Meeting called to order by President TeWinkle at 7 :30 p.m.
Hearing on Petition for annexation of Parcel-#14. (Pope).
The date and hour fixed by publication for hearing on Petition
to annex certain territory commonly known as the "Pope Annexation"
and designated as No. 14, having arrived, the Petition was pre-
sented to the Board. There being no protests in writing and no
person appearing before the Board to protest granting of said
Petition, hearing was declared closed.
It was moved by Director Nelson, seconded by Director Meyers,
that the above Petition be granted, that annexation of the par-
cel described therein be accepted, and that Order issue in
regular form and manner affecting such annexation. cav —`J°

Moved by Meyers, seconded by Norman', Engineer and Anderson Attorney,
by directed prepare necessary prodeedings. Carried.
Annexation No.16, North of Victoria. Petition progressing.
Application, informal petition, Roger Watson, Palisades Road
again mentioned and discussed.
Other prospective annexations mentioned, such as Mr. W. F. Croddy,
east of Irvine at 21st Street.
Mr. Teetzle, North of State Hospital. Mr. Craig, Monrovia Street,.
etc.
question of sewer service to property abutting on existing
District lines, but not within District, such as north side of
Hamilton where Baptist Church is being constructed, north side
of 21st Street, etc. Under consideration. No action.
Matter of maintenance and operation of Lift Station equipment
in Newport Vista Tract considered, and upon motion by Director
Meyers, seconded by ,Director Lord, Jas.Gallacher was authorized
' to perform this work, based on his proposal submitted by Director
Lord, to be paid $77.50 per month for such service.11otion carried.

Edison damage claim of $30.00 received.
Engineer Messing reported several instances of apparent violation
of Ordinance No.l provis °ions had come to his attention through
inspection procedure, In the form of house and plumbing connect-
Ions having been made by persons other than authorized contractors
and without inspection. Mr. Messing was requested to incorporate
details in a written report to the Board.
Director Meyers gave an account of negotiations by General Manager,
Lee Nelson, of the County Sanitation Districts and himself, with
the City of Newport Beach, in an effort to acquire limited dispo-
sal privileges through Newport trunk lines and treatment plant,
pending completion of Sanitation Districts Treatment Plant No.2,
and suggested the advisability of action on the part of the
Sanitary District towards.this' end. Attorney Anderson gave it
as his opinion that a Resolution requesting permission_to dis-
charge not to exceed 100,000 gallons of sewerage per day into
Sanitation District No.6-- line`s and thence into Newport City trunk
lines, would be in order, such arrangement to be in effect only
until time of completion of Sanitation District Treatment Plant
.No .2.
It was moved by Director Lord, and seconded by Director Norman,
that Attorney Anderson be directed to prepare such a Resolution.
Motion carried.
It vas moved by Lord, seconded by 'vieyers , that upon noti ce' of
occupancy and request by the City, the-Sanitary District furnish
the City information as to status of sewer house connections on
the property in question. Carried.
City Officials as above, were introduced at conclusion of Order
of Business, and discussion of relations between City and Sanitary
District;; provisions of Ordinances of each, questions of juris-
diction, operation °and general procedures was had.
At 8:30 President TeWinkle asked to be excused and retired from

proceeded.

Suggestion was made that a joint meeting of the City Council
and Sanitary District Board might be in order and in further -
ance of solution of problems confronting both City and District.
It was mutually agreed that such a joint meeting be held at
the office of the Sanitary District, at 7 :30 P.M., Friday,
N.arch 12th, 1954.
