A RESOLUTION OF THE BOARD OF DIRECTORS
OF THE COSTA MESA SANITARY DISTRICT OF
ORANGE COUNTY, CALIFORNIA, REQUESTING
THE COUNTY BOARD OF SUPERVISORS TO
INVESTIGATE THE FEASIBILITY OF A REFUSE
TRANSFER STATION IN THE SOUTH COAST AREA.
WHEREAS, the County of Orange has determined it necessary
to phase out the Coyote Canyon landfill, which serves Costa Mesa
residents, sometime in early 1981 and to relocate the Class II
facility north of the E1 Toro Marine Corps Air Station; and
WHEREAS, the relocation of this landfill will have a
major economic and level -of- service impact in terms of the
collection, transfer and disposal of solid waste materials
generated in Costa Mesa and neighboring communities; and
WHEREAS, the Board of Directors of the Costa Mesa Sanitary
District recognizes the need for a careful economic and
environmental avaluation of the future solid waste disposal
alternatives for the Couth Coast region, and
WHEREAS, the Orange County Solid Waste Management Plan
as mandated by the Nejedly- Z'berg -Dills Solid Waste Management
and Resources Recovery Act suggests 'the possible need for a
transfer station in the South Coast region contingent upon
closure of the Coyote Canyon Landfill.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Directors
of the Costa Mesa Sanitary District does formally request the
Orange County Board of Supervisors to direct the General Services
Agency - Solid Waste Management staff to explore the feasibility
of a transfer station in the South Coast region.
BE IT FURTHER RESOLVED, that the Solid Waste Management
Technical Advisory Committee be requested to work with the
County staff on the aforementioned feasibility study in order
to obtain multi - jurisdictional input into the process.
BE IT FINALLY RESOLVED, that an effort be made by the
County to coordinate these activities with both private and
public refuse haulers presently served by the Coyote Canyon
Landfill.
