ADDENDUM NO. 1
Harbor Pump Station Sewer Force Main Replacement
CIP PROJECT#200-B
Today's Date: February 17, 2016
Bid Opening Date: March 1, 2016, 10:30 A.M.
This Addendum is hereby made a part of the contract documents and construction drawings. Receipt of the
Addendum shall be noted on the Bid Form. The following changes, additions, clarifications or modifications
shall be made to the contract documents and construction drawings; all other conditions remain the same.
Based on questions submitted by contractors during the pre-bid meeting, a meeting with two City of Costa Mesa
inspectors was held and the District provides the following clarifications:
1. Regarding the City's pavement moratorium requirements, only the drilling pit and force main
open cut area adjacent to the pump station requires grind and cap 50 feet in both directions and
the full width of the lane. New asphalt in this area shall be rubberized. Traffic loops in this area
shall be replaced.
2. Potholes, valve removal area, and pit on east side of Harbor will be standard patch back of
existing asphalt depth plus 1 inch. Excavations shall be filled with 4 inch lifts of CMB or Class
II aggregate base with existing plus 1 inch asphalt replacement. Rubberized asphalt is not
required for potholes but is required for other excavations. Existing pavement in some areas
may be 17 inches thick. Bidders to assume 18-inch-thick asphalt.
3. Work hours shall generally be at night, however, the City requests no jack hammering at night
due to nearby residential developments. Therefore, pavement removal will occur during the day.
Day time work hours are 8:30 am—3:30 pm while night time hours may be 7:30 pm—6:00 am.
4. Contractor shall erect two (2) interchangeable message boards, one at each end of the project,
two weeks prior to beginning work.
5. As part of cutting and plugging the existing force main at seven locations, contractor shall flush
lines with clean water and vacuum out of excavations.
6. Trench plates shall be recessed.
7. Between midnight to 6 am when the new force main tin-in occurs, approximately 51,000 gallons
.
of wastewater will enter the Harbor pump station. Route maps for contractor's four 5,000-gallon
tanker trucks will be provided.
8. Attached is the approved bidders list and pre-bid sign in sheet.
Thank you,
COSTA MESA SANITARY DISTRICT
