Architect Selection Summary
Trendzitions has been retained to represent COSTA MESA SANITARY DISTRICT in the selection of an architect for their new
facility at 290 Paularino, Costa Mesa. We developed our Request for Proposal (RFP) based on the project requirements and your best value evaluation criteria. We have based our recommendation on your weighted scale for Cost; Ability to provide service;
Responsiveness to RFP; Qualifications and experience; References and previous performance; and Timeline for completing the
services.
We invited a total of 4 companies to participate in the bid process. Robert Thornton Architects, Inc. declined to bid due to their work load. The remaining companies were asked to provide pricing on the scope of work required: Confirm field verifications, produce construction documents including plan check corrections, produce a 16 Division specification book, provide (2)
renderings of the lobby and town hall, finish selection, submittal of the drawings to the city, RFI responses, submittal review, weekly meeting attendance, punch list walk. Below we have listed the three companies and their suitability for your project. We conclude with our recommendation.

Established in 1983, Rengel Company, Architects has provided multi-disciplined architectural services for their clients. They
focus on industrial and commercial architecture for both public and private entities. They have worked in the city of Costa Mesa
and successfully processed several projects through their building and planning departments. Their references said they are easy
to work with, did an excellent job, rarely had issues, have a great attitude and they work well with the contractors and the city
building officials.

Established in 1967, Robert Borders & Associates has over 30 years of experience with Municipal and public bid projects. They
have 3 principals that with different backgrounds to oversee the staff within the disciplines of architecture, design and production.
Their staff has over 10 years with the firm. They have completed hundreds of projects ranging in size from 1,000 square feet to
300,000 square feet and budgets as high as $32 million. They recently completed a fast track 5 floor TI project in Costa Mesa
and are familiar with the City’s expedited plan check process. Their references praised them for their meticulous attention to
detail, being proactive and one said they are an “amazing company”. They can have the drawings completed in the 4 week time
frame if there are no changes to the plans and approvals are done promptly.

Established in 1990, Datum Architects is sole proprietor. 65% of his business is TI work, 30% is manufacturing/warehouse/R&D
and 5% is restaurants. He works directly with his clients and has experience with working in the city of Costa Mesa, additionally
his office is located at 150 Paularino He is familiar with the city’s expedited plan check process. His references said he was
responsive to their needs, service oriented and attentive to detail. He can get the project done in our 4 week schedule.
Recommendation: Based on your “Best” Value Evaluation, interviews and review with CMSD staff our recommendation is Rengel+Company Architects, Inc. Rengel+ Co. has over 30 years experience, can meet the project requirements in the
time frame required, has more than one architect on staff and offered good pricing for the project. See attached score
sheets.

BEST VALUE EVALUATION CRITERIA
FINAL ARCHITECTURAL DESIGN AND ENGINEERING SERVICES
The following is the weighted scale criteria for evaluating RFPs for selecting a qualified
firm for providing architectural design and engineering services for the building at 290
Paularino Avenue. RFPs are due to Trendzitions on Wednesday, April 27, 2016 at
12:00 pm.
Cost: Cost will be scored on a scale of 1 to 5, with the high score being a 5. The
bidder that has the lowest total cost, as indicated on the Bid Form, will be awarded 5
points as will any other bidder within 15% of the total cost. Bidders not within this range
will be scored as follows:
1. 15.1% to 25% above the lowest total cost bidder will receive 4 points.
2. 25.1% to 35% above the lowest total cost bidder will receive 3 points.
3. 35.1% to 45% above the lowest total cost bidder will receive 2 points.
4. 45.1% to 55% above the lowest total cost bidder will receive 1 point.
5. Bidders in excess of 55% above the lowest total cost bidder will receive 0 points.
Responsiveness to RFP: This rating will be determined by an evaluation of the
consultant’s ability to comply with all the requirements stipulated in the RFP. For
instance, does the consultant agrees to meet District requirements and agrees to
provide the services outlined in the RFP? Is the proposal clear, concise, well organized
and demonstrate both respondent’s qualifications and its ability to follow instructions?
Did consultant provide a description of the firm? Did the consultant provide the names
of the professional(s) responsible for the project?
Qualifications and Experience: This rating will be based on staff’s analysis of the
consultant’s qualifications and experience. Does the consultant have at least 7 years’
experience providing architect design and engineering services? How many tenant
improvements has the consultant performed? What was the dollar amount for the
tenant improvement? Does the consultant have adequate staff support?
References/Previous Performance: This rating will be based on staff’s analysis of the
consultant’s past performance and type of work performed with other entities. How
many tenant improvements did the consultant performed in a year? Did they perform
the service within the approved budget amount? Did the consultant provide a list of at
least three agencies for references?

Ability to Provide Service: This rating will be based on several factors. How busy is
the consultant right now? Is the consultant using sub-contractors or all in-house staff?
Did the consultant submit a detailed work plan that gives the District the best chance to
achieving the goals and objectives described in the RFP? What distinguishes the
consultant from other firms?
Timeline for Completing the Services: This rating will be based on the delivery time
specified by the consultant. The consultant with a delivery time of approximately 4
weeks or less will receive 5 points. Consultants not within this timeline will be scored as
follows:
1. 5 weeks will receive 4 points.
2. 6 weeks will receive 3 points.
3. 7 weeks will receive 2 points.
4. 8 weeks will receive 1 point.
5. More than 8 weeks will receive 0 points.

ABILITY TO PROVIDE SERVICE: Rengel has the staff to perform the service. I am concerned
about Tim being sole proprietor with no back up.
QUALIFICATIONS & EXPERIENCE: All were equally experienced.
RESPONSIVENESS TO RFP: All RFPs were complete; Rengel & Borders were more complete.
Rengel gave a better interview and had examples of his work.
REFERENCES/PREVIOUS PERFORMANCE: All had excellent references and had worked on
similar size and type projects.
TIMELINE FOR COMPLETING THE SERVICES: Only Robert borders had concerns about
completing on time.
COST: Datum was the lowest price; Rengel next with Robert Borders being over 50% higher.

with the potential to complete within 3 weeks.
QUALIFICATIONS & EXPERIENCE: Rengel noted his support staff of 11 that would be able to
provide expertise.
RESPONSIVENESS TO RFP: Datum did not provide renderings of current or past projects.
REFERENCES/PREVIOUS PERFORMANCE: Rengel has conducted more recent projects in
Costa Mesa.
TIMELINE FOR COMPLETING THE SERVICES: Rengel could complete the service within, or
before, the deadline without hesitation.
COST: Datum is the lowest bidder, however, Rengel is recommended for the project based
on overall score.
