Minutes of the Regular Meeting of the Board of
Directors of the Costa Mesa Sanitary District
held at 2057 (Rear) Newport Avenue Costa Mesa
California January 7th 1954

Yeet ng called to order by President,TeVIinkle at 7 :30 P M
Order of business suspended pending consideration of plans to provide
sewer system in recently annexed area No 12 known as "School" area.
Engineer Bulot submitted estimate of cost of necessary sewer mains,
$40 314 40, based on use of 1911 Improvement Act. Attorney Anderson
concurred_in pr °ocedure under this Act.
It was moved by Director Nelson seconded by Director Lord that Attorney
Anderson be directed to prepare necessary Resolution to be presented
to the Board for its'further action. Motion carried.
Mr Mottet who was present in the interest of the above project, then
retired.

Order of business resumed with readxof minutes of meetings December
3rd and 8th, which minutes were approved as read.
The following bills were read and upon motion by Director Lord seconded
by Director Norman, ordered paid.

Secretary announced extension of Garbage and Trash pick -up service
to Annexed area No 12, consisting of 135 units as of January lst
1954.
Also Federal street in Newport Vista Tract, about 0 houses as of
January lst 1954
And, south side 20th street, Tustin to Irvine, 10 units.
T,Zellot Tract 1763 East of Irvine and Howard Tract will probably
require service by February lst 1954, as will also the Holstein
Tract 20th and Orange, 42 units, by that date.
Consideration of arrangements to obtain sewewage disposal through
Sanitation District No 6 to J 0 S facilities f,on a portion of origi-
nal District together with Ne wport Vista Tract was then ordered.
It was moved by Director Nelson seconded by Director Meyers that
Application for electric power to operate Lift Station in Newport
Vista Tract to the Southern California Edison Company be perfected
by Secretary and filed with the Edison Company. Motion carried.
Mr Holderman for the Newport Vista Tract, (Republic Construction
Ccrrporation,) announced that they would be in position to pump sewage
"Next week." and asked if a form of interim permit might be granted
pending; final acceptance by the Sanitary District of complete facili-
ties, including mains and Lift Station.
Engineer Bulot stated that he would make a report to the Board as
to acceptability of facilities when sane were completed and - cepta-
ble to Engineers, and suggested that the Board should have assurance
that no liens or unpaid obligations stood against such facilities
at time of acceptance, and recommended that no approval or use of
lines involved be permitted until final and formal acceptance had
been had.
President stated that a special meeting for the purpose of acting;
on acceptance of lines and lift "station facilities in question
could behad without delay when warranted and certification of
Engineers was in hand.
i It was moved by Director Meyers seconded by Director Nelson that
+� Engineer Bulot be instructed to remove plugs and clean lines when-
ever Necessary to use facilities available.

Director Meyers mentioned the coming meeting; of Sanitation Districts
for January 13th, and stated that there were reports of objections
from certain quarters to the final acceptance of ocean Outfall line
by the Districts, pending; completion of certain contractural clean -up
work etc.,'and spoke of the possible desirability of the presence
of a delegation of citizens of Costa Mesa, members of the City govern-
ment etc., being present at such meeting; for the purpose of giving
moral support to the interests of the Costa Mesa Sanitary District .
and efforts to provide all or partial sewage disposal means. No
action was taken, pending developments.
Mr Bulot referring to potential as nexations of territory to the
District, involving areas where lift stations would be required to
provide gathering facilities, suggested that consideration be given
to the extent of territory that would be thus affected with a view
to including all such area in annexation procedure in the future,
thus avoiding the creation of "islands" and 'Piece- meal "projects.
