Minutes - Board - 1954-03-123 Minutes of Special Meeting of Board of Directors of COSTA MESA SANITARY DISTRICT held at 2057 (rear) Newport Avenue, Costa I Mesa, California, March 12th, 1954. Directors present: TeWinkle, Nelson, Lord, Norman, Meyers. Attorney Anderson Secretary Owen Visitors: City Councilmen, Walt Miller, Bruce Martin, Bert Smith. City Attorney, Don Dungan. City Manager, Geo.W.Coffey Building Inspector, A.J.Volz " " 141. F.Bingham. Meeting called to order 7:30 P.M. by President TeWinkle. Purpose of meeting to discuss and consider ways and means to "combine Sanitary District operations with City affairs" as stated by Director, C. U. Nelson. Attorney Dungan upon request announced it as his opinion that it is possible for the Sanitary District to contract with the City to take over the operation of the Sanitary District but would not dissolve the Sanitary District, or the District Board. Director Norman - Could the City operate outside the City limits? Attorney Anderson. The City has no power to annex anything to the Sanitary District. r Director Nelson: I would like to see a start made to take in a large area such as from 21st Street to the Country Club. President TeWinkle mentioned small parcels to get started but ought to take in everything to the Country Club. Large areas favorably commented. Councilman Smith: Work of the District could be handled by the City with little or no additional cost. Mentioned opening streets and putting them back as should be. Advantage to growth of Costa Mesa. President TeWinkle: The thing now is to try to set up inspection and control of opening streets. (2) City Manager Coffey discussed the convenience to the people of the District in being able to secure all Permits at one place. if the District builds up an organization to take care of all these annexations it would be more than needed after annexations are ' made . Suggests assigning an employee of the City to do the work of the District. Do not have enough work to keep one man busy and charge time to Gasoline Fund. Do not have money or appropriations. Attorney Anderson: I would be in favor of working out a contract with the City to do their own installing in the City territory. That is what I think should be done. A contract for outside the City can be worked out but such a contract would not hold with annexations. There m uld have to be a new contract with each annexation. Councilman. Smith: Inspection is one phase, operation another phase. Director Meyers: New constructions- this should be ironed out so that a person building a new house could get all per- mits at one place - all he'�gets here is a house connection from Sewer main to house plumbing . Inspection service now paid by monthly retainer and not on 42.00 fee basis. President TeWinkle: Suggests inspection come from the City Hall on a. $2.00 basis. Try it for 30 days. The main thing is to get it under one head - so it is not conflicting with the City. Further discussion of details. As -built system of records referred to. M tion by Director Lord, seconded by Director Meyers, that A ?torney Anderson be directed to prepare an Agreement whereby the City of Costa Mesa, effective March 15th, 1954, will issue all Permits for House Connections and perform all inspection service of construction done under such permits. Motion carried. Attorney Anderson called attention to contract with Consulting Engineer covering As -built drawings and records. No action. Director Meyers described arrangement made by Sanitation District No. 6 with City of Newport Beach whereby the Costa Mesa Sanitary j District is allowed to discharge 100,000 gallons sewerage per day into Sanitation District No.6 17th Street trunk sewer,thence into Newport Beach Trunk Line No.l, and his understanding with r- 0 pm (3) Newport Beach officials that 100000 gallons daily would be accepted. Moved by Director Meyers, seconded by Director Nelson, that the District pay the charge made by City of Newport Beach and that Attorney Anderson be directed to prepare an agree- ment to that effect. Motion carried. Thermatter of determination of "Distress" cases to be recognized in allotting the 100000 gallons per day discharge as above was by common consent and on suggestions of Attorney Anderson, left to District Secretary — Manager. That the District has juris- diction over. all cases where house connections have been made , o?d Permits issued and that the City should report any "Distress" cases where.Permit is issued by it to District Office for consideration and decision.
