I looked at the impacts the proposed 13 SFRs from Tentative Tract Map
(TTM) 17824 would have on the existing CMSD sewer collection system on
Mesa Verde Drive and determined the existing pipe segment can handle the
additional flows. In making my determination I used OCSD wastewater
generation rates for low density residential development (similar to
CMSD’s rates for the same residential designation) and scaled the
calculated average daily flow by 2.5 (2.5 factor used for receiving 8”
pipes, otherwise 2.0 used) to determine an estimated peak flow for the
analysis. Similar scaling is also performed by CMSD staff however OCSD
is more conservative with peak flow determination, especially when
proposed developments connect to an 8” pipe as in this case. Also, I
downloaded Mesa Verde Drive sewer as-builts from the CMSD website to
confirm size, material composition, and slope of the existing collection
system connection point. Last, I compared the combined existing and
proposed flows with the full flow rate for the same existing 8” pipe and
expressed as a ratio (Q prop=exist / Q Full = 0.027). A ratio over 0.50
could be a concern to the local sewer agency but that is not the case
here. The calculated Q prop=exist / Q Full ratio of 0.027 tells us the
receiving pipe segment has sufficient capacity to handle flows from TTM
17824.
