Minutes of Regular Meeting of the Board of
Directors of the Costa Mesa Sanitary District,
held at 2057 (Rear) Newport avenue, Costa Mesa
California, October 1st 1953

On motion by Meyers seconded by Norman, Director Nelson was named
President pro.tem.
A� This being the time and place fixed by publication for Hearing on
Petition for Annexation of the so- called "School" or Annexation
No 12, said Petition bas presented to the Board by Secretary.

Whereupon, there being no protests filed and no person appearing in
protest or otherwise, it was moved by Director Norman seconded by
Director Meyers, that Order issue in regular form and men ner, declaring
the acceptance and granting of said,,Pejition for Annexation. Upon
unanimous vote of Directors present it was ;so ordered, and Attorney
Anderson directed to take the necessary steps to perfect annexation.

Upon motion by Meyers seconded by Norman, Secretary was instructed to have
the street sigh repainted.
Engineer Mlessing reported on proposed construction by Republic Construction
Corporation of septic tank and sand filter facilities intended to provide
sewage disposal for Tracts 1712 and 1713, in _lieu of cess pool installation
pending time District sewer system can be put in operation.
It was the sense of the Board that an application in writing should be had
from those contemplating such facilities, before any action should be taken.
Engineer Messing also reported on an instance where a manhole at 20th
and Orange had been disturbed, supposedly by County Road crews, and while
same had been restored, it had not been sufficiently cleaned, and it was
the view of the Board that the District should be informed in advance
of any work to be done by the County Road Department involving interfer-
ence with any sewer main, manhole or other District facility.
Secretary was directed to call the matter to attention of County Road
Superintendent and obtain his reaction.
4 The subject of terms and conditions to be determined and imposed in cases
of Annexations to the original District was opened for discussion.
Engineer Messing presented a letter from Consulting Engineer Francis H
Bulot, dated October lst, outlining suggestions bearing on the question.
Secretary Owen reported having interviewed Engineer Neff of the Garden Grove
Sanitary District and Secretary Early and President Nelson Launer of the
La Habra Sanitary District as to methods under study or in effect in those
Districts, there being-found however no like conditions to those obtaining
in Costa Mesa District,
He also estimated the District valuation for tax purposes year 19% -55 at
from $13 000 000 00 to 14 000 000 00, and mentioned the total bond
obligation of original district, including interest, as being $1 249 150 CO.
A full discussion of the various phases of the subject was participated in
by those present. No definite conclusions were voiced pending further
study and presence of entire Board membership.
