of Newport Code, stated
this is what I am going by ".
Also asked as to use of Orangeburg , Inspector Bingham
stated all right to use H on same basis as V. C.
Director Nelson remarked that if there is any variation
between City and District requirements if it is called to
our attention we will try to adjust because we want them
alike. Mr. Bingham stated he did not think there is
any difference of importance.
Director Nelson described plans for general meeting April
41st at Main School in interest of area North of 21st
Street to annex to District.
Director Meyers described an installation of house connect-
ions made in Lots 1 -2-3, Tract 18, and recommended a
variance to fit conditions here from Ordinance No.1
requirements.
Moved by Nelson, seconded by Meyers, that such variance
be allowed. Motion carried„
